打疫苗奖房子赏有薪假

各国政府积极推动接种疫苗,私人界纷纷出招响应,刺激打疫苗的意愿。

商场大送现金购物券,餐饮打折是最普通的。

香港和台湾地产界相继宣佈鼓励措施,甚至大手笔到送房子。

上周五,香港地产商信和集团旗下的黄廷方慈善基金与地产商华人置业宣佈,共同捐出价值1080万港元(约575万令吉)实用面积449平方尺的房子,作为接种者抽奖的奖品。

台湾地产界普遍先提供疫苗假,利嘉阁地产现增设2天疫苗有薪假期,即日起,只要员工接种冠病苗,每一针可享一天有薪假,接种满2针就享有2天有薪假。

据悉,台湾市区重建局自5月24日起,就让员工享有疫苗假和相关的支援措施,例如允许员工上班时间接种,每打一针都可享疫苗假一天。

货仓工厂风水轮流转

2019冠状病毒病疫情对全球产业领域产生了深远的影响,它令原已饱受冲击的传统零售业雪上加霜,但却令受惠于网购和电子商务盛行的工业产业,尤其是货仓和物流中心更红火。

各国在疫情期间封城锁国,促使人们纷纷转向线上购物,大量的零售买卖活动转往线上,迫使许多以消费者为最终销售对象的商家和企业必须转型求变,以便适应这个新营运环境。

短期内,线上零售只会更盛行,而在这个从线下(传统实体商店)过渡到线上,以及线上线下结合的零售新风潮,也催生了一个方兴未艾的新趋势:零售商从购物中心转租独立货仓/物流中心,以更快的将货物送到消费者手上。

事实上,线上、线下和物流业务的无缝整合营运模式,早在多年前已在世界人口最多的国家和全球第二经济大国的中国吹响号角。

消费者通过应用程式在线上下单,店内员工根据线上订单将所订物品全部放入纸袋,交由本身的外卖递送人员,在指定的极短时间内送到客户手上。

一个很好的例子是阿里巴巴的盒马鲜生商店。盒马鲜生的营运模式,是配合科技和数据,让消费者以盒马手机应用程式,在线上下单,店内员工根据线上订单将所订物品全部放入纸袋,交由盒马本身的外卖递送人员,在30分钟内递送到方圆3公里的消费者府上。

当然,消费者若是直接到盒马鲜生商店购物,除了可自己挑选店内的各种新鲜食品,也可在店内享用即煮即食的海鲜等食物。

简言之,盒马鲜生就是一家“生鲜食品超市+餐饮+电商+物流配送”多业态集合体;也可说是阿里巴巴提出“新零售”概念后,首个展现市场,重构人、货、场的最佳例子。

国际产业顾问公司莱坊指出,阿里巴巴提出,通过盒马发挥得淋漓尽致的这个“新零售”概念,很可能将于不久的将来在马来西亚搬演。

大马莱坊执行董事沈颂能说,事实上,盒马的上述营运模式,部分已在大马落实,但远远未达到中国当地的规模。

他接受《南洋商报》书面访问时点出,线上线下和物流结合,甚至从购物中心转战独立物流中心,以求在最短时间内,有效的把客户线上下订的物品送到客户手上,是正逐渐成型的趋势。

租金低于购物中心

“无可否认的是,物流中心的租金低于购物中心,是越来越多零售商从购物中心转租物流中心的主之一。

“但更重要的是,零售商把门店从购物中心转到物流中心,可让顾客直接在那里购买、取货,任何货物都可马上源源不绝的供应,可以解决来不及送货、有货没人送的局面。

“从购物中心到独立仓库/物流中心的经营转变,使零售商能调节营业时间和停车位,通过为购物者提供便利和灵活性,来让他们的购物体验变得更简易。”

提高品牌影响力
仓库冠名增知名度

零售商可在独立仓库或物流中心拥有建筑物的冠名权,提高该零售商的可见度和知名度,从中提高品牌影响力。

以著名电器与家具连锁商店Harvey Norman在联邦大道的第一家独立商店为例,消费者在开车途经该大道时,从远处即可清晰看到该公司招牌“高高在上”,这是一种有效的品牌塑造手法。

