廉价屋 还是会被“炒”

B40买不起的廉价屋,
失去了意义……

政府为了B40低收入群体建设廉价房屋,甚至提供补贴,但有时候最终却无法让B40受益,反而让投资客能大赚一笔。

PropertyGuru DataSense总经理祖托尔指出,在中低价房屋的二手市场中,至少有30%的买家是投资者。

不少人以比原价高出两倍的价格,在二手市场抢购这些为了B40群体而建的房屋,反而让这些低收入群体最终买不起。


高租给外籍人士

报道中指出,这些投资者们以高租金出租给外籍劳工,或甚至是非法外劳。

托尔引用PropertyGuru的数据指出,中低价位的房屋价值,通常在35年内可升值220%至230%,因为这些房屋有政府补贴,所以计算时的升值空间更高。

通常这类房子会禁止在首5年或首10年售出,但禁令期结束后将纳入二手市场就会迅速涨价,甚至看过一栋20年屋龄的房子,房价上涨了95%。

投机客也通过拍卖购买

而在马来西亚经济研究所高级研究员山卡兰南比尔看来,这就是廉价屋系统的“漏洞”,让补贴房屋最终让富人受益,而不是有需要的人民。如果情况持续,低价房屋的数量会越来越少。

报道还指出,一家房地产拍卖公司透露,槟城、森美兰和吉隆坡的许多中低价位房产已经被抢购一空,但买家并不符合B40的条件。

据拍卖师的数据显示,购买者是已经拥有多处房产的人, 他们中的许多人都是拍卖会上经验丰富的投标人。

二手房的市占率,
比新屋高出两倍!

我国目前的房市,显然地,二手房比新房子吃香。

威廉氏达哈与王有限公司(CBRE|WTW)集团董事经理符儒仁指出,目前,二手房的市场份额高达65至70%,新屋只是15至20%。

他形容,二手房目前是国内房市趋势的引领者,再加上房屋价格每年平均涨2至3%,这对想要买房的人来说也是好事。

符儒仁解释,我国房产价格的上涨,是由推出新屋的发展商主导,有一种“要就要,不要就拉倒”的情况,而不是自由市场般讨价还价,由购屋者来决定房产的价格。举例在英国,发展商要开价100万英镑,购屋者可以向发展商讨价还价建议以90万令吉成交。

他认为,应该鼓励自由市场,在没有价格操控下,房子甚至可以卖得比原价低;再加上二手市场看俏,整个房市会更加稳定。

他是受邀出席大马房地产发展公会研究院(REHDA INSTITUTE)主办、大马房地产发展商公会(REDHA)森州分会及甲州分会协办“2022年森甲房地产市场展望”研讨会时这么指出。

当天出席者包括森州行政议员莫哈末拉菲依、REDHA总秘书拿督谢雷鸣、森州分会主席叶保倖、马六甲分会主席拿督吴俊兑等。

符儒仁也预测,明年起,房产市场将趋稳定,但价格不会飙涨。

“秒杀”热潮难再现

他还点出另一个新现象,时下的购屋者或投资者,一般教育程度较高,所以在买房前会做好功课,不会随波逐流,跟风买房子,过往一些项目在开盘时大排长龙或“秒杀”的情况,可能难以再见。

另一方面,莫哈末拉菲依在会上指出,虽然疫情肆虐我国各行各业,但森美兰却逆流而上,在去年取得79.3亿令吉的投资,较2019年的69.6亿令吉增长14%,令人振奋。

谈到面积等同两个新加坡的大马宏愿谷2.0,他透露,州政府将会更妥善地规划土地,并招揽更多绿色科技行业入驻,致力打造森州成为更宜居及工作的州属,迈向2045年先进州的愿景。

他说,这项计划将涵盖整个森美兰,包括偏远的日叻务。

二手房曾是停尸间 住吗?

既然怀疑房子是停尸间,
还敢住下去,心真大!

美国大都市的房价,多年来居高不下,所以有许多人买不起。

旧金山就有一对夫妇因而转移目标,想到郊外买房。

经过多番查找,他们终于在加州圣华金郡雀西市(Tracy),找到一间可负担的房子,没想到差不多办完手续,才发现房子曾是停尸间,地下室的天花板上还有用来悬挂遗体的钩子!

