人口老化、健康意识增强
康养渐成为一种休闲生活主流

康养产业,一个大马绝多数人不曾听闻的新鲜词汇。

但在海外如美欧、中国等地,康养产业已面市多年,并日益普及化。

海南省积极推动康养旅游和康养产业发展。

何谓康养产业?大马是否已开展这方面的发展?这个产业次领域未来的发展前景如何?

康养,顾名思义,就是健康和养老。

健康和养生相关的产业,全世界许多国家都有,大马也有不少,例如医院、水疗中心、养老院等,但真正符合康养产业定义的产业,则相信屈指可数。

产业评论员潘荣德就指出,事实上,全世界对康养产业没有一个统一的定义,大马人对康养产业的认知也非常表面,认为符合健康和养老这2大元素的产业,就可称为康养产业。

他说,具体而言,要符合康养产业的定义,起码必须包含养老、健康医疗、教育、物联网、文化、体育、旅游/休闲等多种元素。

可借镜中国

在中国海南省担任产业评论员的潘荣德认为,大马要发展康养产业这个领域,或许可从中国过去的发展取得借镜。

他说,中国康养产业的发展至今已有30多年,整个产业链已经非常成熟。早在上世纪1990年代,当时部分房地产企业利用海南省的丰富旅游资源,并借鉴国外度假的概念,大事发展康养产业,并局部解决海南房地产供过于求、大量滞销的问题。

到了2000年,医疗、养老、金融、房地产等深度融合,当时就有医疗+养老 = 康+养的模式,并在中国全面推广。

“中国已推出2019-2025海南省健康产业发展规划,涵盖医疗旅游、温泉养生、森林旅游,中医、健康的旅游产品,打造有特色的康养产业,构造了海南康养产业的新风貌 。”

他指出,大马虽然也具备发展康养产业的条件,例如拥有丰富的旅游资源,也以本区域医疗旅游中心著称,但必须充分结合自然和科技资源,才能把这个领域发展起来。

靠高收入与人口老化
撑起英美澳康养产业

威廉氏达哈与王有限公司(CBRE|WTW)集团主席符儒仁指出,在美国和澳洲等国家,康养产业在满足其人口需求方面越来越受欢迎,这也反映了其家庭平均较高的收入来提供此类服务。

世邦魏理仕英国分公司(CBRE UK)进行的2021年英国医疗保健市场情绪调查显示,当地发展商正专注于老年护理和退休生活房屋项目,而英国人口老化支撑了需求。根据该报告,后疫情时代,英国对医疗保健房产的需求将持续扬升。

大马发展空间有限

但在大马,除了医疗服务领域外,康养产业对私人领域来说,是一个发展空间相对有限的市场。

无论如何,长远来看,大马人口老化、结婚率降低和健康意识增强等人口结构变化,可能会推动对康养产业的需求。

大马统计局最近的数据显示,到了2030 年,65岁及以上的老年人将达到10.3%以上(或 410 万人)。

“我们预计康养产业长期将蓬勃发展,但仅限于某些次领域,例如护理和医疗保健设施。”

符儒仁指出,房地产投资信托基金正在投资医疗保健资产,主要是医院。其他设施包括有限程度的老年生活、生命科学创新和护理设施。

“尽管人们对以退休为导向的老年人生活社区越来越感兴趣,但这种生活方式存在着负面的污名,因此大多数老化人口仍对这种概念持谨慎态度。

“另一个主要障碍是,难以获得购买此类产业的融资。哪家银行愿意向普通的老年人提供贷款?对于这样的老年人过渡到退休村,可以获得哪些援助和设施?”

牵涉多元素
需地方政府支持

“也许我们可以说有参考中国的模式,但参考是一回事,在大马落地和执行是另一回事。”

潘荣德认为,大马康养产业的发展推动非常不足,虽然有很好的概念和许多优势,但缺乏地方政府的配合和支持。

加上康养产业不仅是建筑产业这么简单,因为当中牵涉医疗、健康、旅游、养生等多个元素,所以一旦没有获得地方政府的配合和支持 ,例如批文、营业执照等,如果没有这些,最终还是纸上谈兵。

他说,时至今日,我们也经过2年多的疫情,但康养产业还没有发展起来,主要是政府对这方面不了解。

像海南岛的康养产业规划,是从中央政府、省政府和地方政府整条线的规划和执行,我们缺乏这方面的政策和规划。除非政府推出一个类似5年内打造大马成为本区域康养产业中心之类的大计,看到政府的决心和相关政策,否则很难走出当前的僵局。

零星发展各自为政

其实,我们已有康养产业的一部分,例如已发展多年的医疗旅游、酒店、水疗中心等,但就是零零星星的各自发展,没有整合起来。

另一点就是,政府相关机构推动了康养产业部分领域的措施和发展,但却不愿平白的让私人界来分一杯羹。

所以目前的情况就是康养产业各个组成部分的领域各自为政,没有很好的衔接和结合起来。例如医疗旅游,政府在推动,但缺乏私人领域很好的推动,所以其实也没有做得很好。

无助解决房产过剩

符儒仁认为,由于康养产业的市场规模有限,它不太可能解决房地产过剩的问题。

潘荣德则表示,康养产业是有可能减缓国内房地产滞销的问题,但取决于有关康养产业所在地点,还有其他内外在因素,例如康养产业涉及的资金投入和各类产业结合难度很高,还有市场需求,若最后无人问津就完蛋,需要做很多可行性研究。

