申请不了房贷?试试i-Biaya

你在申请房贷时面对困难吗?

要助国人真的达到“居者有其屋”,房贷是其中一项关键因素。

因为对B40和M40的中低收入群体来说,存钱来现金买房简直是天方夜谭,只能够通过房贷来买到房子。

但是也恰是这一群人,常常无法成功申请到房贷。

他们有些是信用记录不佳、属于高风险类别,或是从事零工经济或小本生意,没有文件来向银行证明自己的偿还能力。

为此,政府正式推介大马房屋融资计划(i-Biaya),今年就有至少59亿令吉供中低收入群体申请,助圆拥屋梦。

房屋及地方政府部长拿督斯里里查马里肯及财政部长东姑扎夫鲁主持推介礼时介绍,i-Biaya提供3项融资计划:

  • 房屋信贷担保计划(Skim Jaminan Kredit Perumahan,简称SJKP)
  • 我的第一间房屋计划(Skim Rumah Pertamaku,简称SRP)
  • 一马房屋计划(PR1MA)的先租后买计划(RTO)

料2.5万人受惠

里查马里肯指出,首两项融资计划分别由SJKP和马来西亚国家按揭机构(Cagamas)旗下的马来西亚国家按揭机构SRP有限公司进行,让中低收入群体的融资路更轻松。

财政部长扎夫鲁则说,SPR预料今年将发放59亿令吉房屋融资,凡是家庭收入不超过1万令吉,可购买50万令吉以下的房屋,料惠及2万5000名B40及M40申请者。

“在SRP担保下,银行可提供超过90%的房贷,这意味着SRP将担保高达20%的房屋融资。”

截至今年2月,SRP计划让约6万7000户家庭达成梦想,拥有他们的首间房屋。

槟城人 申请先租后买吗?

付不起头期钱,
可考虑先租后买!

槟州政府放眼在2030年兴建22万间可负担屋,并考虑到一些人可能也无法支付头期,所以承诺拨出10%来作为先租后买。

身为槟城人的你,心动了吗?先来看看你是否符合条件,再往下看所需申请文件和线上申请方式!

根据槟城房屋局(LPNPP)官网,先租后买主要锁定中低收入群体,条件如下:

  1. 申请人必须是马来西亚人
  2. 必须年满21岁
  3. 必须在槟城出生 或 居住在槟城
  4. 必须是槟城注册选民
  5. 在槟城工作
  6. 根据不同类型的可负担屋,收入顶限为下
  • A类型(最高价2万令吉):夫妻收入不得超过2500令吉
  • B类型(最高价25万令吉):夫妻收入不得超过3500令吉
  • C1类型(最高价15万令吉):夫妻收入不得超过8000令吉
  • C2类型(最高价20万令吉):夫妻收入不得超过1万令吉
  • C3类型(最高价30万令吉):夫妻收入不得超过2万令吉
  1. A类型 & B类型房屋申请人,夫妻皆不得在其他州属拥有房屋。
  2. C1-C3类型可负担屋,夫妻名下若拥有一间房产,且价格低于想要申请的可负担屋价格,即符合申请资格。

申请时须附上以下文件:

  1. 申请者和配偶身份证副本
  2. 结婚证书副本
  3. 若丧偶,须附上配偶死亡证书附件;若离婚,须附上离婚证书副本
  4. 申请者和配偶的CCRIS报告副本(可到临近的国家银行分行索取)
  5. 选举委员会(SPR)证明副本
  6. 残障人士身份证副本(如适用)
  7. 居住在槟城至少5年者,须附上雇主确认信作为证据
  8. 收入证明:
  • 服务于政府机关或私人界,须附上:
    – 雇主最新确认函/申请人与配偶的的基本薪水单及最新每月固定津贴单配偶
    – 申请人和配偶的最新公积金单副本
    – 如果没有缴纳公积金,需由公积金局确认。
  • 从商/自雇人士,须附上:
    – Form B
    – 公司委员会(SSM)证书副本
    – 最新公积金单副本
    – 收入宣誓书
  • 无业人士,须附上:
    – 申请者和配偶的最新收入宣誓书
    – 如果没有缴纳公积金,需由公积金局确认。

如果是公务员,必须附上部门主管的支持信;若是属于人才和技能组类别,则需要投资槟城(Invest Penang)的支持信。

网上申请

为了让申请者更便利,槟城房屋局也设计了eRUMAH系统,举凡可负担屋、先租后买、槟城组屋、人民组屋,都可以在网上提交申请哦!

