香港水管屋 解决住房危机?

香港难买楼,
只能一辈子住蜗居?

众所周知,寸土寸金的香港地价高,买房难,能供得起房贷的人不少,但付不起的人也很多。

已蝉联12年 “全球十大最难买房地区” 冠军的香港,负担买楼的能力每况愈下,最新数据显示还得不吃不喝23年才能买到一间房子!

人们开始寻求各式各样的栖身之所,有窄小的“纳米屋”、楼宇单位分割出多个间格的“劏房”,甚至还有围着波纹网的“笼屋”、“棺材房”。

即便是小小一个床位,租金也居高不下,空间逼仄,不通风,卫生环境恶劣也只能咬紧牙根,一家几口就在有限的空间生活。

香港建筑师罗发礼(James Law)因此萌生大胆念头,设计了一物多用的工业风居住空间 – “水管屋”(OPod),希望能应对香港严重的住房问题。

看似迷你的圆柱形住宿空间,实质约有165平方英尺,适合1至2人居住。

每户运用2管巨大的混凝土水管连接而成,起居室、厨房、浴室一应俱全,可自行定制。

水管屋配置了一面大玻璃,不仅能欣赏户外风景,还能确保采光充足,搭配抢眼的黄色做点缀,整体空间充满生气。

为了节省空间 ,床架收起后能变成沙发,底下的空间可用来收纳,还能连接智能手机线上操控门锁。

混凝土水管隔热和隔音效果佳,抗压性也高。本身圆滚滚的厚重材质能在闲置的城市空间层层堆叠,如天桥下、大楼之间的空隙等等,建设快捷新颖的公寓楼,亦是建筑设计宗旨之一。

堆叠成楼的水管屋能以楼梯连接楼层,还能分别建设花园、会客室等共用设施空间。

虽然水管屋暂未实际落实推行,但这类可持续发展建筑引起业界热议,经常受邀到世界各地分享创意理念。

即使单凭水管屋并无法根治香港的房屋问题,但无疑比环境杂乱、“厨厕一室”的劏房和笼屋来得舒心。

更甚的是,建筑材料源自于承包商生产过剩的排水设施,以低价成本建设,可循环使用,有助住户少花冤枉钱,拥有舒适的“家”。

香港疫情控不住,因劏房?

也是控制疫情的一大要素。

《明报》投资及地产版主编陆振球近日在其的专栏中提到,中原老板施永青认为,疫情大爆发恐怕和当地“挤逼“的居住环境有一定关系。

施永青提到,香港的居住环境普遍比外地还要窄小,还有些人住在劏房或奈米楼,也不是每个家庭成员有自己独立的房间,缺乏居家隔离的条件。

“现实是很多家庭,只要其中一个成员被感染,没多久就变成全家都确诊,这导致病毒传播时以家庭作为单位,当然比个人为单位还要传得快。“

他还认为,香港的情况不适宜做居家隔离,如果政府不能快速兴建更多隔离营,那难以清零。

陆振球也在文中指出,希望政府在疫情过去后,检讨如何增加房屋供应,或者提高每个家庭的居住面积,不管是收购农地、推进北部发展等方式,都一定要尽全力提升人民的居住环境。

香港勒令 不得再建纳米楼!

“纳米楼”如“蜗居”,
让港人太压抑了!

作为全球生活成本最高的城市之一,香港可谓是寸土寸金,天价般的房屋价格更是让港人在“住”的品质上越来越差,即便不住“劏房”,近几年发展商兴建的房子也越来越小,让人压抑。

由于房价太高,发展商这几年只能建较小的单位,借此来降低房价,让年轻人也买得起。

这样的屋子虽然具备所有所需基本建设,如房间、客厅、浴室和厨房,但却因为面积太小,许多家具都需要特别定做,走路的空间都没有,因此被港人戏称“纳米楼”。

为此,香港政府提出新规,新建的房子不得再小于280平方尺。

基本设施齐全,但空间狭窄。

最少要500万令吉

据香港发展局局长黄伟纶所说,政府下一季卖地的时候,会把最低单位面积的要求列入条款中。

香港的所有土地基本上属于政府,官方定期拍卖,由发展商竞标后再兴建住宅。

房子一眼便能看完。

据了解,香港过去5年新建的住房中,有30%的单位面积小于280平方尺。从市价来看,当前一间280平方尺的高级新屋,售价在800万港元(约429.02万令吉)。

港议员怼北京没出手解决劏房

但没帮助香港政府解决问题。”

今年7月间,中国政府指示,在2049年前,香港必须告别劏房。

劏房,是把原本的住宅单位,分割成数个小单位再出租,已经成为香港的代名词之一。

根据资料,香港有21万人生活在9万多个环境恶劣的劏房单位,过着水深火热的日子。

对于中国政府的指示,香港特首林郑月娥随后数次宣布,香港会有数项解决方案,包括预期在20至25年内,建逾100万个单位应市,以稳定当地楼市;过渡性房屋的供应量将增至2万个。

连任多届香港地产及建造界议员的石礼谦,日前在专访中总结议会生涯时,指名全国政协副主席夏宝龙,没有具体帮助香港解决劏房问题

“他们提出问题,但有没有考虑到政府怎样解决问题?有没有去了解为何解决不到问题呢?有没有帮助香港特首林郑月娥、香港政府去解决问题?只告诉你有问题、有问题、有问题。”

