日日夜夜担心受怕,
却迟迟未得到永久解决方案。

蕉赖第一花园士郎雅巷(Lorong Selangat)房屋疑似隔壁工地打桩而坍塌后,经过3周时间后,居民不满意发展商没有提出永久性的解决方案,要求发展商1周内给出方案,并明确表明是否会买他们的屋子。

第一花园士郎雅巷的居民在4月时就投诉打桩工程造成自身房屋龟裂的问题,在上月22日凌晨3时,有2间双层排屋直接坍塌,当中一间更毁不成形。

吉隆坡市政厅委任大马公共工程局研究院(IKRAM)展开独立调查,也确认毗邻建筑工地防洪墙出现泥土移动的肇因,并立即发出停工令,仅允许发展商进行维修工作,直到确保工地安全。

各相关单位均有安排代表出席汇报会。

没有永久解决方案

发展商、市政厅和蕉赖国会议员陈国伟定期召开的汇报会,却让居民感到不满次次开会无结论,愤而“开炮”,也不满发展商没有明确回答当地部分居民的提问,也就是要求发展商接盘买下。

在最新的汇报会上,发展商和顾问代表都提供了技术性汇报,包括泥土移动数据、设置土地移动感应器、地倾斜仪(Tiltmeter)、设置护堤和临时支撑、土壤钻洞调查等,不过,却未能拟出永久解决方案。

目前除了门牌49号严重坍塌,附近8间单位的居民也就屋子被鉴定为不安全,暂时安顿到酒店、公寓和排屋,受影响单位分别是33号、37号、39号、45号、47号、48号、50号和52号。

欧阳金铭陈述居民面对的辛苦压力时,不禁哽咽。

一直出现新裂痕

而居民则申诉在坍塌后,屋子还是持续出现新裂痕,令精神和心理承受沉重压力,寝食难安。尤其现在是雨季,必须分秒必争解决问题,但偏偏每次出席会议却没得到解决方案,影响各自的生活。

屋住委员会主席欧阳金铭指出,委员会提出2个解决方案的建议,一是希望发展商首购他们的房子;若条件一无法达成,那市政厅就应改变发展商的项目计划结构。

“如果这两个方案都不被发展商接受,我们别无选择只能通过法律程序处理。”

下雨就睡不着

他在陈述居民心情的时候不禁满眼通红和哽咽,他申诉这期间彷佛没人在乎居民的感受,不仅不敢邀请亲朋戚友到访,下雨时就感到恐惧,无法安然入睡。

“我们的居民有癌症病人、退休人士、老人,我们希望吉隆坡市政厅能协助寻找双赢方案。”

他强调,居民要求的是一个永久解决方案,惟发展商至今未有定案,令居民心生不满。

“每次来开会,看专业报告、谈49号、52号单位的情况,根本没完没了。发展商要有个期限,到底买或不买下上述单位,不要一直拖延,居民要一周内有定案!”

未来恐卖不出

居民黄毓财认为,如果发展商买下士郎雅巷和士郎雅路(Jalan Selangat)的屋子,就可有更多土地建公寓,这是双赢方案。

而且,坍塌事故后,当地房屋已失去市场价值,银行也不会发出贷款,只有发展商能买下他们的单位。

“居民不能一直花时间出席会议,听各种报告,希望这是最后的会议和得到一个答复,其中,49号业主没有最终决定,这是你们(发展商与业主)之间的问题,但是其他业主呢?就算你们重建我们的屋子,居民也不敢住。”

陈国伟较后指出,下周日会再举办一次汇报会,发展商的董事经理或总执行长必须出席,即不是邀请,而是必须到场。

他说,坍塌事件令居民承受精神压力、阴影和恐惧的情绪波动,有者甚至无法入眠,因为1间单位全塌,8间单位被鉴定不安全,其他单位也陆续出现裂痕、崩裂。

“居民担心建筑工程造成土地移动,致地下水管破裂等,令屋子结构受到威胁。”

市政厅官员没出席

他也提及,原本邀请市政厅2部门官员出席汇报会,分别是基设规划小组(Jabatan Perancangan Infrastruktur)和建筑管理组(Jabatan Kawalan bangunan),奈何后者完全没有委派官员出席!

“前者安排了高级副主任卡玛鲁出席,后者原本也说安排副主任依斯玛威再也出席,不过依斯玛威再也告知因送孩子入院未克出席,并指会安排官员出席,结果最终建筑管理组没有任何官员出席,我会就此事,向吉隆坡市长反映和要求对这部门采取行动。”