申请网站:https://www.lpnpp.gov.my/app/login_pemohon.php

首次使用eRumah者,可以点击“注册/检查申请”(Pendaftaran/Semakan Permohonan),根据步骤再注册一个新账号。

之后,你需要填写六大部分的资料,如下:

  1. 个人资料,审核是否符合条件
  2. 选择想要申请的房屋类型和地点
  3. 填写申请者资料
  4. 填写配偶资料
  5. 填写家庭成员资料
  6. 填写附加资料(交通工具资料)

提交申请后,把申请记录打印下来,连同所需要的申请表格和证明文件,一起交到槟州房屋局秘书处:

没关系,你可以先租后买!

掌管槟州房屋及地方政府事务的行政议员佳日星巡视“The Zen”可负担屋时指出,州政府目前已经确定有3451间可负担屋可用来先租后买。

其中1040间已经有潜在买家,另外2411个单位将开放申请。

据他所说,目前有1906间单位已经竣工,945间兴建中,另外600间还在规划中。

槟州政府早前设下在2030年兴建22万间可负担屋的目标,并考虑到一些人可能也无法支付头期,所以承诺拨出10%来作为先租后买。

同时,他敦促联邦政府通过旗下各个政府机构推动兴建更多可负担屋和先租后买单位,尤其是在租房市场非常热的槟岛地区,槟州政府会给予支持。

州政府已经锁定了5块面积超过70英亩的土地,希望获得联邦政府批准兴建数万间可负担屋。

买不起房 光靠银行无法解决

是银行不贷款的错?

许多国人还是买不起房子,到底是谁的“锅”?

国家银行(Bank Negara)总裁丹斯里诺珊希亚就点出,对许多国人而言,房价还是太贵,而拥屋问题不能光靠融资来解决问题。

她在国内生产总值(GDP)汇报会上强调,必须要引入更多创新方案来解决问题,包括研究房屋供需不匹配、提高房价透明度、租赁市场等。

对于国内银行方面,她称各银行都高度支持政府的拥屋计划(HOC),但是去年批准给首购族的贷款额,就超过600亿令吉。

其中,有超过60%的贷款,房价低于50万令吉。

“举个例子,随着远程工作愈发普遍,潜在买家可能愿意购买市中心以外的房产。”

对于“居者有其屋”,坊间一直有许多针对金融机构的声音,认为房贷审批太严谨,导致许多人“卡”在最后一关,而买不到房。

对此,首相拿督斯里依斯迈沙比里指出,政府已经要求国家银行(Bank Negara)重新检讨房贷模式,以帮助中低收入群体能拥有自己的房屋。

他透露,国行检讨的房贷方向,应着重在直接购买和先租后买(RTO),让中低收入群体更容易向金融机构申请到人民组屋(PPR)和可负担屋的房贷。

雪州要备更多屋 供先租后买

你认同先租后买计划吗?

如果你想要认同的方式,那就别错过州政府的雪州精明租屋计划(Skim Smart Sewa)了!

为了让更多州民“居者有其屋”,掌管房屋及城市和谐、企业发展事务的雪州行政议员罗芝雅日前向《当今雪州》透露,政府正研究明年是否要购买多100间可负担屋,让州民们通过先租后买的方式,一圆买房梦。

在这个计划中,月入5000令吉以下的中低收入家庭,可以向政府租屋,并在2至5年的租约结束时,索回30%租金总额。这笔钱,就可以用来当作你买下屋子的头期啦!

