幼儿园及安亲托儿创意转型,
产业领域进入百家争鸣时代。

不知什么时候开始,威省大山脚的花园住宅区没有了朗朗读书声,更不见小朋友,天真烂漫地在草坪上追逐嬉闹。

当上下课的车龙不再塞满整条街道时,大家这才意识到,幼儿园、托儿所或安亲中心已悄悄地搬离了住宅区。

类似情况并不是疫情后的独有画面,更不只发生在槟城。早在疫情爆发前,国内许多学前教育机构和安亲中心、托儿所和补习班,其实早就逐渐从住宅区搬到商业单位里。这不仅成为了这领域的发展主流,还对本地产业走势,激起了不一样的火花。

马来西亚教育企业家公会秘书陈胜贤指出,教育部较倾向于学前教育中心、托儿所和安亲中心,最好是设立在独立式、半独立式或有地房屋的角落单位,因为这样的单位能给予小朋友更多的舒展空间,有利于小朋友的身心发展。

尽管如此,由于目前房产界地少、价贵,加上居民投诉的缘故,以及越来越多房屋单位以围篱保安管理方式推出市场,因此导致许多幼儿园、托儿所和安亲中心,无法在住宅单位上经营。

这样的情况在吉隆坡和槟城更为明显,因为这些地方长年面对地少、价高的情况,而围篱设计在上述两个地方也早已司空见惯。

商业单位自由度高

另一个关键是,由于在申请开办幼儿园、托儿所和安亲中心时,需要获得当地10户家庭的同意(外加左右两单位),而每年的执照更新时,也得避免有邻居投诉,因此业者们都面对不小的压力。

再来,一个区域不能同时拥有超过一间幼儿园、托儿所和安亲中心(依据全国各地方政府条例而定,不同的地方政府条例不尽相同),这对业者来说,无疑是一项挑战。也因如此,很多业者开始探索前往商业单位的可能,尤其商业单位的自由度与自主权较住宅区高。

“商业单位只要符合了地方政府的要求,基本上我们就不会有太大的阻碍与局限。”

另外,对于不属于学前教育的安亲中心和托儿所也转战商业单位的现象,他认为,很大程度与市场考量及成本预算有关。

免被邻居投诉
更新执照更易

Eduwis 是我国少数经营超过30年的学前教育机构,集团研发与创新主任兼董事郑意桦指出,基于任何幼儿园的投资一般都至少预计在10年以上,这也意味着,在营运地点的选择上,须持续确保不会衍生任何问题,例如邻居投诉或间中遭人举报,否则更新执照时将无法获批。

她说,除了初创时期需获得邻近一带居民的同意外,每次更新执照(时间胥视不同地方政府而定)也得确保不会遭受邻居的投诉或举报。也因如此,在商业单位开设幼儿园,则可免这类困扰。

Eduwis在全马拥有超过70家幼儿园,一些设立在住宅区,一些则以商业单位为主,郑意桦就表示,其实各有各的好,但若依据目前越来越多围篱住宅的趋势发展,幼儿园自然开始转为设在商业单位。

询及迁入商业单位会否对学生的身心发展带来影响,她表示,正因如此,该集团在课程上作出调整,如室内栽种、养殖、结伴到外活动等,就是补足了这方面的缺失。

发展商应打造适合空间

另外,郑意桦也点出,一些发展商会在为了符合政府要求下,于自身打造的新屋业计划中腾出一些空间(地段或公寓内的小单位)来充作幼儿园。

遗憾的是,部分发展商的地段可能不适合发展成幼儿园,又或者是公寓单位内的小空间也并不合适,最终只是成为发展商迎合政府要求的敷衍安排。

以槟城为例,一些发展商为了符合政府要求,于是随便腾出空间于幼儿园,但其单位却安排在深度不适合小朋友的泳池附近,而且空间也过于窄小。

“其实我们更希望看到发展商在打造之前,能和业者一起讨论。毕竟,一些发展商还是做得很不错,能打造出适合幼儿园的发展计划。”

据悉,Eduwis目前就和砂拉越及槟城发展商一同洽谈合作计划。

显然的,学前领域绝对可以影响屋业发展,而发展商若也希望单位能更好地被善用、或备受业者青睐,那么自然得与业者讨论,以了解他们的需求。

靠近住宅学校更关键

对安亲中心及托儿中心来说,商业单位与住宅单位各有优势,很大程度是看这些单位的地点究竟是否适合营业。

Clever是本地一家拥有超过45家加盟与直营店的安亲中心集团,根据集团过往经验所发现,其实任何单位并不是关键,反之地点是否靠近住宅区及学校,才是他们的主要考量。

集团创办人陈振宏和李彦佳表示,因为作为衔接学校与住家的机构,因为若是能靠近两者的话,无疑将更吸引家长们将孩子送来学习与看护(住家至中心),同时也方便业者进行接送(学校至中心)。换言之,选择哪一种单位并不是主要的考量,反之地点才是关键。

更多设计自由

他们指出,尽管商业单位的装潢会比住宅单位高出30至50%(胥视单位情况而定),不过,商业单位却也赋予他们更多的设计自由,例如决定课室的大小等。

两人也补充,其实一些商业单位若已拥有本身的基本装潢设计,隔间也已有的话,那么这也可协助减轻设立成本。

对家长们而言,安亲中心和托儿所设在商业区的另一优势是,由于商业区一般上有银行、邮政公司、杂货商场、餐馆等,他们接送孩子前后方便处理更多的事务。

站在孩子的角度来看,李彦佳表示,尽管住宅单位能提供户外草地让小朋友舒展筋骨,但与幼儿园有别的是,安亲中心、托儿所、补习班、功课班等一般不会有太多时间让小朋友进行户外活动,就算有腾出一个10至15分钟,小朋友也不一定都会到户外去活动。
遴选具“看护”安亲中心

