想要购买雪州可负担屋吗?

马来西亚房地产发展商会(REHDA)雪州分会举办的2022年马来西亚产业展(MAPEX),将有逾2300个房产单位供选购,包括低至11.25万令吉的可负担屋。

这场为期4天的产业展,将从本月11日至14日(本周四至日)于莎阿南Central i-City购屋广场举办,每日上午10至晚上10点。

届时,所展出的28个摊位中,包含17家发展商,提供逾2300个房产单位,包括市场需求旺盛的可负担屋。

40万以下可负担屋

其中有包括 一马人民房屋计划(PR1MA)、雪兰莪发展机构(PKNS) 和州政府房屋机构,还有雪州房屋与地产局(LPHS)“我的雪兰莪房屋”,现场将销售价钱介于11万2500令吉至40万之间的可负担房屋。

12日(周五)当天,雪州地方政府、公共交通以及新村发展事务行动理事会主席黄思汉将主持开幕仪式。

大会也在活动期间安排了数场房地产讲座,而在次天之后的活动,每天都会有限量礼券赠送予早鸟。

柔州逾15万可负担屋,搁置!

便宜的却迟迟未建……

过去25年来,柔佛州有15万3712间可负担屋获得批准,却迟迟没有“面世”。

掌管柔佛州房屋及地方政府事务的行政议员拿督嘉福尼在柔佛州议会的问答环节上指出,这些被搁置的可负担单位,都已经获得地方政府批准土地策划申请(KM)。

“昂贵的房屋计划已经建竣,反观可负担屋却迟迟未动工。柔州政府必须通过更有效的策略和监管系统来解决此事。”

柔州政府将继续兴建可负担房屋。

成立PKPJ助州民拥屋

他也指出,为了推进柔佛州务大臣拿督翁哈菲兹宣布的2030年“先进柔佛”愿景,柔州政府特别成立柔佛州房屋发展机构(PKPJ)),取代原本柔州政府秘书署的房务部工作。

这个机构是由多个单位组成,包括地方政府、柔州土地局局长、大马城乡规划局柔州分局及公共单位,目标是致力实现政府兴建可负担屋的承诺,造福中低收入群体。

“柔州政府也要求柔佛州房屋发展机构开设‘规划、设计及审议小组委员会(PDRC),全面评估、监督和简化可负担房屋申请。”

2026年前建逾2万间

同时,这个机构还会扮演“中央数据库”的协调角色,更有效监督州政府、中央政府和发展商,积极推动州内的可负担房屋发展。

“根据我与发展商和地方政府初步会谈,会在2026年之前,分阶段兴建2万1139间可负担房屋。2022年及2023年底将有5033间可负担房屋完工。”

除了发展商兴建可负担房屋外,州政府也会鉴定合适的政府地,为低收入和中等收入群体提供可负担房屋,以满足各族柔州人民的拥屋梦。

政府自建,
更能确保房价“可负担”!

马来西亚房地产发展商会(REHDA)代主席拿督童银坤呼吁政府,自行承建可负担屋,或为发展商提供补贴,来确保房屋价格能真正“可负担”,让低收入群体受惠。

他接受《马来西亚前锋报星期刊》访问时指出,房屋及地方政府部等多方,要求屋价处于可负担价位,但并非所有人的看法都一样。

通胀高企且建材价格飙涨,发展商很难不转嫁成本,但如果房价过高,买气就会受影响。这样一来,发展商只能减少开发新项目,当市场供应变少,房价就会被推高,与政府的目标相左。

目前,为了要响应政府的对可负担屋的号召,发展行被迫采取“交叉津贴”的方式来建设项目,才能以低于成本的价格卖出。

但是这也代表,当中转嫁的成本会落到自由市场的屋价,让中高等收入群体被迫以高价买屋。

对此,他呼吁政府为发展商提供房屋补贴,不然就是政府用税收来全面承建可负担屋。

报道中也点出,今年首季一个单位的平均价格为43万3430令吉,然而在2009年,相关价格仅为20万4470令吉。

这趋势间接导致全国总值达429亿令吉的5万9642已建竣单位未售出。

丹州拨逾5千万建可负担屋

丹州政府拨款,
助州民实现拥屋梦。

吉兰丹州务大臣拿督阿末耶谷指出,州政府今年拨款5538万令吉,为州民提供可负担屋。

他为吉兰丹2022年马来西亚产业展(MAPEX 2022)主持开幕后在记者会上指出,在这笔拨款中,有2235万令吉是用来兴建贫民房屋,比去年1067万令吉的拨款多出1倍。

贫民屋涨1万元

由于建材价格高涨,贫民房屋的价格也从每间4.5万令吉,调涨到5.5万令吉,但会是让贫民们能住得舒适的房屋。

“每间房屋必须拥有三卧、厨房、卫生间和客厅。惟申请兴建贫民房屋者,必须拥有自己的土地。”

除兴建贫民房屋,贫民也可申请有关拨款维修房屋,每间房屋可申请1万令吉维修费。

马星今年首季销售近4.5亿

今年20亿令吉销售目标,
有望达成!