他续称,像Sports Direct这类大型连锁零售商,逐步把海外零售店从购物中心转到物流中心,这股趋势也已开始在大马发生。

“我们已看到大型零售连锁店经营本身具有仓库和零售功能的独立商店。例如,有多家来自家具和电子产品、家居和灯饰、服装等领域的大型零售业者,已在巴生谷设有独立商店。

“这些商店除了销售产品外,还提供多种活动,涵盖服务和维修、点击与收集柜台等一站式中心,来增强客户体验。”

此外,拥有库存的仓库,将便于让消费者在指定的特定空间取货和运送货物。

“独立仓库的另一个好处,零售商具备简化零售、仓库和物流流程的多功能性。”

除了国际品牌,目前也有越来越多的本地品牌零售业者,正陆续加入这个行列。

此外,作为“一站式平台”的家庭购物电视频道刚在大马起步,通过该平台,零售业者将可简化广告、仓储和物流,简化交货程序和减少人力需求。

Aspen集团携手LOGOS
打造全马最大物流中心

在邻国新加坡上市的北马发展商Aspen集团早前就宣布,与亚太地区领先的物流产业专家LOGOS联手,在雪兰莪莎阿南打造全马最大的一站式物流中心。

这座耗资15亿令吉,涵盖永续综合物流、仓库与电子商务中心的一站式物流中心,坐落在莎阿南16区占地约71英亩的地段上。其总发展空间为74万5000平方米(801万平方尺),可出租空间为50万5000平方米(543万平方尺)。

大马莱坊董事经理沙古南指出,事实上,这也是LOGOS在全亚洲的最大型发展项目。

“基于LOGOS拥有在本区域9个国家开发与管理物流中心的丰富经验,我们相信,LOGOS此次进军大马,将引进开发优质货仓的先进技术与营运知识,将大马物流产业领域提升到更高层次。

“其设计灵活性可满足多位租户的需求,具备车道、坡道和交叉停靠功能,可提高物流效率和有效的交通管理。”

为雪州引资逾10亿

沈颂能指出,在疫情冲击各国经济之际,LOGOS在马来西亚的投资,印证了国际物流业者对大马工业领域的增长充满信心。

“通过这项联营计划,LOGOS预计将为雪兰莪州引入总额逾10亿令吉的外来直接投资,这不仅将进一步刺激巴生谷物流市场的活动,也将提振大马整体经济。”

他补充,在越来越多跨国企业探讨在大马设立区域配送中心之际,这个发展项目非常合时宜,将可攫取这方面的需求。

“随着政府聚焦将大马打造为全球供应链枢纽,再加上大马投资发展局致力于为针对区域配送活动的全球贸易中心提供税务优惠,我们相信这些都将是吸引更多外来直接投资进入大马的积极催化剂。

利用人口稠密区优势

“在策略上,这个发展项目已成为LOGOS物流设施网络区域链的一部分,为大马不断发展的物流市场提供了更多优势,以善用及攫取LOGOS建立的国际知名租户群。”

沈颂能指出,通过在莎阿南这个大型物流中心的重大新投资,我们可能会看到物流公司在发挥其策略物流网络的部分努力下,利用其邻近人口稠密地区例如莎阿南、巴生及梳邦再也的中心地点优势,取得更好的交付效率。

“这些大型物流枢纽为物流服务业者提供了灵活性和扩充业务的便利,因为当越来越多的消费者开始网购,对于更快捷和更廉宜物品的需求也相应提高,这推动电子商务/零售业务的增长,零售业者对物流空间的需求也与日俱增。”