石礼谦在本月初宣布退下火线,不竞逐连任。

现年 76岁的石礼谦(原名Razack Ebrahim Abdul),1945年于澳门出生,于香港长大及接受教育,亦曾于澳洲短期深造及工作。1970年回港工作,2000年起出任立法会议员,为建制派政党香港经济民生联盟创会成员之一,其后四届均以无竞争对手的情况下,自动当选连任。

他是建制派议员中少有可与民主派议员沟通者,被部分强硬左派视为“不听话”

石礼谦补充说,除了房屋问题,香港亦有福利、医疗、教育等议题须一并处理。

这并不是石礼谦首次吐槽中国政府的言行。在2019年6月反对修订逃犯条例初期,他率领其他5名高银金融的董事,在8人董事会中以多数票投票通过放弃当年5月以111亿港元(约60亿令吉)投得的九龙市区启德商业用地,原因是近期发生的“社会矛盾”和经济不稳定可能不利香港商业地产市场,但真实原因引起多方猜测。

建100万个单位。

中国政府多次释放“解决劏房”的讯号给香港政府,对此后者预期在20至25年内,建逾100万个单位应市,以稳定当地楼市。

根据观点地产网报道,香港行政长官林郑月娥日前在记者会上指出,香港土地政策必须要“持之以恒”,这100万个单位只是计算政府可以掌握的供应,还不包括私人市场的重建项目。

虽然100万个单位需要一段时间才能面市,但这相等于目前供应的约三分之一,而且香港的人口增速并不快,相信经过政府努力推动,能够解决困扰已久的楼市问题。

同时,林郑月娥指出,香港也正在探讨发展北部都会区,相信可以借由开拓新土地来取得资金的,加上发债等各种筹资方法,不会因为一时财政赤字而放弃未来发展。

“我们不会因而放弃明日大屿的计划,因其邻近中环地区,可成为第三个核心商业区,并争取2026年开始填海工作。”

香港豪宅 当劏房?

竟然变成劏房。

劏房,已经变成香港一大社会和经济问题。

根据Yahoo!财经报道,香港有21万人生活在9万多个环境恶劣的劏房单位,过着水深火热的日子。

而且当中,还有些人是用豪宅做成劏房。

把一间屋子分割成劏房,租金回报更高,让许多豪宅的业主也怦然心动。有不少豪宅劏房“暗暗“出租,虽然有些单位可能违反建筑物条例,但高回报却非常吸引人。

以太子道低密度豪宅区套房来看,面积140尺,叫租竟然接近上万港元。

还有一家公司裕景兴业,把位于山顶、赤柱和深水湾的豪宅,变成豪华劏房出租,每间房只有60至120尺。

其中,浅水湾的“迷你海洋站”,前身是豪宅“傲林轩”,本来是18个单位,建筑面积是1600平方尺;但后来转变成270个有独立浴室的劏房,每间面积才80至100尺,月租就要8000至2万港元(约4280至1.07万令吉)。

以前还有投资者将红磡黄埔花园的大单位,分割成6房,单人房月租7600港元(4066万令吉)。如今该地区的租金回落,一整个单位的月租逾3万港元(1.61万令吉),反而劏房的收入还更高。

无论如何,中国政府之前已经要求香港政府严格整顿劏房,后者打算推行政策,管制劏房租金,加上现在疫情减少了中国学生租客,市场猜测,豪宅劏房可能会有所收敛。

中国要香港“告别劏房”

中国指示,在2049年前,
香港必须告别劏房。

劏房,是把原本的住宅单位,分割城数个更小的单位出租出去,居住环境较差,许多买不起房子的香港人被迫承受如此“压缩”的住宅环境。

香港财政司司长陈茂波于网志中指出,当中国视线第二个百年奋斗目标的时候,香港的房屋问题必须有极大改善,包括将告别劏房、笼屋,整体社会将更美好和充份发展。

新浪财经报道,陈茂波指出,“解决劏房”是明确不过的目标,同时必须全力破解的是住屋贵、住屋难、住屋小的问题,这表象的背后,其实是香港面对的“两大矛盾”为“收入的贫富悬殊”和“资产的贫富悬殊”。

而这两大矛盾的关键原因,就是住屋。

“如果能通过提供适切而可负担的合理居住空间,让市民能减低居住成本,又或能置业安居,这一方面可处理劏房住户租金贵、住得小的问题;另一方面,显著省下的租金开支,可让市民实实在在的提升生活质素,以及逐步累积资产。”

他强调,香港的住房问题深深影响了社会的发展与稳定。高昂的居住成本,不但令年轻人更难储钱累积个人财富,也窒碍他们大胆创新的意欲。

同时,企业需面对高昂租金,也遏抑了香港经济的多元化发展。

“处理土地房屋问题早已不单纯是经济或金融问题,而是关乎社会的长治久安、就业的充份多元和经济的蓬勃发展。“

他指出,香港政府必须以坚定意志与破釜沉舟的决心,要有实质性的改革,短中长期的供应必须增加,也要简化制度上一些过于繁琐的程序,还有通过填海等方法大刀阔斧增加长远供应和建立土地储备。
