伦敦黄金地段的豪宅价格越来越贵,原因竟然是俄乌战争。

《工商时报》报道,据伦敦的房地产业界人士透露,自从俄乌爆发冲突后,俄罗斯富豪们难以脱售英国的高档住宅,加剧了伦敦豪宅供应短缺,进而推高了价格。

过去30年,伦敦的豪宅和高级商用地产,格外吸引俄罗斯寡头、中东石油大亨、中国亿万富翁企业家的青睐。

高档房产涨价4.7%

不过俄罗斯入侵乌克兰后,英国对1100名俄罗斯人实施制裁并列入黑名单,冻结他们出售手上的房屋。即便没有遭制裁的俄罗斯人,也发现自己很难脱售房产。

一名房产经纪人说,自从战事开始,可供出售的豪宅数量减少,造成伦敦高档房产的价格涨了4.7%。

“越是小心的人,越不想和俄罗斯人有任何关系。豪宅买家不想与俄罗斯卖家扯上任何关系。”

也有房地产发展商透露,一名未收到制裁的俄罗斯人,甚至找不到律师帮助他出售位于伦敦的豪宅。

当你想要到海外置产时,通常会先从周边邻国的市场开始“下手”吧!

但俄罗斯人,即将做不到这点了。

因为欧盟计划在第六轮对俄的制裁中,禁止俄罗斯国民到欧洲进行房地产交易,进一步对俄国施压。

根据欧盟委员会的方案,欧洲禁止向俄罗斯的公民、居民和实体,直接或间接出售或转让“位于欧盟领土内的不动产、或是对此类不动产提供敞口的集体投资项目单位的所有权”。

对于不属于欧盟公民、没有欧盟成员国居住许可的俄罗斯人,都在这项禁令当中。惟,享有欧洲经济区或瑞士国籍或居住权的人士,则不适用。

被制裁12俄人 持44亿英国房产

英国想制裁,
但也可能制裁不了……

BBC的调查分析发现,十多名被制裁的俄罗斯人在英国拥有约8亿英镑(约44亿令吉)的房产。

BBC报道指出,英国非常受俄罗斯富豪的青睐,但他们会通过避税天堂的离岸公司购买房产,所以非常难弄清楚一些房产的真正主人。

因为一些被制裁的俄罗斯人富豪,否认拥有这些房产,所以可能会“逃过”英国的制裁。

为了弄清楚谁拥有这些房产,BBC记者详细查阅了一批被泄露的海外账户文件,英国地产登记局文件,法庭文件,以及之前的相关报道。

阿布拉莫维奇及位于伦敦的豪宅。

1. 阿布拉莫维奇(Roman Abramovich)

制裁方:英国、欧盟

切尔西足球俱乐部的拥有者罗曼·阿布拉莫维奇拥有的价值2.3亿英镑(约12.73亿令吉)的房产。

地产登记局文件显示,他在英国的房地产包括50多处豪宅,大部分位于伦敦西区富勒姆大道上。

通过他在英国的Fordstam有限公司,阿布拉莫维奇拥有切尔西村的十多个公寓,另外他还拥有切尔西斯坦福桥球场周围的饭店和住宅建筑。

他在伦敦被称为“亿万富翁大街”的路上拥有一座有15个卧室的豪宅。这座有灰泥装饰表面的意大利风格的楼房是他拥有的最豪华房产,那个建筑里还有王室居所和外国大使馆。

2. 阿利舍尔·乌斯马诺夫(Alisher Usmanov)

制裁方:英国、欧盟、美国

因为和克里姆林宫关系密切,俄罗斯富豪乌斯马诺夫因此被制裁。

他曾是阿森纳足球俱乐部的股东,并和埃弗顿足球俱乐部的多数股东老板法赫德·莫什里关系密切。

据了解,他拥有伦敦北部海格特的大宅(Beechwood House)和萨里郡建于16世纪的萨顿庄园(Sutton Place)。

不过乌斯马诺夫的一名发言人说,这位俄罗斯富翁在英国的大部分房产,加上一艘价值6亿美元(约26.12亿令吉)的游艇已经“转让给了一个不可撤销信托”,可能让这些资产免于受到制裁。

他的两个侄儿各自在伦敦北部都拥有数百万英镑的豪宅。

3. 奥列格·杰里帕斯卡(Oleg Deripaska)