据《纽约邮报》报道,原本住在旧金山的凯西(Kaycee)和安德鲁(Andrew Olague),基于买不起市区近郊的房子,经过几番查找,终于在加州圣华金郡雀西市,相中了一间拥有98年历史的老房子;但就在完成交易前夕,发觉房子过去曾被当作停尸间。

不过,他们最后还是把房子买了下来。

夫妻俩刚进入房子时,就对这栋近百年的老宅翻修一番,意外地发现地下密室一处疑似是用来处理防腐遗体,不仅有排水道,天花板上还有挂钩,不禁令他们怀疑这是用来悬挂遗体的。

PO文一出立刻掀起热议,网友纷纷表示“我绝对不会住在这里”、“之后会不会有很多灵异事件?”“如果你相信超自然事件都是真的,就不会留在那里了”“好酷,有看过其他灵体吗”、“我看了真的背脊发凉,你们好疯狂”。

房市回暖还送特斯拉?

深圳房市回暖是假象?

根据深圳住建局数据,深圳9月二手住宅交易1765间,按年挫80%,10月有1605间成交,按年下跌68%,还创下10年新低。

但网上近来出现一组数据,指11月首4天,深圳二手房成交506间,估计半个月可成交1000。之后,就在网上引起热议,很多人将这数据解读成房市回暖。

《时代周报》报道,记者了解到这组网传的11月二手房数据,其实包含住宅、商业和办公,因为统计口径不同,数据看似偏高。

该报记者找上一位黄姓房产经纪人了解实况,这位资深房仲对回暖感到不可思议。

他本人半年来没开过单,他工作的公司,今年7月以来,也没卖过一个单位,而且还关了100家分店,同事不是转行,就是在转行的路上。

与此同时,深圳发展商却一再出劲招促销,甚至有“买房送马赛迪或特斯拉”。

买房寄送特斯拉优惠,究竟房市是否真的回暖?

黄姓房仲说,虽然近期有各种利好,但从交易量价看,市场远远未达“回暖”。

学区房成交量大跌

再者,被视为深圳二手房市场晴雨表的学区房,价格也出现异动。

一名业主2018年购入某学区房,近日向房产中介咨询房屋市场价时,中介当场叫他别卖,就算要卖,也要根据3年前的参考价。如果按照3年前的参考价,这名业主的房产贬值近50万人民币 (约33万令吉)。

另外,乐有家研究中心数据显示,去年首9个月,五大名校学区房成交2922房子,今年同期约为1549间,跌幅达47%。

其中,五大名校学区中跌幅超80%的有3个,深圳片区9月只有26房子易手,较今年1月的156间惨跌83%。

深圳新旧房 冰火两重天

二手房月度成交不足2000套;
新房住宅则预售11440套。

自今年2月深圳发布二手房指导价以来,成交量深受冲击,在刚刚过去的9月,深圳二手房仅成交1765套,同比暴跌79.99%。

这是深圳过去12年,第一次跌破2000套。

在人口超过2000万的深圳,月度二手房成交竟然不足2000套,相当于一天仅成交58.8套。

置业者购买力仍强劲

然而,二手房表现不济,新房成交却比较亮眼。

根据深圳住建局数据显示,9月深圳楼市供应节奏加快,合计预售11440套新房住宅。

受新房成交备案滞后影响,9月深圳合计成交3343套新房住宅,另外,共22个住宅项目入市,其中有8个住宅项目开盘售罄。

地产公司深圳中原认为,这现象说明深圳置业者购买力依然强劲,楼盘品质较好、定价合理、性价比较高的楼盘依然会得到市场的认可。

不是银行拍卖、不是发展商严重滞销,
价出比市场便宜40%的房子,你敢买吗?

这,可能是好康,也可能是好“凶”,凶宅的凶。

业界人士透露,估价师如果掌握这方面的资料,尤其是发生过轰动命案惨剧的房子,一般估价都会打折,最高甚至可以低过同区同类型的40%。

我国法律没有要求业主披露相关房子事故的规定,而官方单位也没收集这方面的资料;所以当你买二手房子,看到超便宜的标价,可以心动,但行动前必须再分析一下原因。

国内一些发生过冷血命案的凶宅,空置时间已久,有些近乎不能入住的情况,往往估价是以土地价格来评估,建筑本身就不纳入估价范畴了。

香港低估30%

但投资这种废置凶宅,儘管得到大折扣,但之后却要承担拆除费用。

同样情况如果发生在香港,因为当地就有凶宅资料库,所以买卖双方和银行都会一清二楚;那银行如何估价?

经络按揭转介首席副总裁曹德明之前在《我要做业主》节目提到,主要看所谓的“凶”有多凶:“一般都估到价大慨7至8折之间。”

但他说,未必每间银行都接受这类房产做抵押,主要看个别银行熟悉程序才先做;但有些极凶的单位,基本上银行不贷。

但在中国,据说银行甚少将凶宅因素纳入考量,即使是从拍卖市场标得的房子,一般都会根据市场评估,而放贷额则以签订的买卖合约为依归。

二手独栋住宅,
日本人买房新宠!

