建高速大道,
有利无害?

高速大道不仅为道路使用者带来便利,让大家可以更快的抵达目的地,一般上也会刺激大道沿线地区的发展和经济活动,涌现新的城镇发展计划,连带的提升沿线地区的产业需求和价值。

但很多事情都是一体两面,大道的出现,也可能衍生一些负面影响,例如带来污染、噪音等问题,甚至破坏了一些沿线地区原有的整体规划和建设。

政府最近宣布原则上批准在巴生谷兴建3条新大道,这3条大道又是否将带动周遭地区的发展和产业价值?

这3条新大道,分别是八打灵再也疏散高架大道(PJD link)、布城-万宜高速公路(PBE)以及吉隆坡北部疏散高速公路(KL-NODE),旨在解决巴生谷逾500万人目前面对的严重交通堵塞问题。

其中,PJD Link正展开涉及州政府、居民及相关机构的评估工作,大道公司也需展开社会影响评估(SIA)、环境影响评估(EIA)以及交通效应评估(TIA),只有在通过社会影响评估获得民众的支持,以及环境影响评估与交通效应评估获得极大反响下才会启动。PBE大道则处于成本谈判的最后阶段,过后进入特许经营协议草案与技术附录谈判。

PJD Link和PBE的道路路线平面图已出炉,吉隆坡北部疏散高速公路的道路平面图尚未确定,仍在评估中。

受询的产业界人士表示,尽管这3条新大道距离正式动工还有一段时日,但初步分析,PJD Link不仅无助于提升沿线地区的产业价值和发展,反而会带来负面影响,而PBD和KL-NODE则料将带动雪州南部万宜和北部万挠一带的产业,整体影响正面。

“唤醒”沉睡城镇

产业代理公司Metro Homes执行董事薛国龙指出,过去的经验显示,大道会带旺沿线地区的产业发展和提升土地与产业价值,例如白沙罗蒲种大道(LDP)和莎阿南大道(KESAS)造就了蒲种今日的欣欣向荣,新巴生谷大道(NKVE)带动了实达阿南的蓬勃发展,加影-芙蓉大道(LEKAS)则刺激了士毛月的大兴土木,而施工中的白沙罗-莎阿南大道(DASH)料将带动牙直利走廊(Guthrie Corridor)周遭地区的进一步发展。

产业咨询公司大马永利行(Raine and Horne International Zaki & Partners)执行董事陈建明更强调,没有KESAS,就不会看到蒲种、哥打哥文宁、武吉礼茂、巴生公主城、巴生绿林镇等沿线城镇的兴起。

“没有南巴生谷大道(SKVE)和 KESAS,就不会有Bandar Rimbayu、丽阳丰逸城、EcoSanctuary,一路往西直到凯利岛的众多新城镇发展计划。SKVE已大大刺激了瓜拉冷岳直落坡和仁嘉隆一带的发展。西海岸大道(WCE)更‘唤醒了沉睡的’瓜冷重镇万津。

“同样的,没有加影外环大道(SILK),无拉港就不会有这么多新工业区的冒起,当地工业产业价格过去几年也不会有如此明显的涨幅。

少数屋价不升反跌

根据永利行的数据,SKVE不仅带动了沿线地区的房地产发展,也提升有关地区的工业产业价值。

在2015至2020年的6年内,该大道沿线地区有地房屋价格大多上涨,涨幅介于7至44%(详情参阅表一);沿线地区的工业产业价格涨幅则更高,介于12至60%(参阅表二)。

此外,SILK带动了沿线地区工业产业价格全面扬升,于2015至2020年期间的涨幅介于4至50%(参阅表三);

从雪州南部万津一路直透霹雳北部太平的西海岸大道尽管未全面竣工和通车,但沿线地区有地房屋价格在2014至2020年的7年内普遍上扬,涨幅介于11%至156%(参阅表四)。

纵观上述数据,在在显示大道通常会带旺沿线地区的产业发展、需求和价值,但也有少数例外,例如吉隆坡-布城大道(MEX)沿线部分地区的产业价格不升反跌。

根据永利行的数据,同时属于MEX和SKVE沿线地区的史里肯邦安Lestari Permai花园,当地有地房屋价格在2015至2020年期间下跌多达61%(参阅表一)。

易名后“重新出发”