拥有大销售量的主要零售企业需与物流公司合作,通过后者的物流基础设施,提高运输效率,从而提高营运绩效和生产力,并可能节省成本。

打造区域配送中心

大马在上世纪推行的“向东学习”政策,成功协助制造业神速增长,奠立我国工业化的基石。

到了2000年代初期,大马政府开始提倡策略制造业相关服务,例如国际采办中心(IPC)及区域配送中心(RDC)活动,而现任政府也继续优先贯彻这项政策。

去年11月公布的2021年财政预算案,就出台了多项政策与奖掖,以进一步推高跨国企业在大马设立区域配送中心的浪潮。

有关措施包括放宽自由工业区(FIZ)及执照制造仓库(LMW)可进行的增值活动限制,以及推介在大马设立全球贸易中心的各项新税务奖掖等。

已在大马设立区域配送中心的跨国大户,包括宜家(IKEA)的东盟区域配送中心、Zalora区域电子交易中心、Lazada电子商务区域配送中心、雀巢配送中心、宝马区域零件分销中心、福士伟根区域售后与零件分销中心、博世(Bosch)区域配送中心和博通(Broadcom)全球配送中心。

大马多项优势吸资

莱坊指出,这可归功于大马在产业租金率、基建设施完善、熟练与掌握多种语言的劳力市场,以及各项亲商政策与税务奖掖等,富有吸引外资的竞争力。

东南亚线上零售
或有望追赶中韩

疫情促使亚太线上零售飞速增长,东南亚各国去年线上零售纷纷录得双位数增长率,更有望追上中国和韩国等亚太区线上零售大国。

莱坊亚太研究指出,2020年,亚太线上零售销售普及率平均按年增长14%,大马和菲律宾线上零售更估计齐齐按年增长17%,增幅冠绝东南亚,仅次于亚太经济强国日本和韩国(皆20%)。(请参阅表一)

反观线上零售普及率估计于去年底高达33%的中国,去年的线上零售按年增长率估计只有12%。

只有线上零售普及率排名亚太第二的韩国,去年的线上零售按年增幅同样可观,达到20%。

短租仓库成新趋势

因应季节性的假期销售旺季,零售业者短期租用仓库来增加库存,以应付骤增的订单,将成一股新趋势。

在美国,由于网购主宰了零售市场,加上中美贸易战带来的影响,产品需求越来越难预测,当地零售商灵活变通,改变过去与仓库营运商签署长期合约或租约方式,转为按需求短租仓库(或物流中心)。

以零售业长期龙头老大的大型零售商沃尔玛(Walmart)为例,近年积极拓展网购生意,电子商务生意取得一定成绩,而沃尔玛观察到市场变化,为应付网购配送方面的需求压力,早在2018年圣诞旺季率先行动,向外寻找仓库营运商处理短期仓库管理,其中包括聘请临时员工、配送和行政工作。

在旺季时按需求租用仓库一段短时间,便不用支付整年的仓库(或物流中心)租金。

这种短租仓库的做法,同时也可以推动美国工业地产市场发展,使用接近市区的工厂物业作为配送和仓库管理中心,意味送货到消费者手上的时间可更快和更易掌握。

大马或流行佳节短租

沈颂能指出,本地业主一般选择长期出租货仓,短租并非大马零售市场的传统惯例。

然而,这股在美国盛行的趋势,或将在大马逐渐升温,尤其是在农历新年、圣诞节、开斋节等购物旺季。

这是因为零售业者可在这类季节性的短期销售旺季期间,短期租用货仓,来应付瞬间激增的需求。

疫情带来全新契机

疫情改变了世人生活的方方面面,其中衣食住行更是无一不受影响,然而经过一年的转变,房产买卖究竟出现哪些变化?

未来的房屋需求、格局设计、市场营销,乃至内部的管理经营,又会进入怎样一个全新格局?