由于在处于策略地点推出可负担价位产品,加上精心设计符合当前市场需求的功能,马星集团成功在今年首季锁定了约4亿5000万令吉的销售额。

同时,该集团计划在今年移交逾4000间单位予购屋者。在首季时已经移交槟城M Vista的单位,接下来则是蕉赖M Vertica和Southville City的Sensory Residence首期房屋。

马星集团在文告中指出,随着马来西亚重开国门,加上过渡到地方性流行病,经济活动也跟着复苏,带动该集团的项目持续获得热烈反响。

M系列备受欢迎

马星集团主打可负担屋的“M系列”备受市场欢迎,无论是郊区的有地住宅还是位于吉隆坡市中心的高楼住宅,都取得良好的认购率。

雪州沙叻丁宜推出的M Senyum双层排屋构想图。

比如说,近期位于万挠的M Aruna,推出58万3000令吉起跳的Delphy联排房屋,取得95%的认购率;5月于雪州沙叻丁宜推出的M Senyum双层排屋,45万令吉起跳的价格也满足市场需求,首期的262个单位全数售罄,第二期的Camellia 2如今也开放预订。

随着首季获得出色的销售表现,该集团计划从次季开始推出更多项目,搭配各种线上线下营销努力,有信心全年20亿令吉的销售目标可达成。

认购率多超过80%

其他在大吉隆坡地区备受瞩目的M系列项目,包括位于冼都的M Centura和M Arisa,分别从32万8000令吉和29万9000令吉起跳,前者已全数售罄,后者也取得了87%的认购率。

位于蕉赖的M Vertica,首4栋已经售出81%,45万令吉起跳的价格和策略地点获得许多购屋者青睐。在甲洞推出价格38万5000令吉起的M Luna,以及旺莎美拉华蒂花园(Wangsa Melawati)售价46万8000令吉起的M Adora,皆取得了高达95%的认购率。

而处于旧古仔路地区的M Oscar,最低售42万8000令吉,已经卖出了88%。

文良港和甲洞将推新项目

接下来,随着在文良港和甲洞推出的项目皆有优秀的销售表现,该集团将在这两个地区趁势推出M Astra和M Nova,价格分别从39万9000令吉以及31万8000令吉起跳。

马星集团创办人兼集团董事經理丹斯里梁海金指出:“良好的认购率让我们更具信心,为市场推出类似的住宅项目。因此,我们一直在寻找价格具有吸引力的土地,以复制我们M系列项目的成功。 ”

他指出,该集团考虑在巴生谷、槟城、柔佛、芙蓉、马六甲和霹雳寻找适合其商业模式的好土地。

六成项目50万令吉或以下

考虑到我国的年轻人口、国门重开的利好,以及房屋是作为最有效抗通胀的工具,马星集团有信心其可负担项目的需求继续在中长期保持良好势头。

在2022年,马星集团有94%的项目是在70万令吉以下,50万令吉或以下的项目也占了60%。

 探索新技术降低成本

另一方面,马星集团在今年首季取得约5600万令吉的税前盈利,以及4亿3320万令吉的营业额。

其中,房地产发展业务的营运盈利按年增加22%,达7450万令吉;营业额也增加3%至3亿1930万令吉,归功于较高的房地产销售。

截至3月31日,该集团的未入账销售约达20亿3000万令吉。

面对劳动短缺以及建材成本大涨的供应链受扰挑战,马星集团也正在探索新的建屋技术,以期降低建筑成本。

该项目提供3层保安设施,拥有22项适合各年龄段的活动和娱乐设施,如泳池、泡泡按摩池、游戏室、篮球场和健身房等。

李志成指出,世天集团已推出6236个可负担房屋单位,是大马一家直辖区房屋计划最大的贡献者之一。

为了让在首都打拼的年轻人能圆拥屋梦,一个马来西亚人民房屋计划(PR1MA )在安邦(Ampang)推出了崭新的可负担屋项目RESIDENSI PR1MA Astrum Ampang,价格从25万令吉起跳。

这是一项以公交为导向(TOD)的可负担屋计划,首相拿督斯里依斯迈沙比里为其主持动土仪式时说,除了价钱实惠,买家还可以享受游泳池、健身房、祈祷室、羽毛球场和游乐场等各种设施。

“拥有这里的单位对今天的年轻人来说是一种吸引力。”

RESIDENSI PR1MA Astrum Ampang由Astrum Ampang私人有限公司启动,PR1MA为投资者和联营伙伴,符合大马一家理念下的“一家一屋”(Satu Keluarga ,Satu Rumah)愿景。

其中,这PR1MA房屋将有712 套小型家庭办公室(SOHO),以及服务式公寓为概念的可负担房屋。屋价分别为25万令吉和27万令吉,面积为450 平方尺和550 平方尺。

首相拿督斯里依斯迈沙比里透露,政府将根据年轻人的外出需求,打造以公交为导向(TOD)的新房屋项目。

他指出,由于疫情促使不明确的经济状况,导致我国房价较高,让年轻人难以拥屋。而政府听到了人民的心声,正在规划一项TOD新房屋项目。

“TOD房屋不仅能让年轻人外出工作更方面,还有助实现我国在可持续发展目标(SDG30)下,在2030年的目标。”

买房,
未必是最好的抗通胀方式..