制裁方:英国、欧盟、美国

富豪杰里帕斯卡被英国政府视为阿布拉莫维奇“曾经的商业伙伴”,在英国拥有数百万的房地产。

其中包括一座位于萨里郡伟布里奇的装饰艺术风格的大宅(Hamstone House),占地8英亩,是他在2001年以710万美元(约3090万令吉)买下。

杰里帕斯卡还在伦敦的贝尔格雷夫广场(Belgrave Square)拥有一座大宅,那里被抗议者占据。不过他的发言人说,那座房产属于他的家人。

有证据显示杰里帕斯卡在距离白金汉宫步行5分钟的地点拥有一座建筑,那是个建于17世纪的联排楼房。

4. 哈伊尔·弗里德曼(Mikhail Fridman)

在俄罗斯入侵乌克兰之后,在英国居住的亿万富翁弗里德曼拥有的LetterOne公司的股票被冻结,该公司拥有国际健康食品连锁。

弗里德曼据了解在北伦敦拥有一处大宅(Athlone House),是在2016年出价6500万英镑(约3.6亿令吉)购买了那座房产。

弗里德曼已经为大规模改建申请到了规划许可,包括扩建一个酒窖,电影院,游泳池,瑜伽房和雪茄房。

据报道艾文个人收藏的许多艺术品中有康定斯基、路易斯·布尔乔亚和亨利·摩尔的作品.

艾文对BBC记者说,他的家庭在伦敦中心还拥有一个两居室的公寓和一个单间公寓。

6. 戈尔曼·罕(German Khan)

戈尔曼·罕出生于苏联时期的乌克兰基辅,他和妻子安泽利卡在英格兰拥有多处房产。

被泄露的巴拿马文件显示,这对夫妇拥有在塞舌尔注册的Apilosa公司的股份。该公司在2008年出价6200万英镑(约3.43亿令吉)购买了白金汉宫附近的两个公寓。

2014年这对夫妇还出价2600万英镑(约1.44亿令吉),在伦敦西南的萨里郡的佛吉尼亚水湖购买了一座大宅。

舒瓦洛夫被指为“普京核心圈的核心部分”,英国政府指出,他的资产包括在白厅街附近价值达1100万英镑(约6090万令吉)的两个豪华公寓。

土地登记局文件显示这些房产由俄罗斯的Sova房地产有限公司所有。反腐基金会得到的官方记录显示,该公司归舒瓦洛夫和他的妻子所有。

8. 米哈伊尔·古捷列夫 (Mikhail Gutseriev)

制裁方:英国、欧盟

古捷列夫被制裁的原因他和白俄罗斯总统卢卡申科关系密切,他是俄罗斯的工业金融集团Safmar创始人,但目前没有参与日常营运,而是部分归他的儿子萨伊德所有。

潘朵拉文件显示,古捷列夫在伦敦金融城拥有一座价值高昂的办公楼,那是他通过一个秘密的离岸公司出价4000万英镑(约2.21亿令吉)购买的房产。

9. 尤里·索洛维耶夫(Yuri Soloviev)

制裁方:英国、美国

尤里·索洛维耶夫是俄罗斯银行VTB的高级管理人员,美国财政部官员说,索洛维耶夫的妻子加林娜·乌利尤蒂娜之前曾和保加利亚的“黄金护照计划”有关系。

该黄金护照计划允许外国公民通过投资获取公民资格。

2016年泄露的巴拿马文件透露,索洛维耶夫在自己名下在伦敦拥有两处住宅。一个是在汉普斯特德(Hampstead)的顶层公寓,另外一处是在西敏寺区。

另外在2006年他还以亲戚的名义在肯辛顿宫附近,出价220万英镑(约1218万令吉)购买了一处房产。

阿基莫夫的配偶在伦敦武士桥拥有一座公寓。

10. 安德烈·阿基莫夫(Andrey Akimov)

制裁方:英国、美国

阿基莫夫是俄罗斯国有的天然气工业银行的管理委员会的主席,他在2018年受到美国制裁,本月早些时候受到英国制裁。

卡瑟琳·贝尔顿曾写过一本名为《普京的人》的书,其中透露阿基莫夫曾经是一名情报官员,“是普京政权背后最重要的出资人之一”。

土地登记局文件显示阿基莫夫的配偶玛丽安纳·恰基纳(Marianna Chaykina)在伦敦武士桥拥有一座公寓,通过在英属维珍群岛注册的Inma投资公司在2012年以100万英镑(约554万令吉)的价格购得。

英国政府说,波琳娜·科瓦列娃(Polina Kovaleva)是俄罗斯外交部长拉夫罗夫的继女。

土地登记局文件显示波琳娜·科瓦列娃2016年,在伦敦肯辛顿区没有用按揭贷款就买了一处公寓,当时她只有21岁。

阿尔卡季•罗滕贝格购买了萨里郡温德尔斯汉姆村里的豪宅。

12. 阿尔卡季•罗滕贝格(Arkady Rotenberg)

制裁方:英国、欧盟、美国

罗滕贝格是普京的密友,据了解他拥在英属维珍群岛注册的Ravendark控股有限公司。

这家公司在2012年曾出价2750万英镑(约1.52亿令吉),购买了萨里郡温德尔斯汉姆村里的豪宅(Upper Ribsden)。

俄罗斯富豪们很忙,忙着转移海外资产,首选就是没有采取制裁行动的阿联酋啦!