询及业者需要关注之处,李彦佳建议业者对空间的运用得花些心思,例如是否要打造更宽阔的交流空间?是否要多一些小课堂或休闲室?另外,逃生方面也得多些留意,确保选择的单位是否符合逃生规格。

再来,她也建议父母在遴选中心时留意下,只有具备“看护”(Jagaan)的安亲中心才能允许在商业单位内安设厨房,反之补习的则没有,然而不少补习中心却为了也包办饮食,所以违例经营膳食,殊不知此举除了违法,更威胁孩子们的安全。

“这不仅是为了符合地方政府与消拯局的条例,更重要的是关乎孩子们的安危。”

投资者角度双薪家
庭极需安亲班

Kedios是国内少数的教育领域的孵化与投资公司,对创办人余柯延而言,类似现象的发生,都是市场规律所主导,其中,这类现象都多发生在大城市,如吉隆坡、槟城、新山等。

他指出,大城市有很多外地来的游子,工作几年后找到对象便成家,这些年轻父母大多是双薪家庭,因此极度需要安亲班或幼儿园。

“然而,大部分公寓并没有设立幼儿园或安亲中心,加上公寓一般上都是围篱的,单靠一座公寓的人口并不足以撑起一所中心,这就推动了幼儿园或安亲中心都陆续开设在商业区,这也方便父母载送,所以学习中心开设在商业区不止是一种需求,更是一个趋势。

商区成本较高

询及地点转换后的成本会否更符合经济考量,余柯延表示,在商业区开设幼儿园和安亲中心,其实成本相对较高,其中原因不仅是租金、水电和聘请老师的开销较高,更因为草创初期,所需投入的资金会较住宅单位来得多。

“贵了好几万令吉。因为住宅单位只需简单装修一下就可营业,但如果是用商店来打造学习中心,那就必须大兴土木。”

再来,因为店铺通常都是整间空空的,全部东西都需自掏腰包大装修,也因如此,设在商业单位的幼儿园和安亲中心收费往往会比较高。不过,从另外一个角度来看,这也给了父母很大的方便。

从投资者角度切入的话,他认为,若是自己开设和经营有关幼儿园或安亲中心,那他建议买下有关单位,而非租用。

“毕竟花在装修上的钱都是花在自己的物业上。但如果是加盟连锁的幼儿园或安亲中心一般都是租用有关地点来营运,这样就无需把所有的资金压在物业上。”

他表示,如此一来,那就可以有更多现金来进行商业拓展开设很多的学习中心,这样比较符合经济效益。

尽管如此,他提醒,由于法律规定幼儿园和安亲中心只可设在角落单位房屋,若选择在商店营运,也只能以底层和一楼为准,因此业者不可在二楼以上的单位营业。此外,为安全起见,有关单位也需有两个进出口。

“如果幼儿园和安亲中心设在商业单位,那除了需要安装额外的逃生梯外,也需格外留意孩子们的安全,尤其在上下课时,老师都务必陪同孩子上下车或把孩子带到家长面前。”

曾爱珍

产业界看法
靠近工作地点方便接送

作为站在产业销售最前线的先锋队,房产中介有自己的看法,其中马来西亚房地产中介师协会(MIEA)主席曾爱珍就认为,严格来说,这不算一种趋势,倒像是一种演变。

她指出,托儿所的整个概念是出于方便双薪家庭,因此有的中心会靠近父母工作地点,有的则出现在住家附近,好让父母们方便接送。

“过去几年,政府意识到在人们工作的地方需要更多的托儿所,因此越来越多中心开始出现在商业区或办公楼,以满足双薪家长的需求。”

她不否认,过去由于不少托儿所或幼儿园接获邻居的投诉,因此被迫迁往商业区,但她认为,这类中心依然在住宅单位林立。

询及越来越多围篱单位的出现,会否将加剧上述的情况,她表示,这取决于居民所制定的条例,其中,对于住宅单位来说,往后师长与业者的进出相信将是更严厉的。

反之,很多楼层开发(高楼单位)都在本身的内部的商业单位上,设有托儿所、洗衣房或迷你市场,而这严格来说并不是商业单位,而是设在高楼单位内部的小商业区。

试租营业善用资金

曾爱珍也建议,业者可以先尝试租下有关单位来营业,待业绩稳定后,且决定自行创立本身事业,才考虑买下单位。

“这是因为投资房产不是自身生意的核心业务,一旦买下,很可能会锁紧自身可用来拓展业务的资金。”

一般来说,在开办任何中心时,租用都是一个选择,一旦业务建立,购买考虑。商业的整体理念是产生收入,因此,投资于房地产在某种程度上是非核心的,并锁定了可以用于其扩张等业务的资本。

结语
产业领域百家争鸣

产业走势永远都日新月异,这点可以从住宅单位兴起“双钥匙”概念;工作地点出现“共享空间”可以证明。

也因如此,幼儿园及安亲托儿领域从住宅单位迁移到商业单位,甚至在经营上出现创意转型方案不算异数,而是一种与时并进的发展。

随着越来越多的这类学习中心设在商业单位后,可以预见的是,未来不仅这些机构将在课程上出现更多的创意编排,就连商店也会在建筑设计、保安措施、或租户的选择上,都会作出有别于过往的安排。

不过,这不意味着,幼儿园、安亲中心和托儿所就会从此搬离住宅单位,反之,这些领域的拓展届时将来到百家争鸣的盛世,而产业领域也会进入百家争鸣的时代。
