中国房市近来陷入疲软,政府积极振市,但还是有些投资客选择往外投资。

而他们的投资目的地,就包括大马在内的东南亚。

亚洲产业科技集团居外IQI在《中国产业放缓推动东南亚产业投资报告》中提到,许多买家都乐观预期,大马房市会在来年复苏,能助他们获得投资回酬。

报告中指出,大马经济正在从疫情中复苏,预计今年可以取得5.5%的经济增长率。同时,大马不仅靠近中国且价格实惠,热带环境更是寒冷北方买家向往的生活房市。

政府近期推介的大马高级签证计划(PVIP),料吸引更多外资前来,带动房地产投资。

PVIP吸引力高

再者,政府近期推介的大马高级签证计划(PVIP),也为希望在大马居住和工作的富人打开了大门。居外IQI相信,这项计划可在首年吸引近1000人参与。

“高级签证计划高级不苛刻,且非常具有吸引力。外国人不必担心每6个月或1年要更新一次签证,方便他们生活、工作,以及把孩子送到本地的国际学校。”

PVIP主打“居留20年”的签证,只需每5年更新一次。

PVIP开启大马市场财富大门,
工业生产占优势

政府日前推出大马高级签证计划(PVIP),并将于10月1日开放申请,更以“居留20年”签证特权,为全球富豪和投资者提供方便之门外,也蕴藏着巨大的工业和相关产业发展潜能。

PVIP旨在吸引全球各国的富豪来马置产、投资和让他们的子女来马求学等,有助于塑造投资者孵化器平台和全球投资热土的地位,进而把大马打造成一个充满各类商机的投资目的地。

海外富豪和投资者对来马投资工业设厂的询问度,比来马投资房地产或移居自住高,惟政治不明朗因素、第15届大选随时举行、政策朝令夕改的先例和迟迟未解决的人力荒问题,令大马要通过PVIP来吸引海外超级富豪和高端投资者进驻,也并不是全无隐忧。

工业产业前景看俏。

受访的产业界人士异口同声指出,随着区域全面经济伙伴关系协定(RCEP)、跨太平洋伙伴全面进步协定(CPTPP)和东盟-香港自由贸易协定的落实,多项关税减免机制有望加速区域市场一体化的进程,东盟各国需发挥各自的优势,以在竞争中脱颖而出,而大马在这时候推出 PVIP正合时宜,有望吸引超级富豪和高档外资进驻。

跨国产业顾问公司大马莱坊执行董事沈颂能认为,PVIP祭出对投资者友善的政策,向各领域的优质工业投资招手,将可促进我国工业生产力及就业增长。

他相信PVIP的申请者绝大部分将是以做生意为主,全家移居并非首选意愿,也非常关注大马的政治环境,还有众多贸易协议优惠税率的加持下,吸引中东和欧美企业进驻,把进出口生意移到大马。

“大马是全球公认的清真产业枢纽,也拥有丰富的原料,近期陆续接获中东企业有意在大马开设清真食品工业的询问。”

拟迁厂投资工业园

曾在中国、香港、台湾、新加坡、汶莱及印尼等地主讲逾370场房地产讲座的大马产业评论员潘荣德透露,随着大马推出PVIP,至今产业界已接获许多关于来马投资的垂询,海外投资者都把目光放在迁厂和投资工业园。

他指中华地区投资者倾向于落户大马发展工业,同时大部分在中国拥有分公司的投资者或富豪,已陆续计划分散生产线到东南亚国家。

他指出,新加坡是国际金融中心,一般亿万富豪都会选择移居新加坡,但不少投资者都深知,大马具备更大的投资和置产优势。

“新加坡是个弹丸小国,如今可供发展的土地非常有限,寸土如金,即使展开填海工程也需要时间,投资者也深知设厂营运成本高。

“相比之下,大马提供吸引外资的税务奖掖、新元兑令吉汇率优势、营运成本较低、土地幅员广阔、天然资源富饶及掌握多语言的人才库等,令海外富豪偏向于来马投资工业,进而间接带动房地产市场。

“在新加坡设厂的投资者,总有一天会把业务版图转移来大马,以控制营运成本,这是迟早的事。”

他表示,雪兰莪、吉隆坡、槟城和柔佛州皆是备受看好的投资目的地,而柔佛凭着策略性地理位置的优势,成为外贸经济据点。

外资狮城设总部  工厂仓库在大马

绿盛世(ECOWLD,8206,主板产业股)南马区总经理潘炎展说,跨国企业或海外投资者把总部设在新加坡,工厂、仓库、物流中心和分公司设在柔佛并非新鲜事,大马国境重开再进一步推出PVIP,不仅让海外投资者聚焦大马,也促进工业经济行稳致远。

他指出,目前不少从事物流、制造业和高质量投资者询问进驻柔佛事宜,计划在新山区扩展业务版图。

4领域询问度创新高

潘荣德说,海外投资者除了询问在大马开设工厂、货仓和物流中心外,对于绿色能源、制造业、电子电器和食品加工业的询问度更是创新高。

“人类社会对绿色能源的需求将有增无减,也激活绿色投资新潜能。”