他说,大马拥有得天独厚的天然资源和条件,例如我们有世界闻名的旅游景点、漂亮的岛屿,但没有捉紧人文和医疗旅游,还有科技潜能和营商环境,把全部元素融合一起。

“还有最重要是专业服务,因为人跟人需要互动,必须综合所有元素,才能看到明确的优势,打造成一个‘明信片’。例如云顶高原,本来都有了许多旅游设施,但如何把康养产业的元素结合起来是关键。”

符儒仁指出,高原和岛屿是兴建康养产业的最佳地点,但由于各种旅行限制,目前游客对康养产业的需求可能有限。

高原和岛上的康养产业,作为退休目的地的吸引力可能较小,因为潜在的居民会考虑是否容易获得医疗服务、交通设施的便利性以及与近亲的距离,作为重要考虑因素。

现有酒店度假村
可转为保健产业

现有产业如酒店和度假村,是否有潜能或更有条件转变为康养产业?

产业估值与顾问公司永利行(Raine & Horne International Zaki+Partners Sdn.Bhd)执行董事陈建明认为,疫情令人们更重视健康问题,酒店和度假村等现有物业,确实有转换为健康和医疗保健产业的潜能。例如双威镇这类已设有医院、酒店、购物中心等各类医疗和旅游设施的综合城镇,确实会更有条件发展康养产业。

但潘荣德认为,上述现有设施严格来说是康养旅游产业,不全然是康养产业,两者之间还是有些区别。

目前,大马这类的所谓康养旅游产业,一般都是酒店、医院等为主,周边旅游设施为辅,并没有真正加入康养的元素。

同样的,在浮罗交怡、热浪岛等海滨旅游胜地的度假村或酒店等设施,也是让游客们住几天和到处走走,看看蓝天白云、美丽海滩、出海潜水等,并没有提供医疗和养生等服务。所以,有潜能是一回事,但有没有真正转型,将它转化为康养产业。

需特殊要求

符儒仁认为,康养产业需要一些特殊的要求。将现有产业转换为其他用途,尤其是康养产业,可能会面临一些挑战,对于满足老年人、残疾人和残障人士需求的规范来说更是如此。

他指出,与兴建全新的产业相比,发展商在把现有产业转成康养产业的过程中可能面对更高的成本。

那些布局灵活且离医疗设施/便利设施最近的产业,可能会有更好的转换用途潜能,但是否适合转换用途,不同类型的产业情况可能会有所不同。

国内发展商为何对康养产业兴致缺缺?

陈建明指出,这是因为与发达国家相比,康养产业对我国来说是新的概念,公众普遍并不了解何谓康养产业。

此外,国内发展商在这方面缺乏经验、不熟悉健康保健产业的概念以及成本偏高,在兴建和管理康养产业时面临许多挑战。

潘荣德指出,康养产业发展需要很庞大的资金,而且是一种长期才会有回报的长线投资,不像发展房屋、商店项目等三几年就可回笼投资和获利。

而且还要放眼中上阶级的消费群,不然康养产业很难发展起来。

他说,其实早期有发展商曾推出类似康养产业的计划,但因为目标只锁定本地中上阶层市场,而非外国游客,无法取得预期的成果。

“疫情之前,很多外资来考察,我们就带他们去吉隆坡太子阁医药中心(Prince Court Medical Centre)考察,要看金融,带他们去吉隆坡敦拉萨国际贸易中心(TRX), 因为这些属于不同领域,但其实可结合的设施都坐落在不同的地点,也分布很散。

“我当时在想,为何不能有一个地方,外国游客到了就住在那边,然后直接在同一个地点周遭,做完想做的东西,所有事物一览无余。像云顶高原很具备这方面的条件,例如气候、旅游 、美食等元素。”

他补充,一旦政府提供发展康养产业项目的奖掖,发展商也必须跟外资结合,因为除了外资资金雄厚,也有这方面的专业和知识,可以帮助到康养产业的发展。

“要在大马发展康养产业,资金、盈利、市场需求必须做很深入的探讨,也要有政府的政策、奖掖措施和妥善规划,结合私人领域,两者缺一不可。”

发展总值逾110亿
10年打造康健之城

坐落在吉隆坡武吉加里尔,发展总值超过110亿令吉的吉隆坡康健之城(KL Wellness City),算是本地少数具备康养产业元素的综合产业发展项目。

吉隆坡康健之城将分成两期推出,预计耗时10年完成开发,将设有医疗、办公楼、退休度假村和环绕健康保健而建的服务式公寓,通过完善的医疗保健生态系统打造康健社区。

该项目发展商KL Wellness Cit私人有限公司是于2015年向武装部队基金局购入该占地10.73公顷的土地,打造以永续医疗保健为中心的综合发展项目。

首阶段的诺贝尔保健园发展总值达10亿令吉,占地7英亩,涵盖624个床位的国际医院,提供不同专科医生诊所和辅助医疗服务,包括诊断、治疗和看护服务等,同时可通过双层空中连廊衔接至一家国际三级甲等医院,预计2025年完成。

同时,第二阶段包括医疗公园和退休房屋。