回头看上述3条获政府原则上批准兴建的新大道,其实都不是“全新”的大道,反而是易名后“重新出发”的大道。

其中,PJD Link“前身”正是遭到八打灵再也市民强烈反对,并于2015年喊停的金銮白沙罗大道(KIDEX)。

PJD Link和原本的KIDEX路线大同小异,这条高架大道长约34公里,穿梭白沙罗加尤阿拉、八打灵再也14区、金銮镇、蒲种/武吉加里尔,但前者在灵市14区的路线有所修改。

KIDEX原有路线图是穿梭灵市北路(Jalan Utara)和邱家金教授路(前为士马兀路,Jalan Semangat),而PJD Link则是沿着本查拉河的河岸,穿梭灵市14区14/28路至14/30路之间的住宅区,衔接位于回教堂旁边的邱家金教授路、哈拉班路、白蒲大道和加尤阿拉。

据报道,KIDEX当初宣称可把金銮镇和白沙罗两地的通行时间缩短约25%,并将往返蒲种和八打灵再也两地的交通流量削减5%。

布城万宜大道“补缺”

布城-万宜高速公路(PBE)的“前身”是沙登-金銮镇-布城大道(SKIP)。该全长17公里的大道将连接沙登、金銮镇和布城,由2个部分组成,即金銮-布城部分和沙登部分。其中,在金銮的路段和将和PJD Link衔接。

这条大道可填补大吉隆坡地区现有大道网络的“所缺路段”(Missing Link),结合PJD Link,纾缓巴生谷北部与东北部之间,例如白沙罗与安邦以及南部地区如沙登、金銮、布城/赛城和吉隆坡国际机场(KLIA)的交通流量。

至于吉隆坡北部疏散高速公路(KL-NODE),由于该大道的道路平面图尚未确定,仍在评估中。据报道,这条高架大道建议中的路线是以吉隆坡的王宫路为起点,途经国会大厦和古晋路,一路北上士拉央,并以万挠为终点。

PJD Link:发展成熟区产业难增生

受访的产业界人士一致认为,PJD Link将有助于疏散白蒲大道交通堵塞的情况,但它对民生和环境带来的影响则是另一个问题。

陈建明指出,PJD Link沿线地区都是已经发展成熟、人口稠密的地区,这条新高架大道不仅不受看好会带动产业交投或提升产业价值,反而会对沿线地区产业带来严重的负面影响。

他举例,该高架大道将穿梭八打灵再也第14区部分住宅区,以及第13区和第17区这些工厂和住宅林立的地区,不仅将带来污染和噪音,更将导致这些地区的产业乏人问津。

“你可以想象,这些发展成熟的地区,突然有条高架大道穿梭其中,会带来怎样的破坏?人们会选择住在大道从家门口穿过的住宅区吗?这就好像当初吉隆坡-布城大道施工时,对沿线产业和环境带来很大的负面影响一样。”

“当然,我们明白,兴建这条大道的目的在于疏散白蒲大道的车流量,协助纾缓该大道严重的交通堵塞问题,但它肯定会令沿线地区的产业价值下跌,就像当初MEX大道施工期间,沿线产业价值下跌一样。”

薛国龙同样点出,PJD Link沿线地区都是发展饱和的地区,可供发展的土地有限,只剩下一些零零星星的小地段。然而,这类小地段往往就坐落在大道的进口或出口处,因此通常会在兴建大道时被征用,而非用来发展产业。

布城万宜大道:疏散车流刺激交投

提到布城-万宜大道,陈建明认为,它将有助于疏散加影-芙蓉大道和加影外环大道的车流量,加上这一带的人口没那么稠密,有助于带动沿线地区的产业价值和交投活动。

薛国龙指出,相对PJD Link沿线地区已经发展饱和,布城万宜大道沿线地区有更大的产业发展空间和潜能,尤其是万宜一带,届时我们可能会看到新的城镇出现。

他说:“万宜还有很多土地在开发,例如马星集团(MAHSING,8583 ,主板产业股)在当地有一个很大的城镇(Southville City),其他发展商也有很多地段在那里。

“此外,雪州发展机构(PKNS)也有大片土地在那儿,所以当地发展空间很大,因为一个地方要发展起来,空有需求(买房),却没有供应(土地)是不行的,同时有供应有需求才能促成产业交易。

反观布城,预料该新大道对当地产业的助力有限。

“因为布城是政府行政中心,公务员购买当地房屋可享有25%折扣优惠,但条件是25年内不得转售。所以一直以来,布城的房产交易非常有限,因为大部分都是买来自住,毕竟政府的目的就是要公务员居者有其屋。”