彭博报道,越来越多俄罗斯商人的代表律师透露,他们的客户想把资产迁移到阿联酋。

行踪备受市场关注的切尔西足球俱乐部老板罗曼·阿布拉莫维奇,据了解这几周一直在迪拜最繁华的朱美拉棕榈岛看房,想要买豪华别墅和公寓。

专业航空网站还发现,由俄罗斯富商,包括阿布拉莫维奇所有的飞机飞往了迪拜,但机上具体是谁不得而知。

相信接下来,将有越来越多俄罗斯富人涌入阿联酋。

阿联酋自在应对全球动荡

在欧洲各地,被认为与克里姆林宫有关的超级游艇、房产和飞机被纷纷扣押,而从莫斯科向迪拜的直飞航班仍在正常飞行,也没有任何的制裁措施。

咨询公司1 International FinCentre Associates的创始人奇拉格沙表示指出,迪拜一贯的做法是:“地区兴盛时,我们也兴盛,发生危机时,我们更兴盛”。

他曾经是迪拜金融自由区的策略和企业发展总监。据他观察,不管是战争、政治再到冠病疫情,迪拜总是有能力对全球动荡应对自如。

俄国富豪“资金逃亡”到中东

俄国富豪最近好忙,
忙着“搬移资产”。

俄乌冲突爆发后,美国和欧盟国家主导对俄罗斯展开各种制裁,而且还不断升级。

最新数据显示,俄罗斯受制裁的项目已经超过5500项,比伊朗的3616项还要多,是目前全球受最多制裁的国家。

连向来主打“永久中立”的瑞士,也意外展开制裁,意味着这个总是被富豪视为“避险天堂”的地方,已经不是“天堂”了。

而俄罗斯富豪们的海外财产也被对付,比如说英国政府冻结俄罗斯罗曼·阿布拉莫维奇的资产、发出旅行禁令、暂停切尔西俱乐部出售;还有不少富豪的豪华游艇、豪宅都被查封、没收获扣押。

阿联酋有居留权优惠

为了“自救”,俄罗斯富豪开始“逃亡之旅”,但这个逃亡不是说逃命,而是把存放在瑞士和伦敦的资金转移到其他地方。

而他们的目的地,多数是阿联酋,尤其是公开表态不会偏袒俄乌任何一方的迪拜。

而且,在阿联酋投资75万迪拉姆(约85.84万令吉)的房地产,就可以获得3年的居住权。

阿联酋在2018年还专门为投资者和专业人士制定了一项黄金签证计划,可以申请10年居留权。不过,在阿联酋投资超过1000万迪拉姆(约1144.54万令吉)的富豪,也可以享受同等待遇。

俄乌冲突 美国房价能受益?

俄乌冲突,
还能推升另一个国家的房价?

俄罗斯对乌克兰采取军事行动,绝对是近期全球最大的事件!

人人都在分析这场冲突对全球经济的影响,还有油价市场的波动,却没想到美国房价,也可能获助长?

Realtor.com的经济研究经理乔治·拉蒂乌接受《财富》杂志(Fortune Magazine)访问时指出,俄乌冲突可能导致供应链更加吃紧,进而推升美国房价。

美国房屋“供不应求”是推升当地房价的主因之一,建筑商如今致力加快兴建住房来满足强劲的需求。不过,俄罗斯和乌克兰的冲突在地理上处于东欧,长期冲突和更广泛的经济制裁,可能影响地缘政治联盟和贸易路线,进而冲击供应链。

这场危机,为世人带来更高的不确定性,而往往出现全球性的问题时,投资者就会将目光投向美国,包括购入美国国债和房屋等资产。

高油价长远冲击房市

不过,这一切只是推测,毕竟现在不明确性太多,没有人敢保证美国房市前景。拉蒂乌也认为,或许美国房市也可能受到高油价的冲击。

他解释,若俄乌冲突持续,促使能源价格一直处于高位,将推高生活成本、通货膨胀,踢所有家庭开支增加,油价更是增加每月经济负担。

这最终会缩减了消费者想要买大件物品的意愿,即不敢投入一大笔钱买房。

美国通胀创40年新高,油价近来更突破每桶120美元。如果西方和俄罗斯能源脱钩,油价肯定进一步走高。

CoreLogic的房价指数显示,美国房价去年在夏天涨幅创45年来最高纪录。随着建材价格跟着上涨,专家预测今年春季房价将涨22%。

富者更富 这些城市豪宅狂涨

当穷人越来越买不起房子,
有钱人的豪宅却越来越高价。

莱坊国际(Knight Frank International)最新发布的《年度财富报告》(Wealth Report)显示,所追踪的100个城市的豪宅,价量皆上涨。