这期的产业专区就特别专访纵横屋业发展领域数十年的业界行尊,即曾荣获世界华人终身成就奖的汇华产业集团创办人拿督斯里许廷忠,以及拥有“居銮发展之父”之称的龙城集团(BCB,6602,主板产业股)创办人丹斯里陈成龙,请他们分析当下的发展状况,同时更对为未来的趋势作出精辟预测。

活跃于北马一带的许廷忠也是马来西亚产业风云人物大奖得主。

在屋业发展超过40年的他发现,疫情对屋业发展带来了颠覆性的转变,不过,却也是一种全新的契机。这或许得先从疫情引发的挑战与难题开始说起。

首先,发展商在过去一年来面对许多的挑战,比如发展商的贷款门槛较高、房屋贷款的审批较过去更严格。再来,线下活动受阻,市场行销全都转向线上;此外,建材(洋灰、钢铁、沙石)价格高涨,以及人力因遣送回国而短缺都对发展商带来较过去更大的挑战。

也因如此,许廷忠认为要应对眼前的挑战,发展商无论是在内部管理、市场策略、人力管理及项目开发上,都会出现和过去截然不同的面貌。

未来房市不“疫”样

第一,在市场行销策略上,发展商自然走电子数字化。这不仅是顺应线上作息的需求,更能降低成本,不仅如此,VR虚拟看屋模式的销售模式更为购屋者,尤其是海外购屋者带来全新体验。

第二,设计方面将趋向更具巧思及善用空间的做法,如,将屋子建得小,却在格局设计上不让人觉得窄,同时还能兼顾房屋品质。

“未来的市场会很不一样,成本会更低,但是一定要加强品质。就算可能不必要的奢华要求会减低,但是需要改善的却不会省却。”

第三,内部的人力将趋向精英化,其中设计、施工及销售上更会采取精英制。这不仅能减少成本,同时也能确保绩效。

第四,随着疫情影响了许多领域的作业方式,如居家作业、或共享工作空间等工作新面貌,因此可以预见的是,商用单位将趋向伸缩性高的设计,如可允许业者随时调整格局的使用,或随时能转向共享空间设计。

亚洲人倾向置产

询及疫情后的新生代会否趋向租房子而非置产,并影响发展商的前景,他则表示,即便是新生代只租不买,却始终会带动大量“房东”的产生,因此房产市场始终不会停止活跃,其中亚洲人更是倾向拥有自己的产业。

对陈成龙而言,在未来发展开发领域上,数字化协助企业降低成本增加效率,同时也考验发展商的核心能力。

首先,在项目管理方面,发展商需要通过对项目计划、成本、销售等流程的标准化和数字化管理。这可以确保工程进度及绩效(KPI)的精细化。此外,这也有助监管品质与进度,提高项目收益的可控性,管控好现金流。

结合线上线下营销

销售环节方面,充分利用线上结合线下营销渠道,帮助房企树品牌、转化流量、转化成交额;同时还能构建内部大数据,实现精准销售。不难发现,未来数字化将是发展商的经营关键,更是拓展上不可或缺的重要助力。

他也发现,随着疫情助推房企数字化转型升级后,内部的人力管理、内部管理、人才培养策略及激励策略都提出了更高要求。

“过去房地产企业人才激励中更加关注的是物质激励。疫情之下,房地产企业更加意识到人文关怀、灵活办公、赋能培训、荣誉奖励等非物质激励方式。”

“就此,制定具有竞争力的全面奖酬方案,为员工提供富有吸引力的薪酬激励机制,是往后房地产企业需要重点考虑的问题。”

另外,新兴技术与虚拟看房将会是重要环节,因此新技术的注入是必须的。

伸缩性强  灵活度高 共享办公租赁需求增

对于房市的发展走向,“居銮发展之父”之称的丹斯里陈成龙洞悉眼下的局势,也对房屋的格局设计也具有一套独特的见解。

他发现,经过长时间的居家办公后,很多企业反映,工作过程中的交互和协作,并不能被远程办公所代替。

办公楼设施要求提高

因此,企业还是需要将精英人才聚集在一个办公空间交互协作,促进工作效率。明乎此,需求细节在疫情后出现了一些变化。例如,强调更健康的工作空间、单个员工所占面积的提升。还有对于办公楼设施的要求提高,包括空气质量优化设备、消毒设备、智能物业管理、人流监控、开放式空间等等。

