首相丹斯里慕尤丁去年12月6日推介“2030年柔佛州永续发展蓝图”(PPMJ 2030),希望通过这份蓝图,刺激柔佛州经济增长与社会发展。这份蓝图涵盖8大主旨,包括经济、投资与数字经济、提供完善的交通系统,以及大型的基础建设与环境。

这些都是有利柔州产业市场的宏观政策与措施。在这些利好因素撑托下,柔州产业市场今年能否柳暗花明,“牛”转乾坤?各产业次领域会否摆脱升沉不一的局面?

由于与邻国新加坡只有一水之隔,柔佛尤其是柔南地区与狮城经济向来是唇齿相依,从长期有大批大马人在新加坡工作,以至大量新加坡游客涌入我国观光、经商甚至置产,柔新两地的关系一直都非常紧密。

也因此,柔佛特别是柔南一带的产业,尤其是房产,一直吸引许多新加坡人到来购买和投资。

再加上过去数年吸引不少的中国人前来置产,从2017至2019年,柔佛的房产成交量和总值持续稳步齐升。

事实上,柔州房产交易量于2018及2019年分别扬升8%及7.5%,成交总值则分别增长1.5%及15.9%。

然而,突如其来的2019冠状病毒病疫情,彻底颠覆这一切。

我国为抑制疫情而从去年3月18日起实施的行动管控令(MCO),加上庞大的已建好但未售出的滞销产业库存,扭转了上述连续3年的涨势。

好景时期的大兴土木,令柔州房产市场在行情突然逆转时,面对滞销存货大增,交易量和总值大跌的窘境。

尤其是MCO实施的2个多月期间,没有任何产业可以完成交易,令整个产业市场停摆。

2020年首9个月,柔州房产成交量和总值分别按年下挫23.8%及24.4%,成交量为1万6451单位及总值为57亿令吉。

滞销产业冠全马

事实上,无论是整体住宅产业,或是服务式公寓与家居式办公单位(SOHO),柔州这类产业额的滞销数量都是全马之冠。

柔州滞销住宅产业(6166单位)占全马19.5%,滞销服务式公寓与SOHO(1万6334单位)更是高占全国73.7%。

其中,柔州去年首9个月的滞销服务式公寓与SOHO,比2019年同期激增29%。

逾三分之一(约34%)的滞销服务式公寓与SOHO为售价逾百万令吉单位,相信当初是特别为新加坡和中国买家而建。然而,疫情下“国门”深锁,海外买家和购屋团无法一如既往的前来看屋购屋,导致滞销房产大增的局面。