罗芝雅指出,州政府自2015年推介精明租屋计划后,为此购买了1111间房屋。

其中,共有649个已完工的单位开放出租,有110个单位已经移交。

单在去年和今年,政府批准购入了共312个单位。

至今,州政府共接获920项新申请,并批准了当中的530个,同时将分阶段举行面试,以把剩余单位出租出去。

这次2019冠状病毒病疫情所造成的影响是非常全面的。不管你是什么行业,也不论你是刚起步的中小企业,还是在市场屹立多年的大集团,所有人都同样受到严重的冲击,任何人也避免不了。

在房地产发展行业,随着疫情引起的经济环境变化,保守估计,买房的需求会因而至少减少一半。

这是因为很多潜在的买家都受到暂时停工、减薪,甚至被裁员的影响,从而陷入经济困境,并且拖累整个市场的情绪。

因此,在这种低迷的行情与氛围中,不管是首购族或投资者,都很可能会将买房计划延后,以保留资金应付当前的局势,从而导致买房需求在无形中减少。

发展商要如何应付这样的情势呢?我认为他们如今应该立即在项目与营运方面,进行符合永续原则的策划与调整。

举例来说,对于那些已在兴建当中的现有项目,如果建筑进度仅达一半,他们应该对其中单位的设计、营销配套、销售策略与定价等进行调整,来应对如今的市场环境。

假设该项目当中的单位,原本是打算置入高档的全面装潢与附送家具的设计,这个时候就可以考虑把当中不必要的元素剔除,保留基本实用的配备,并以较低的价格售卖。

这是因为, 随着买房需求出现变化,发展商必须重新评估有关项目的目标买家市场,否则,项目建竣后无人问津,就会对目前的经济发展雪上加霜。

对于那些已支付订金、但现在受到疫情影响而买不起房的人们,发展商可以拟定一套先租后买的配套,让他们在一定期限内先租用属意的单位,待情况好转后才购买。

在目前的经济环境,先租后买是一个相当值得发展商探讨的策略,因为这不但可以缓和发展商在流动现金方面的压力,也可以让很多收入受影响的买家受惠。

这是一个考验发展商的坚持与应变能力的关键时刻,只有那些能够及时作出调整并实践永续策略的企业,才会在这场疫情之中生存下来。

此外,政府、这些发展商的旗下员工,还有其他行业的商家企业也要携手合作,才能共同渡过这次的严峻考验。

需贷款优惠供资金周转

除了各家企业的追求和实践,房地产与建筑行业的永续发展是需要政府给予支持的,否则很难显著推动该行业的永续议程,也会费时很久才看到这方面的成果。

以目前的情况来说,政府应该让银行对发展商给予延期偿付贷款的协助,来减轻他们在行动管控期间所面临的冲击。在这个接近一个月的时间,大部分人都被要求待在家中不能出门,从而影响了房地产项目的销售。

而许多项目的停工,也对发展商与建筑商的财务情况造成冲击。

因此,在资金允许的情况下,政府应该尽可能提供优惠贷款给这些企业,帮助他们完成那些正在进行中的项目。

而在发展商方面,一旦获得这类贷款,他们也应该设法让这些资金带来的经济效益扩展到更多行业,来带动整个经济的运转。

多使用国货降低成本

具体而言,发展商这个时候应该多支持国内生产制造的产品,以确保国内的经济持续运转,这样才能帮助国家更快地摆脱疫情所带来的阴霾。

这方面所能带来的经济效益是不容小觑的,尤其是在连带影响超过140个行业的房地产业,一旦这些资金流入各个涉及的本地行业,有关的员工就会有稳定的收入。

而这些员工当中,有很多都是潜在的房屋买家及投资者,因此在收入获得保障的时候,他们就会落实买房计划,因而促使经济不断运转。

至于供应商方面,他们应该尽量为产品提供折扣,尤其是那些有大量存货的产品,这样才能帮助发展商降低成本。

另一方面,有些发展商的中高层企业员工,自早前房地产市场蓬勃增长的时期,就开始领取高额补贴或奖励的,如今应该考虑减少领取这方面的收入,帮助雇主降低成本。

实际上,雇主的财政压力是逐年增加的,这都是归咎于各种经商、营运、税务与合规成本等开销的走高,加上整体经济环境疲弱影响盈利,都是令雇主们头疼的难题。

长期而言,房地产行业肯定还是国内经济发展的重要推动力之一,关键是企业是否能够渡过如今这个考验。

而如同我所强调的,当中最重要的就是政府、企业与消费者都要团结合作,只有在困境中互惠互助,才可以确保所有人都克服疫情成为赢家。