“那些更适用于后疫情时代租户需求的地产资产,在租赁和租金的议价能力上将会更强,否则就是被淘汰。”

不仅如此,对这位在产业界叱咤30多年的行尊来说,随着疫情来袭后,民众对开发项目的要求也出现转变,如对核心城市优质公共资源(例:网络覆盖、医疗资源)的需求上升。

至于商业项目,他也与许廷忠不约而同地认为,伸缩性强、灵活度高的共享型办公租赁需求可能上升,其中办公楼市场结构出现调整。

不仅如此,由于线下零售、旅游大幅下滑,商铺类地产和旅游类地产(如酒店、特色小镇)受到较大短期冲击。不过,他补充,随着疫情结束后消费、旅游市场逐渐复苏,这些市场有望改善。

至于住宅单位方面,他则认为,随着居家时间的增多,这无疑促使家庭重新审视空间需求。

左右行业关键因素 政局稳定  政策全面

疫情改变了购屋者心态, 也影响了发展商的经营模式,但对两位经历过去三四十年多次经济风暴,屹立不倒的行尊来说,疫情却不是左右这一行业前景的关键。

尽管本报分开访问两位行尊,但英雄所见略同地认为,政局的稳定、政策的全面性及周全,才是影响未来的主要因素。

其中,许廷忠就认为政府可以通过政策,让30岁以上的购屋者的贷款年限延长至40年,而前面的5年只是给利息而已。

“这样的用意旨在让年轻人买屋子更没有压力,也能提早还清。”

应重启第二家园

再来,他也建议政府可以长期让首购族豁免税印花税等费用,而非只在疫情期间才这么做。

他也认为政府应重新启动“马来西亚我的第二家园”(MM2H),尤其这项计划能吸引更多有素质,且消费能力高的购屋者,刺激本地经济外,更能提高我国的整体经济发展水平。

另外,他也建议银行应允许第三方担保,这样让更多人可以买屋子。

陈成龙同样认为,政治的稳定性与银行信贷政策宽松性,是左右发展商未来的关键。

他指出,城市发展大蓝图基础建设的完整性是政府需要顾及的,唯有确保发展如期进行,这样才能惠及周边的房屋发展。

除了政府与银行, 陈成龙也对内反思,即他主张发展商必须得关注本身的企业品牌与产品设计的持续性元素,同时还得在企业品牌与现金流管理上处理得宜,才能确保企业走得更远、更稳。

“这次疫情,许多倒下的发展商显然在现金流管理不当,以及产品在市场上的价值与需求出现问题,才会被淘汰的。”

他认为,一些企业之所以屹立不倒正是因为多年来具有一定的好口碑,所以才会在疫情中仍获得青睐。

熬过疫情寒冬 发展商将走得更稳

许廷忠叱咤北马,陈成龙坐稳南马,尽管两人各自雄霸一方,但同样的是两人均在去年疫情初期,第一时间接受本报访问,并对疫情期间发展商的运作,作出精准的预测和建议。

当时,两人不约而同地认为今次疫情将导致许多人在暂缓贷款,以及各项援助金下获得一笔钱,加上发展商相继推出优惠,因此是置产的最佳时机。期间,两人更点出公务员会是最佳的潜力顾客群。

此外,两人也认为疫情不仅是一场淘汰赛,更是有势力的发展商迈向更高格局的一场转折,熬过来的发展商实力不容忽视,未来也会走得更稳健。

以许廷忠为例,其创办的汇华集团就在疫情年中卖出数百间单位,今年更打算陆续推介新项目;陈成龙也在柔佛创佳绩,甚至紧锣密鼓地推出多项配合“后疫情”时代的新概念发展项目。

询及两人有何建议给同业,许廷忠就希望同业们能在未来齐心合力地就产业相关政策、或建设性等发声。

“我们需要在平台上多交流,在遇到一些课题时更应该团结一致,只有自强不息,合作发声,我们的声音才会更有力量。”