更合理定价避免滞销

跨国产业顾问公司亨利行指出,新山的有地房产价格仍保持稳定,甚至一些近期推介的新楼盘,价格反而扬升约10至15%。

当然,供应过剩的公寓尤其是高档公寓则不可同日而语。事实上,柔南高楼住宅价格整体正走下坡。

大马亨利行指出,整体上,各发展商都变得较为务实,定价都开始变得比较合理,以避免在市场停滞不前,销量大减之际,有大量的存货卖不出。

展望2021年,柔新捷运系统重启,无疑已为低迷不振的柔佛产业市场注入一支强心剂。

尽管柔新捷运复工,对产业价格的有形影响不会马上反映出来,但它无疑将加强柔佛产业的买气,尤其是那些地点靠近柔新捷运站点的产业。

一旦大马重新开放边境让外国人入境,将是柔州产业的另一个正面因素。

亨利行补充,不过,随着我国于1月13日落实MCO 2.0,我国产业市场的复苏,或将从原本的今年下半年推迟至明年初,甚至更迟。

A级办公楼竣工可吸资

和巴生谷不同的是,在柔州,A级办公空间难求,这或是造成跨国企业,尤其是新加坡投资者不前往柔州设立办事处或转移阵地的主因之一。

然而,随着依斯干达特区美迪尼10(Medini 10)多座A级办公楼即将于今年内竣工及投入市场,以及柔新捷运的重启,这一切有望改观。

亨利行指出,截至2020年上半年,柔州的专用办公楼空间供应保持不变,但租用率反而比2019年同期上扬3.5%。

不过,疫情来袭造成的各种经济压力,令许多企业在艰辛营运环境下暂停扩充步伐,租用更多办公空间的脚步也因而停顿下来。

居家作业打击需求

疫情下的居家作业新常态,令办公空间的需求进一步下跌。

在需求下跌但竞争却加剧的压力下,企业和商家们为了求存,惟有设法削减成本,租用甚至购买办公空间变成一种奢望。

租金方面,新山市中心办公空间月租介于每平方尺约2令吉50仙至3令吉50仙,市区外围则介于每平方尺2令吉50仙至3令吉。

在较为新颖及设备较与时并进的依斯干达公主城,办公空间月租介于每平方尺约3令吉50仙至4令吉。

展望今年,在全国人民广泛接种疫苗,以及商业和企业恢复元气之前,除非当局祭出更多足以激励企业扩充业务的各种奖掖,否则,柔州办公产业市场料将继续渡过一段充满挑战的时期,今年料保持低迷。

那些租约届满的租户,或将要求业主降低租金,以降低成本继续求存。在讨价还价之际,若有更多企业和商家采取居家方式作业,柔州办公空间空置率料将随之扬升。

狮城游客不来零售业受创

国内零售产业领域今年展望料续疲弱,尤其是高度依赖新加坡游客的柔州零售业更是受创最重。

在去年MCO期间,新山许多零售业者业绩比2019年同期大跌70%,不少购物广场业主在MCO期间给予租户高达逾50%租金折扣(当租户被迫停业),以及在复苏式管控令(RMCO)期间给予15至30%租金折扣(视行业而定)。

事实上,柔州零售产业疫情已面临供过于求现象,MCO加剧了整个情况,新山市内购物广场受创程度比住宅区购物中心更深。

亨利行预见,在马新边界重开之前,柔州零售市场将继续停滞不前。

零售业者除了转战线上,也纷纷各项削减成本措施,例如要求降低租金、减少人力及减低来货成本。

那些计划在今年开张的新购物广场,除了须出尽法宝吸引租户以填满广场空间,也必须降低租金,甚至提供一段较长的免租金优惠时期。

无论如何,亨利行认为,政府在2021年财政预算案中宣布的税务奖掖延长措施、继续展开一些建筑工程,以及改善南马地区公共交通系统,将有助于刺激柔州零售领域的需求。

纾柔新堵塞惠工业产业

去年,柔州工业产业的成交量分别比2019及2018年下挫约42%及26%,但成交总值跌幅则分别只有5.7%及5.9%,显示平均每宗交易总额显著增加。

政府在2021年财政预算案中宣布拨款8500万令吉,纾解新柔长堤及第二通道交通堵塞现象,这不仅对柔州零售业是利好消息,也将利惠柔州工业产业领域。

这是因为新加坡交通业者和购物者堵在车龙中的时间相应减少,有助于吸引更多投资者进驻柔州制造业、零售及饮食服务领域。

此外,一旦衔接新山和新加坡两地的柔新捷运动工,将刺激柔州经济活动,进而造福柔州制造业。

政府去年10月宣布设立古来依斯干达数字中心(KIDEX),是另一大利好消息。

这个占地301公顷,以数字导向工业为主的数字中心,将有光纤电缆连接新加坡,有望打造成东南亚的替代数字中心。这些计划放眼吸引175亿令吉投资额,并创造1600个就业机会。

柔房产2021年关注要素

●当前的低利率环境,拉低了房屋借贷成本。
●去年6月推行的拥屋计划2.0(HOC 2020-2021)持续至今年5月。
●柔州政府各项吸引外资的政策,将刺激州内经济活动。
●马新边境一旦重启,或将刺激柔州房产销量。
●数字化产业交易/浏览或将成为新常态。
●柔新捷运系统重启,将刺激新加坡人到柔州置产的购兴。

柔房产2021年亮点

●冠病疫苗接种计划若有效实行,将刺激市场整体信心及经济活动,从而造福产业市场。
●特定产业如排屋,需求将续保持稳定。
●各发展商富吸引力的各项促销奖掖与回扣,将有助于吸引更多买家。

柔办公与零售产业2021年关注要素

●若爆发第四波疫情,以及政府实行额外的行动管控,将打击整个零售业和办公市场。
●外国游客尤其是新加坡客一直是大马零售业,特别是柔州零售业的重要贡献者,因此马新边境今年内重新开放将是本地零售业者存活的关键。
●全面的经济复苏将刺激零售消费,更多的经济活动将提高国人的可支配收入,从而提高对零售商品与服务的购买力。只要业者业绩持续改善,对零售与办公空间的需求也相应增加。
●政局不稳定将削弱消费者信心,连带的,消费开销将有所减少。