随着经济逐渐复苏和人民纷纷领取到公积金的1万令吉特别提款,大马如今正是物价腾涨、市场充斥热钱的时候。再加上令吉在近期面临贬值的压力,预计接下来会出现更强劲的通货膨胀。

在这样的情况下,许多人往往会打算把钱投资在房地产等具有保值、增值特性的资产,以对抗来临的通货膨胀。但想要让这个投资的策略成功,还必须慎选购买房地产的地点和价格等诸多因素。

买房抗通胀

跟黄金一样,房地产是对抗通货膨胀的最佳工具之一。事实上,从过往的数据来看,房价只有在某些时候会出现短暂的停滞或下跌,并且在长期而言都是持续走高的。

国家产业资料中心的马来西亚房价指数显示,大马全国的平均住宅房屋价格在2021年达到43万4758令吉,比2010年的21万7857令吉上涨了接近一倍!

在这段期间,房价一直都持续录得增长,甚至在2011年、2012年和2013年个别取得10.9%、13.9%和11.2%的双位数增长率。

物价更贵了

相比之下,令吉的购买力在2010年1月到2021年12月期间因为通货膨胀而贬值了超过25%。根据大马统计局的资料,在2010年1月时可以用100万令吉购买到的服务和产品,在2021年12月时必须要以大约125万令吉才能买得到。

回看目前的情况,如今建筑材料价格高涨,相信发展商在接下来将别无选择地把调高的成本转嫁给买家,从而促使房价居高不下。

同时,政府今年也拨出了大笔款项,用来推动我的第一间房屋计划(Skim Rumah Pertamaku)、一马房屋(PR1MA)的先租后买计划和房屋贷款担保计划(Skim Jaminan Kredit Perumahan)等协助人民买房的措施。

由此可见,现在不管是买房自住或者投资都是非常好的一个时机。然而,想要购买房屋并不能掉以轻心,并且需要更加谨慎地做好调查和筛选。

50万令吉以下房子受落

从现在的情况看来,相信市场会以健康与实质的需求为主,尤其是那些价格50万令吉和以下、适合作为首套房子的可负担房屋。

比如林上海资本公司(Lim Seong Hai Capital Berha)近期收购的Residensi Laman Segar Hijau为例,这个位于蕉赖的公寓项目就包含了30万令吉的直辖区房屋(RUMAWIP)单位和50万令吉左右的公开市场发售单位组成。

在发售后不久,项目当中的RUMAWIP可负担房屋单位已经获取100%的认购,同时开放给公众购买的公开市场单位也已经售出70%,足见产业在选择地点、制定价格和规划类型方面的重要。

每一名房屋买家和投资者的风险偏好、财力和预期的投资回报等都不尽相同,但只要把握好这几个要点,就能找到一间低风险且具备出色投资潜能的房地产。

滞销量曾 发展商应更谨慎

马来西亚国家产业资料中心(NAPIC)的数据显示,我国的住宅房屋滞销单位数量在2021年达到新高,共有总值227.9亿令吉的3万6863间房屋卖不出去。

对于这种情况,尽管很多发展商会为这些单位提供更诱人的销售配套以求清货,并且为买家带来更多的选择,但我认为发展商还是应该在接下来推出新项目方面更加谨慎,尤其是在选址和定价方面。

否则一旦手头上的滞销单位数量累积过多,就会面临现金流和营运方面的问题,同时也会造成市场上的滞销房屋持续增加,对整个行业造成影响。

一般上,造成房屋难以找到买家的常见原因之一,是有些发展商没有经验或者没有做好市场调查和研究,因此失误投资在一个差强人意的地点。

这些地点不受人们欢迎的原因,往往是因为基本的生活设施配套不齐全,比如缺乏公共交通系统和高速公路等等,加上有些距离市中心太远,所以导致兴建的屋子无人问津。

第二个常见的原因,就可能是出自于发展商的名声和建造品质方面,从而导致市场对于他们的项目信心不足。

滞销原因因地区而异

无论如何,造成滞销房屋的原因不能在根本上一概而论。这是因为,房地产毕竟是受到很多因素左右的资产,诸如所处的地点、社区环境和基础设施、房屋类型、房价、发展商的财力和项目施工品质等,都是能够决定一个房地产项目能否成功的要点。

换言之,每一个地区出现滞销房屋的原因都不尽相同。以吉隆坡为例,这个地区可能是因为限制国境的出入而导致外国买家和投资者减少,进而影响了很多高价位房地产项目的销售,所以才会有房屋单位滞销。

所以只要选对地点、定价合理,再加上良好的发展记录和建造品质,相信就不会出现滞销的问题,并且让市场把如今高企的滞销房屋单位逐渐消化。