陈成龙则表示,这次的疫情对该领域起着经济不景气、买气不足的压力,但也暗藏着行业逆周期的契机和转折,只要发展商积极应对,便能抓住转型的机遇。

经过多次考验的他指出,若对比上世纪80年代中期的经济风暴、1997/98年的亚洲金融危机,以及2008/09年的全球金融海啸,当前的冠病疫情危机并没有想象中的糟糕,而市场之所以担忧,很大因素是因为企业对眼前的危机还不熟悉,未能掌握其本质。

“至少和过去几次危机相比,这次挑战我们还能卖屋子,民众也因为政府多项政策而多了些钱在手而置产。”

问答录

问:过去一年,让您领悟到什么?

许:未雨绸缪和居安思危比过去更重要。再来,品牌真的很重要,成品的水平要好,因为这些都可以协助您在难关中获得购屋者的支持。我们很多单位在疫情期间卖得很好,这证明是老字号是越来越重要。

过去大家买屋子的考量是:1)地点;2)价钱;3)发展;如今,大家买屋子的考量则是:1)地点;2)发展商口碑;3)价钱。

陈:过去一年,各种传统企业举步维艰,但宅家经济的消费需求被充分激发出来。

同时,这次疫情的长度,提供了充分的时间强化消费者的线上消费习惯,即使疫情过去,很可能相当一部分线下消费的市场会被转化到线上,成为巨大的商机。在这样的时刻,要生存,现金储备是第一位。

问:经过疫情的肆虐,让您觉得未来的屋业发展领域会更好走吗?

陈:疫情是暂时性的,但是会有长远的影响。它对于未来的屋业发展领域的影响应该是一体两面,有利有弊的。我认为,后疫情时代适合市场的产品会更受欢迎,而不合适的产品会以更快的速度被淘汰。

许:发展商一直都是一件苦差事,所以不存在“好或不好”或“未来能不能继续做下去”的问题。倒是我发现疫情让发展商“消化”了之前卖不出的单位,换言之疫情协助避免了房屋泡沫的发生。我相信,一旦解封,就会出现很好的景象了。

问:屋业发展能带动经济,但是屋业一片死寂的话,您认为,有什么是政府可以做的?

许:经济始终是重要的一环,政府要引进更多的投资,就会出现更多的就业机会,届时就能对发展商带来很好的推动力。只要整个工业会带动屋业发展,就能进一步推动整个经济链。

陈:业界政府推出刺激房地产行业经济复苏,并优化营商环境(简化各种繁文缛节),以让我们得到适度的政策解绑。再来也希望政府呼吁银行给予人民更宽松的信贷政策。

问:您认为房产开始复苏了吗?

陈:尽管贷款方面自去年管控开始就面对银行估价偏低,贷款批准门槛越来越高的问题。我相信这是市场短期内信心的问题,今年这个情况已好转。

许:我们确实开始慢慢恢复,尤其疫苗陆续抵达后,房产将开始呈现一片大好。我始终认为,现在置产无疑是最好的时机,因为一旦项目建好后就开始看到赚头了,届时未来的房价会比现在高出许多,这是可以预见的现象。

楼宇如何防疫?

面对2019冠状病毒病疫情的严峻形势,共管楼宇管理处面对艰难的疫情防控难题!

其一:管理处除了要尽量加强防疫行动,来避免病毒被传入,同时又不能完全禁止居民外出或采购食材等重要的活动。

1)实施动态跟踪并掌握楼宇居民出入情况,务必做到“逢车必查、逢人必测”

楼宇管理处,需要实施出入登记册与动态跟踪,对业主、租户、外来的务工、流动配送员送货/送餐等每次进出该楼宇,都需要配合一楼一册这个登记动作,并测量体温。

2)宣导,防疫知识,提高戒心

尽可能减少接触的情况下,把有关感染症状列出并展示在楼宇的通告板,或在升降梯里增加临时告示板,或在人力资源允许下,印刷传单发放给每个单位的居民,借以提高居民的对疫情的认知:

