越来越多的企业探索外包业务与服务,
后疫情时代该领域前景可期。

大马近年已崛起为世界主要全球商业服务中心(Global Business Services,简称GBS)之一,但疫情的冲击,这个趋势会否出现新的转变?

对大马办公产业市场,尤其是作为大马主要全球商业服务基地的巴生谷地区办公市场,又会带来怎样的影响?

事实上,随着有越来越多的企业探讨将更多业务外包出去,或自行设立全球商业服务,尤其是国内2019冠状病毒病疫情逐渐好转之际的后疫情时代,这股趋势更是明显,预料GBS领域将持续增长。

无论是全球商业服务领域的相关业者,或是熟悉全球商业服务的跨国产业顾问公司,都一致看好大马的全球商业服务前景。相应的,大马尤其是巴生谷、槟城和柔南的办公楼市场也会受到带动,从中得益。

数字客户体验外包公司Everise指出,大马确实有潜能和机会成为一个更卓越的全球商业服务据点。

事实上,大马在全球科技创新与全球商业服务的排名中名列前茅。该公司大马高级副总裁(营运)甘詹夏尔马说,在毕马威《2021年全球主要科技创新中心》报告中,吉隆坡在亚太地区排名第9。

此外,科尔尼最新的全球服务地点指数 ,大马的排名更是高居全球第三,仅次于两个科技大国印度和中国之后。

他接受《南洋商报》书面专访时指出,大马尤其是吉隆坡在全球商业服务方面的优势,包括强稳的基础设施、掌握多种语言能力的人才众多,以及生活成本适中。

“跨国企业对多语支援服务的需求越来越大,而这股趋势将在疫情后持续,并令大马在全球商业服务领域处于有利地位。”

大马商业服务放眼达62亿

大马莱坊企业服务部执行董事郑扬建指出,根据数字媒体公司GlobalData,凭借其策略性的地理位置、经商便利以及年轻与精通数字科技的人口,大马的全球商业服务市场规模,预计将从 2019 年的 13亿美元(约53亿9500万令吉),于2024年杪增至15亿美元(62亿2500万令吉)。

他接受本报书面专访时说,和各个领域一样,全球商业服务也深受疫情的影响。

“事实上,疫情期间,有人担心全球商业服务能否迎合各种服务水平的协议。

“为遏制病毒而采取的严格管控措施,令许多企业别无选择,只好允许员工居家作业。疫情造成的严重干扰,加速了世人在日常生活和商务活动上对科技的运用,企业也被迫进行调整,以调适自身在新常态下的营运环境中求存和继续经营。

“但在此期间,大马的全球商业服务领域却持续发展,并预计将在后疫情时代继续增长,主要得益于数字基础设施和服务的准备就绪、人才的韧性和敏捷性,以及政府为创造有利商务环境而持续提供的各项支援措施。”

数字经济机构提供支援

郑扬建补充,大马通讯及多媒体部辖下的大马数字经济机构也正加紧努力,为企业提供持续援助和推动能力发展。它所提供的关键支援,令各种企业和行业生态系统在疫情期间和后疫情时代持续营运。

与此同时,冠病疫情促使企业重新评估业务和目标,不少企业已开始探索企业内部的潜在重组,特别是在未来的工作安排方面——例如将财务、资讯科技、人力资源和采购等特定业务外包,以创建更具弹性和成本效益的业务模式。

槟柔各有卖点深具潜力

郑扬建指出,尽管在大马,更多企业会选择在巴生谷设立全球商业服务的业务,但槟城和柔南依斯干达特区也不乏这样的潜力,因为两地拥有各自的独特卖点,有利于全球商业服务业务的增长。

事实上,巴生谷以外,槟城目前是大马全球商业服务的第二大重镇。槟州电子与电气、资讯科技外包和业务流程外包领域的持续扩张,有利于全球商业服务领域的增长。

至于在柔南,全球商业服务领域的增长,预计将由科技与数字领域推动。

跨国企业最爱雪隆

巴生谷办公产业市场主要由3大地区,即吉隆坡市中心、吉隆坡市郊和雪兰莪州组成。这3大地区各有其优势和劣势,可以吸引租户在其中设立营运中心。

但据大马莱坊观察,大部分全球商业服务业者都选择在隆市郊和雪州落脚。

例如坐落在隆市郊班底峇鲁路马电讯大厦的德国巴斯夫亚太服务中心私人有限公司、雪州梳邦再也双威镇的罗氏服务(亚太)私人有限公司、雪州八打灵再也万达镇的Air Liquide商业服务公司,以及八打灵再也珍珠白沙罗的德国赫伯罗特商业服务(马)私人有限公司。