在2020年至12月期间,冠病依然在全球肆虐,但却阻止不了富人们狂买豪宅的热忱,尤其是迪拜。

这期间,迪拜的豪宅价格狂涨44.4%,为全球之首。排行第二的是俄罗斯首都莫斯科,取得了42.4%的涨幅。

排名第三的美国圣地亚哥,涨幅虽然没有冠亚军那么高,但也有28.3%,稍高于迈阿密的28.2%。

亚洲也有两个城市入榜,那就是韩国首尔和台湾台北,涨幅分别排第六和第八。

莱坊国际指出,抵挡的贷款利率、疫情导致生活方式转变,加上工作模式变得更加灵活,都是激励豪宅需求的主要因素。

该公司全球住宅研究部主管凯特·埃弗里特-艾伦解释,阿联酋的疫苗接种率、对疫情的控制、创新的签证计划、经济改革,都是吸引富豪们在迪拜置产的关键。

在去年,价值1000万美元(约4178万令吉)的豪宅销售,占从成交量的7%,往年通常进展2%。

而莫斯科如此受到富豪青睐,主要是因为该国的贷款补贴计划支撑,且当地住房供应紧张,更是推高豪宅价格。

莱坊国际全球研究部主管利亚姆·贝利则点出,在冠病疫情期间,财富不平等也在加剧。不过,这些高净值人士认为,对他们累积财富最大的威胁,就是税收。

莱坊私人办公室合伙人莎拉·梅-布朗补充说,政府在大流行病期间累积了巨额赤字,因此开始想办法填补这“漏洞”。因此,亚洲地区开始看见一些针对富豪的房地产税务,这或许能抑制房价进一步增长。

先是在乌克兰基辅有豪宅的富人火速找买家,现在连俄罗斯富人也卖房,因为怕被迁怒或受累,纷纷急售在国际大都会的豪宅。

俄乌开战数天,乌克兰许多屋网站出现大量豪宅待售,自上週以来,美国二手房楼冒现大量豪宅找买家,业主都是俄罗斯人。

虽然说,每每出现国际动盪,美国房产都是安全的避风港,但眼看富可敌国的俄罗斯超级富豪受到美国制裁,不是顶级富豪的也人心惶惶。

《财富》杂志(Fortune)报导,迧些俄罗斯富人担心位于迈阿密或纽约曼哈顿“亿万富翁大道”(Billionaires’ Row)黄金地段的豪宅会被扣押,纷纷找房仲代售。

苏联解体后,许多富人纷纷到美国置业,迈阿密和纽约曼哈顿都是热点。

担忧房子被

报道引述豪宅房屋仲介桃莉‧兰兹(Dolly Lenz)说,最近接到许多俄罗斯客户电询,如何脱售美国房地产。

她说,当中许多是千万美元的超级豪宅,同时主要集中的迈阿密或曼哈顿的顶尖富人区。

兰兹说,俄罗斯富人担心受战争拖累,房地产可能被扣,又或是发现自己和某个财产被扣的对象有关联。

有不动产的急著把房地产卖掉换现金,其他原本计划到美国投资房地产或生意的,也纷纷喊卡。

她表示,一些客户之前付了巨款定金,也决定取消买房计划,赔上定金。

乌国难民 或入住黑手党房子

Statista的统计数据显示,在2020年8月至2021年7月短短的1年期间,意大利警方就从“有组织的犯罪集团”手中,查获了8800件价值19亿欧元(约86.77亿令吉)的资产,其中4200件价值17欧元(约77.63亿令吉)的资产被没收。

而如今面对俄乌开展,大量的乌克兰难民居无定所,共有1.7万人涌入意大利,而该国内政部如今考虑,将这些被充公的黑手党房子,用来临时安置难民们。

意大利内政部长卢西亚娜·拉莫吉斯宣布,正在进行调查,考虑将没收的黑手党资产,改造成临时难民住房中心。

她解释,目前各省都在鉴定所属地区被没收、但还未使用的黑手党资产,在此紧急时刻出于人道主义建立保护网络,为逃离战区的妇女、儿童等人士提供居所。

“目前已有1万7286乌克兰人来到了意大利,虽然大多数是寻求亲友庇护,但政府已努力安排庇护所,因为这只是个开始,数十万难民即将来到,而我们必须挺身而出。”