虽然患者的症状报告各不相同,病症有轻到重不等,而且症状多数都是接触了病毒后2至14天出现,到目前为止有以下症状的人可能感染了冠病:

●发烧或寒战
●咳嗽
●气短或呼吸困难
●疲劳
●肌肉或身体酸痛
●头疼
●近期丧失味觉或嗅觉
●喉咙痛

加强手部卫生,以降低手可能碰触摸带有病毒的表面或物体,然后触摸自己的眼口鼻而感染病毒。

3)定时定点消毒楼宇

通过清洁与消毒可减少致病的微生物在该楼宇传播,同时也可减缓冠病或其它感染病传播。

管理处需在居民经常会接触的设备,例如各处的门把,升降梯按钮,共用设备的位置安装洗手消毒液的分配器(按压式或电动都行)

封闭处理厨余垃圾

其二:全民居家,餐餐都在家享用,有自己下厨的,有外卖送餐的。

总而言之,全面的行动封锁导致人人居家用餐,所以厨余垃圾量比日常多了有三倍之多。

这些丢弃不用的菜叶、剩菜、果皮、剩饭、蛋壳、茶或咖啡渣,被物管人称为“湿垃圾”,含有极高的水分和有机物,一旦处理不好,容易腐烂变质,引起恶臭,招来蚊虫苍蝇,传播其它的病毒,对居民健康和环境产生威胁。

所以厨余垃圾处理时尽可能以封闭式的方法为上,以防止滴撒后氧化引起恶臭,而导致楼宇漫着臭味影响民生。

还有,餐饮配送向消费者提供一次性筷子、叉子、勺子、洗漱用品等,都在疫情期间大量增加,间接地增加了固体垃圾的量与面积。

清洁工工作量增加

为了应付倍增的厨余垃圾与固体垃圾,管理处必须增加垃圾收集的密度,从平均每天一次提高到每天3次。

这样的安排也导致清洁工得长时间占用升降机,间接影响住户下楼接餐饮配送,而导致因疫情被迫困在家的街坊邻里本已经情绪消极了,进而民怨沸腾。

那些抗压能力低的更是容易抓狂,所以清洁工这段疫情期间,除了处理要应付突然增加的工作量,还要面对街坊的脸色。管理处也步步艰难。

缴费困难应向管理处协商

其三:有人因疫情,收入大跌,交不起管理费,却也有人趁乱打劫,打着疫情艰难,推脱不交管理费,导致管理处现金流艰难。

疫情期间,防疫消毒都需要资金,楼宇的维修保养也停不了,特别是消防系统、冷水供应系统、升降机、清洁工和保安人员,都是楼宇的基本工作,断不可停顿。

但是借疫情蓄意拖欠管理费的业主,就像“水蛭”吸着缴费业主的血,为了自身的利益,伤害着自己的家。

寄生虫(注*)是非常自私兼高破坏性的的行为 !

我还记得某次委员会议,我以“水蛭”形容拖欠者,突然间主席跳起来说:“ 他们简直就是“寄生虫”,因为水蛭吸饱了就离开,而寄生虫会住到宿主死为止。

共管楼宇是大家共同拥有的家,疫情来袭是意外,生活艰难是大家得一起跨越的坎,唯有守望相助,同心携手,做好卫生清洁动作,打断病毒的传播链才能抑制它蔓延危害。

如果疫情导致您缴费艰难,记得向管理处协商解决方案,不要等到被推上风口了才怪管理处无人性。

管理处不希望强硬的执行拖欠追讨方案,但过于通融,导致资金链断裂,实际维修保养动作被迫搁置,伤了楼宇,楼价跌,苦也是苦街坊而已。

书到用时:寄生虫吸取宿主营养

寄生虫(parasite)指具有“致病性的”低等真核生物,可作为病原体,也可作为媒介传播疾病,其特征为在宿主或寄主(host)体内或附着于体外以获取维持其生存、发育或者繁殖所需的营养或者庇护的一切生物。

所以寄生虫对于宿主的关系不是Symbiotic的,而是单方伤害宿主而已。