郑扬建说,这些地区的交通非常便利,四通八达,大多拥有广泛的公路和铁路(包括轻快铁、捷运和电动火车)网路,当地也拥有许多便利设施,因此广受商界和办公租户欢迎。

此外,隆市郊的办公市场有两大优势:

(1) 距离隆市中心和州的重要卫星城市的通勤路程不远,以及 (2) 地灵人杰,人才济济。

几家著名的全球商业服务业者也在雪州设立了它们的枢纽,分布在多座拥有多媒体超级走廊地位的A级建筑物,包括1Powerhouse、The Pinnacle Sunway、i-City Sumurwang Tower ,以及白沙罗上城新落成的 Imazium。

这些办公室是综合发展项目的一部分,提供相当大的典型楼层,支持综合开发项目内的现场便利设施和便利设施,并方便使用公共交通。

本季办公室租赁料增长

莱坊预计,随着更多经济领域/企业根据国家复苏计划重新营运,办公市场的租赁活动将于本季度或明年初缓慢增长。

随着疫情逐渐好转,各项防疫管控进一步松绑,加上最近解除跨州和出国旅游的禁令,大马各个经济领域已重启。

郑扬建说,被压抑的需求将激励企业开拓市场,尤其是那些目前采取观望态度的公司。

“大马数字经济机构、大马投资发展局、投资吉隆坡机构、雪兰莪投资促进机构和其他相关政府机构持续努力吸引更多企业来马设立业务,这将自然地促使有关企业在大马设立办事处,以招揽人才和促进业务。”

他指出,隆市中心/中央商务区的办公市场市场预计需要一段时日才能复苏,尤其是在供需日益失衡的情况下。

然而,相比之下,隆市郊和雪州的现有和即将落成的办公市场预计将更快复苏,得益于对市场对位置优越,但租金却富有竞争力的优质办公空间需求持续增强。

远程实体办公结合

“虚拟作业”是全球商业服务的永续选择吗?

根据莱坊向一些著名全球商业服务业者了解,大部分全球商业服务业者仍希望在疫后重返传统的实体办公模式,当然,必须考虑到职场的营运现实,例如分开不同的地点营运。

郑扬建说,突如其来的疫情在不经意间促使企业重新评估了它们的工作地点和方式,虚拟/远程工作的出现,对包括全球商业服务业者在内的所有行业都具有重要意义,而疫情加速了这些趋势,并引发了新工作方式的重大变化。

虽然当疫情来袭时,国内大部分全球商业服务业者得以迅速从办公室工作过渡到远程作业的工作模式,但莱坊认为,包括全球商业服务业者在内的大多数企业未来不会采用完全虚拟/远程工作,而是远程和实体办公互相结合,当然,这取决于个别企业的企业文化与所在行业而定。

他强调,长期而言,企业仍需要实体办公室,因为人际交往和协作仍是不可或缺的一环,尤其是建立团队合作方面。

“实体办公空间在员工培训和生产力方面发挥着关键作用,尤其是当员工/人才是全球商业服务业务的关键支柱之一时。为确保满足客户需求,需要具备一系列优质技能的人才,需要劳动力的数字技能加上先进科技的采用,才能确保未来的业务永续性。”

书到用时:GBS整合企业后援服务

全球商业服务(Global Business Service,简称GBS)又称全球共享服务或全球商务咨询服务,是共享服务(Shared Service Center,简称SSC)和业务流程外包(Business Process Outsource,简称BPO)进一步演化发展的一种服务。

GBS通常定义为:企业将全球后援职能整合在GBS内,比如财务、人事、行政、资讯科技(IT)、法律事务等,统一为全球的经营职能如研发、生产、销售、售后等,提供标准化、规范化的服务,以达到企业降低营运成本和提高绩效的目的。

从GBS的发展来看,起初是通过财务、人事等单一职能共享带来效率提升及成本降低。单一职能共享成熟后,管理层也逐渐看到单一职能共享的整合价值,于是多职能共享,即GBS从而得到发展。

共享服务是跨国企业因跨国经营而产生,GBS目前在跨国企业实施较多,所以GBS里有“G”是正常的。