居住和生活需求也随着新冠疫情影响而改变,很多国家的大都会人口突然变少,因为大家都搬到郊区去住了。

在日本,二手房突然大受欢迎,需求匹敌新建住宅,尤其是独栋的住宅,且价格持续攀升。

过去,日本人换房子主要以新建房子为主,但现在居住环境升级和购买自有住宅的意识增强,却是以二手房为主。

也因为这样,连带装修业也被带旺。

东日本不动产流通机构(东日本REINS)的统计显示,8月二手独栋住宅按年攀高6.1%,涨至3425万日元(约合人民币202万元),这是连续10个月比去年高。

同时,东京圈的二手住宅楼的成交价,按年上扬3.5%,达到3773万日元(约合人民币222万元);连续15个月比去年同月录得升幅。

近畿圈不动产流通机构(近畿REINS)的8月调查显示,近畿圈二手住宅楼的成交价格上涨5%,涨至2519万日元(约合人民币148万元),二手独栋住宅为2132万日元(约合人民币126万元),上涨7.8%。

新建住宅也保持上涨趋势。新建住宅很受欢迎,而如果考虑到便利性和居住面积等条件,价格也会不断提高。这种趋势已开始波及二手房市场。

一名从事个体经营的女性(29岁)自2020年10月住进了二手独栋住宅,她满意地表示,“虽然是二手房,由于已经翻新,像新建一样干净”。她以1500万日元(约合人民币88万元)在千叶市郊外购买了墙壁和厨房等进行了翻修的4LDK(四室两厅一厨)二手独栋住宅。

市场上的二手房都翻新得如新建住房一样漂亮整洁。

她表示除了售价比新建低廉之外,适合在家办公的宽敞房间和能够享受园艺的庭院等让疫情下的宅家生活更为舒适的设施也具有吸引力。

将二手房视为“盈利来源”、改造成自主性和趣味性更高的住宅的想法正在增加。随着需求增加,住友不动产的“新建sokkurisan”等通过改建和翻修推进老旧住宅改造的企业也在增长。

在涉足二手独栋住宅收购和改造销售的日本Katitas,2020年度的销售套数为4525套,创出历史新高,累计销售套数在最近突破了6万套。 Katitas将二手房翻新为没有前房主生活痕迹的状态之后销售,受到欢迎。

Kakitas房地产公司会将二手房重新装潢翻新再出售。

Katitas社长新井健资强调称,“在二手房的翻新方面,‘整洁感’很重要”。该公司还支持适合疫情下新常态的翻修,包括设置适合在家办公的工作区等。

另一方面,在售的二手房因疫情的影响而在减少。

东日本REINS的数据显示,8月东京圈二手住宅楼的库存同比减少19%。二手独栋住宅减少30.7%,成为二手房价格上升的主要原因。

东京KANTEI的高级主任研究员井出武指出,“如果新房和二手房的价格过度上涨,没能力买房的群体将会扩大。他们将不得不选择租房,或搬迁至条件不适合的地区”。

过去的“换房游戏”从租赁住宅开始,然后购买新建住宅楼,最后升级到建造独栋住宅,没有二手房的位置。以新生活方式为背景的二手房上涨不仅是跟随新建住宅上涨,也反映出新需求的出现。

很多年轻人在购买房子的时候,都会犹豫很久,不知该购买新屋屋还是二手屋比较好。

还有很多人会有错误的迷思,认为二手屋都是破破烂烂地,买了会被人取笑。

他感叹,还有一些人认为二手屋是烂屋,而且购买后需要花一大笔钱来整修,所以不如买一间新屋,实际上很多二手屋都是用很有水准的材质建设。

“其实没有说适合什么类型的人购买,重要的是买家是买来自住还是投资,并且确保自己的是有能力负担。”

他建议,买房前先要做好功课,从预算、采购(物业代理/互联网)、比较(价格、建筑条件)、银行贷款、法律、卖方,都不能马虎。

要如何评估自己该选择新屋还是二手屋?王政臨建议可从以下四点来比较分析。

  • 准备1:财务状况

购屋前,最重要就是要搞清楚的就是自己的预算,然后才看自己可以负担得起什么类型的房子,因为房贷是长期债务,应该避免自己一时冲动而购屋。

购屋前可以浏览屋贷网站或者亲临银行去了解自身的财务状况, 例如偿债比率(DSR),再做好未来长期的收支预算。

潜在买家可参考下表来判断购买新屋和二手屋需要的开支:

