行动管控令2.0(MCO 2.0)已于今年3月4日告一段落,然而,过后按7天平均数计算的数据却显示,国内2019冠状病毒病新增确诊病例仍以每日逾1000宗的速度增长,因此当局仍需采取预防措施及相关的防疫标准作业程序,以抑制疫情进一步恶化。

与此同时,在MCO 2.0还未结束之前,全国冠病免疫计划已于2月24日正式开跑,首相丹斯里慕尤丁成为首位接种冠病疫苗的大马人。

随着疫苗接种如火如荼的进行中,国人对我国抗疫成功的信心也逐渐建立起来。

对于产业市场而言,疫苗的施打也令大家顿时松了一口气,希望一扫之前冠病疫情席卷全球下,岌岌可危的市场情绪。

然而,疫前就已存在多时的各项挑战仍未迎刃而解,国内购屋者仍面临无力买房和生活成本扬升,尤其是各大城市生活水平偏高的窘境。

因此,从去年6月1日开跑,将于今年5月31日结束的2020/21年拥屋计划(HOC 2020/2021),是否应该获得延长?

刺激遭重创产业市场

政府是在去年公布短期经济复苏计划(PENJANA)时,宣布重启拥屋计划,以刺激遭到疫情重创的产业市场。

为复制2019拥屋计划(HOC 2019)取得的成功,2020/21年拥屋计划再度给予购屋者同样的利益和折扣,例如贷款合约免印花税,以及参与该计划的发展商给予特定产业价格10%折扣优惠。上述利益和豁免适用于售价介于30万至250万令吉的房屋。

在2019拥屋计划期间共售出5万7635单位的房产单位,这包括服务式公寓在内,涉及的总值359亿9000万令吉。

HOC 2020/21表现更好

至于现行的2020/21年拥屋计划,主要承办单位马来西亚房地产发展商会(REHDA)最近公布的数据显示,截至今年2月杪,即该计划的首9个月内,共售出3万4354单位,涉及总值256亿令吉。相较于2019拥屋计划首9个月售出的1万9784单位房屋,表现无疑更好。

此外,过去数年持续增加的未售出单位数目方面,根据去年首季至末季的季度观察,走势也较为稳定。

若进一步分析未售出库存单位的数据,未售出但兴建中单位及未售出也未动工单位的库存都有所改善,但滞销(已建好但至少已9个月仍未售出)单位持续增加,但也在去年第三和第四季之间出现减少走势。

疫情对产业市场的负面影响,造成滞销单位于去年第三季增至5万7390单位,涉及总值424亿9000万令吉,但去年末季减少至5万5300单位,涉及总值407亿9000万令吉。

上述各项数据无疑令人鼓舞,而且至今表现胜于2019拥屋计划,而我们也须考量到一个事实,即2020/21拥屋计划期间,政府于今年1月中旬实行MCO 2.0,令经济活动和人民的行动受到一定程度的管控。去年3月18日初次实行的MCO 1.0期间,发展商的销售活动和展示厅被迫暂停营业,对产业销售产生负面影响,而产业交易在MCO 1.0解除后,于去年下半年明显改善。

因此,有关延长2020/21的呼声,主要正是基于今年初的为期约2个月MCO 2.0,可能影响该期间的产业交易活动。

盼延伸到二手屋

放眼未来,进行中的疫苗接种计划及每日新增确诊病例减少,改善了市场交投情绪,并有望进一步刺激市场信心。在我们致力于恢复市场疫前的交投水平之际,现阶段必须维持各项行之有效的奖掖及援助,不能过早的结束,这包括延长2020/21拥屋计划。

无可否认的是,该计划协助发展商减少库存,但与此同时,它也确实造惠购屋者,协助减轻他们购买理想家园的整体购屋成本,这是现有情况下刺激产业市场的一大关键。

我们期望看到的是,目前主要聚焦于新房产的各项“好康”,可以进一步延伸到二手屋市场,以更全面的刺激市场。

HOC不是房市问题解药

需要指出的是,HOC不应成为刺激住宅市场的主要驱动力和策略,因为它不是解决持续存在的住房负担能力难题的长久之计。

长远来看,这将需要一个更具凝聚力和整体性的解决方案,以克服现有的居者有其屋和未售出库存等问题。

房市问题错综复杂

在提出更永久性和综合的解决方案方面,发展商推出和兴建新房屋单位时,不仅须由公正不倚的独立顾问进行最新和全面的研究,也须配合政府和地方当局以及银行和金融机构的努力,以及涉及需求方面的利益相关者的努力。

由于供需失衡的问题依然存在,尤其整体发展成本导致的房价方面问题更加严重,因此,同时面对购屋者负担能力与收入水平问题,令整个房屋市场的问题更错综复杂。

HOC也许已对产业交易和协助购屋者完成拥屋梦想方面产生正面影响,但与此同时,它也带来了此计划期间,国人真的有能力购屋,抑或只是种种扶持因素形成的假象?是否因为发展商提供种种折扣和财务奖掖,才令购屋者有能力购买房屋?

若它的确是上述人为因素下造成的一种假象,那么,国人负担不起房屋的问题依然悬而未决,房价和可支配收入水平之间仍出现一个鸿沟。

房产远景靠全套方案

尽管存在这样的争论,但现阶段,我们迫切需要进一步加强市场的复苏情绪。

旨在减轻购屋者财务负担的任何经济援助和奖掖措施,例如HOC提供的各种奖掖和优惠,加上现有的低利率环境,对于重振滞后的产业市场至关重要。

然而,我们仍需提醒大家一个事实,即住房负担能力的基本问题,不可能通过快刀斩乱麻的方式加以解决。因此从长远来看,我们仍需要一套更系统化的解决方案,来让房地产市场实现永续的发展。