  • 准备2:购屋目的

如果是买来自住,就需要观察房屋地点是否方便出入、附近的基本设施、也可以去探听左邻右舍的资料,了解左邻右舍的品行。

若是买来投资,就要注意租金与你房贷的占比,租金最好保持在房贷的70%以上,以减缓你的财务压力。

  • 准备3:还贷记录

银行很关注借贷者的还贷记录,如果你信用记录空白,恐怕很难获批准贷款。

这时候,信用卡就很重要了。信用卡是银行了解一个人还贷记录的方式,想要买屋前可先提早申请一张信用卡,并妥善地管理信用卡开支,就能提高获批贷款的几率。

  • 准备4:吸取各方知识

多学习, 多了解房地产的各类知识,还有探探政府目前有为购房者提供什么样的优惠。

买屋最避忌“道听途说”,不要因为网络上的师父随便的几句话,就焦急入场,这可是一大笔支出,慎重考虑!

在大数据时代,网络上也有许多免费的网站、工具和数据,可以助你一臂之力,包括各大房地产智库、银行贷款相关资料、每月供款额计算机,还可以善用谷歌地图(Google Map)来初步了解周边的基建设施呢!

只要做好功课,也可以找到心仪的二手房!

王政臨最后提醒,投资不能过于操急、量力而为,有些人认为“买房一定会升值赚钱”,铤而走险用“压缩贷款”的方式,最终却套牢自己。

“要买屋子,不是因为优惠的配套和折扣,而是问自己:这个房产能不能变成你的资产,以免‘产业’最终变‘惨业’。”

二手房不一定坏,也不一定好,
最重要是买家做好功课!

不管是买新房还是二手房,如果一不小心,还是有踩雷的风险。

Symphony执行董事王政臨受访时指出,和买新房不同,二手房多数是已经建好一阵子、处于已经成熟地区的房子,你在购买之前就能观察周边的居民是否是“好邻居”,还可以在购买前就检验房屋的每个角落和细节,不像新屋要等到拿钥匙才能验屋。

而且,二手房周边基本设施齐全,如果是买到已经有良好装潢的屋子,也可省钱又省时,还能立刻拎包入住。反观向发展商购买预售屋,需要等一段时间,途中可能会遇到延迟交屋的情况。

但“雷点”还是与好处并存的。比如说,新房常常有发展商给予的免头期、豁免律师费的优惠,二手房就没有,买家需要准备一笔数额相对庞大的现金。

最害怕的是,二手房没有没有缺陷保修期(Defect Liability Period,简称DLP)保障,如果买到漏水等问题的屋子,日后都需自行负责。

而且,更担心卖家向买家隐瞒房屋的情况比如产权不清、凶宅等。

王政臨:“想要买二手房,建议先了解二手房屋的流程,从预算、采购(物业代理/互联网)、比较(价格、建筑条件)、银行贷款、法律、卖方,都不能马虎。”

他说,最重要是看屋主是否保养得宜,但有些屋主因为打算卖掉屋子,即便发现问题也不愿花钱解决,买家更应该谨慎。

他点出购买二手房要注意的“陷阱”,提醒买家注意。

  • 陷阱1:建筑结构(墙壁)

看有没有裂缝,大裂缝还是细微的裂缝,如果是头发大小的裂缝是可以接受的,因为可能是当时候的建筑师父功夫稍微欠佳。

  • 陷阱2:淹水问题

如果一间屋子的门口设有门槛,可能代表该地区容易进水,因为没人会无端在门口做个门槛。

而且,通常也不会有人选择在雨天的时候去看屋子,所以这问题容易被忽略。

可以试试找寻屋内是否有水印。

  • 陷阱3:漏水和排水情况

要观察混凝土板和屋顶,是否有漏水的情况;也可以检查浴室和厨房,确保下水道系统良好。

  • 陷阱4:电线

电线问题很难用肉眼看出,因此建议搬进去时换新电线,安全为上。

  • 陷阱5:白蚁

白蚁问题同样很难发现,尽可能从屋主或左邻右舍去探听和了解。

  • 陷阱6:左邻右舍的品行

邻居的品行绝对会影响我们的生活品质。试想想,你能忍受邻居整天叫朋友三个半夜聚会、把垃圾扫去你家吗?

所以看屋的时候,也可以与当地的住户交流,了解该区住户的人品。

  • 陷阱7:欠费情况

有些屋主故意隐瞒所欠下的水电费,在签约前必须打听和检查清楚。

  • 陷阱8:红漆

有些大耳窿不知道先前居住的人已经搬家,所以可能会泼红漆,可以查看外观是否有红漆迹象,以免未来继续“被认错“。

二手屋不代表破烂

王政臨透露,很多人总是认为二手屋破破烂烂,购买后需要再花钱重新整修,所以不如买一间新屋;但实际上,很多二手屋都是用很有水准的材质建设。

他强调,二手屋的寿命关键因素是建造房屋的手工质量。 由高品质材料制成的建筑物可能会需要一段很长的时间才会遇到问题。

“我们经常听说几十年前建造的房屋,但由于建筑材料,工艺和结构设计的质量,多年后仍然可以获得高价。“

这个问题一点也不难!

买新房屋还是二手屋?相信不少人在买房时都会“左右为难”,尤其是第一次买房的首购族,总是更向往全新的房子,而不是曾有人居住过的二手房。

破除这迷思吧!二手房也可“买出个春天“来!

Symphony执行董事王政臨受访时就指出,不管是自主还是投资、不管是新房还是二手房,最重要的就是“增值“。

“房子这个建筑物本身不能增值,而是房子下面的土地价值,会随着时间推移不断升值。也就是说,土地价值占房产总价越高的,未来升值的空间就越大。“

换句话说,如果有一笔钱,买新房还得预留装修费用;若是这笔钱直接用来买可直接入住、面积又大的二手房,用“土地面积”来计算,增值空间就更高了。

除了看“面积“,二手房的地点也比新房更占优势。这是因为许多城市基建成熟完善,最黄金的地段已经被早年建造的小区提前占位,新房已经无法取得好的位子。

“这也是二手房能凭借更好的区位,增值涨幅高过新房的原因之一。”

可能新手要问了,那要怎么看二手房的增值空间呢?

王政臨授招,看5个重点,就能看懂二手房的价格前景了!

  • 重点1:地点

这个是重中之重,不管是新房还是二手房,地点都是决定房子价值的关键。

越靠近市中心,价值自然越高;如果周边还有完善的交通网络和基建,如高速公路、轻快铁(LRT)、捷运(MRT)、银行及购物中心等,也能为地产加分。

减分项有什么呢?尽量避开墓地、废物处理区,这可能会影响房屋价格。

再来,还可以看看当地的居民需求。比如常驻怡保的王政臨举例,当地“最旺“的地区就是白兰园 (Cempaka)和佳邦园(klebang)了。

“白兰园周边有许多工艺学校(Politeknik),吸引许多人买屋来投资;没有经过装修的二手屋市价大约介于15万至17万、有经过装修的二手屋市价大约大约20万左右。“

  • 重点2:地契

买二手房一定关注是永久或是租赁地契,通常永久地契的价值会更高。

若是心仪的二手房是租赁地契,则要关注剩下的期限。如果还有60多年没什么影响,少过30年才可能会影响房价,银行也会考虑要不要借钱给你,毕竟买家可能需要35年还钱。

  • 重点3:建筑素质

房屋的手工和质量,是保值的一个关键因素。

这又是许多人的一个误区,很多人认为时代进步,应该现在新房质量更好,其实不然。

其实有不少几十年前建造的房屋建筑质量良好,多年后仍然可以获得高价。

  • 重点4:装修情况

如果二手屋的装修情况良好,且开价还算合理,稍高一点也能获买家青睐,因为一些人也不想花大钱和心思重新装修布置。

  • 重点5:评估价格

一个重要的迷思,很多人都误认为当你购买房屋,你可以根据房屋市价(市场价格)或你与卖方协定好的价格(买卖价格)获得90%的融资。

来,搞清楚这三个重要的价格指标:

  • 买卖价格 = 买家和卖家协定好的交易价格
  • 市场价格 =大家一般上所说的房屋市价
  • 银行价值 = 银行是根据估价师的评估标准,给予买家房屋贷款数额

实际上,银行是根据估价师的报告,才批给你估价的90%贷款,也就是银行价值。

举例来说:假设你已经签署了买卖合同,以50万令吉的价格购买房屋,并已向银行A申请房屋贷款。

银行A委托其承认的估价师, 在评估后,估价仅为45万令吉。

根据此报告,购买者只可以从45万令吉的90%获得贷款,而不是50万的90%。

那为何在同一地区,新房屋和二手屋的价钱有差距?

这是因为在不同的时间,用不同的房屋估价法,比如10年前的估价方式和现在的估价方式皆有不同。

另外,房屋的状况如保养情况等,也会影响房屋价格。