他坦言,近年投资者不断加大对绿色能源的投资,投资者把新能源或再生能源作为核心投资布局,以逐步打造未来高质量发展的绿色引擎,维持企业的永续发展。

大马食品加工业也是海外投资瞄准的市场之一,尤其是全球数以兆计的庞大清真食品供应链,市场份额比中国还要庞大,而大马清真认证绝对是营销卖点,协助海内外商家打入庞大的消费市场,且为进军全球市场最佳路径。

沈颂能指出,大部分海外的工业投资者都会采取“先租后买”方式设厂,耗时1至3年的试水温模式进驻大马,直接买地建厂的投资者人数较少,主要是观察整体市场的稳定度。

“鉴于很多申请程序繁杂,从购买土地到兴建全新厂房,单单手续也需耗时8个月至1年,因此普遍上进驻大马的工业投资者,都会先租厂房投入生产一边物色合适的地段,直到业务稳定才选择迁厂。”

富翁带动豪宅市场

亿万富豪如Meta Platforms(前称面簿)联合创办人萨维林、世界级投资家吉姆罗杰斯、冬海集团主席兼总执行长李小冬及海底捞集团创始人张勇等全家移民新加坡,还有许多国际政商名流移居新加坡,大马首推高级签证能否在超级富豪市场分一杯羹?

新加坡已开通全球商业投资者计划(GIP),而泰国也推行长期居民(LTR)签证吸引超级富豪,如今大马祭出PVIP,如同加入向超级富豪招手的“战局”,以提高我国的集聚经济效益,在世界级投资目的地力争一席之地。

跨国产业顾问公司大马莱坊执行董事沈颂能说,虽然PVIP开出20年签证力图吸引富豪移居我国,但要打入超级富豪圈,还是有难度,在东南亚国家当中,国际超级富豪的首选必定是已跻身发达国家的新加坡,而且新加坡提供的全球商业投资者计划中,也纳入税务优惠配套。

“亿万富翁圈有自己的标准,一般都会选择移居纽约、香港和新加坡。”

不过,他表示,当富豪相中大马的工业发展投资,前来视察期间会选择租下高级豪华公寓,可带动国内高档公寓和独立式洋房的租赁市场。

“富豪的邻居都是富豪,政商权贵的圈子都会集中在具备顶级保密和保安级别的社区。”

他举例,在吉隆坡市中心的豪华公寓阁楼(Penthouse)月租5万令吉才能算匹配富豪身分的住处,还有前首相曾居住的柏威年(Pavilion)区高端公寓月租至少2万令吉。

他说,月租3万令吉以上的高档公寓,同时再搭配非常严密的保安系统,才会被富豪相中。

“在槟城方面,不少富豪选择租下海景独立式洋房,月租至少1至2万令吉。”

20年签证成大优势

马来西亚房地产中介协会(MIEA)会长曾爱珍表示,PVIP向全球不同领域的投资者招手,在个人方面或会选择购置市中心的住宅房产,而企业方面则往工商产业投资。

她认为,20年签证的优势,无疑可为全球投资者进驻大马提供一个更长远的视觉,以促进我国的实体经济发展。

“最重要的是,无论提供任何签证计划,也必须要有一个稳定且值得信赖的机制实施。”

她指出,每个国家拥有独特魅力吸引全球投资者的优势,而大马的房价比起周边国家相对便宜很多,以100万令吉购置房产门槛为例,令吉兑换美元,约22万美元就能买房,这都是投资看中的投资切入点。

此外,她也点出PVIP的申请费高达20万令吉,这笔申请费远高于各个邻国的类似计划,例如新加坡的全球商业投资者计划申请费仅为1万新元(约3万2000令吉),泰国长期居民签证申请费则为5万泰铢(约6万2000令吉)。

“一旦申请被拒,是否需付全额申请费?具体的申请条件和细节仍有待正式公布。”

潘荣德则认为,PVIP与马来西亚我的第二家园(MM2H)计划的目标群体大不同,PVIP吸引更具经济实力的投资者,岸外收入至少每月4万令吉的条件,以目前令吉汇率计算岸外月入少于1万美元,这门槛不算高,也无需遵守1年内须在大马居留90天的条规。

“最让人惊喜的是,提供前所未有的居留签证有效期20年,意味着有钱就能申请。”

改善政治乱象才能留人

潘荣德说,PVIP长达20年的居留签证是一大卖点,瞄准的对象非富则贵,也给予富豪身分地位最高的象征。然而,亿万富豪的选择非常多,未必选择移居大马。

他坦言,目前他身处香港受邀演讲大马产业趋势,几乎被出席的投资者对我国4年内换3任首相一事“问倒”,而且有了MM2H重启后新门槛下产生各种乱象的前车之鉴,申请繁文缛节和刁难已影响我国的形象,MM2H申请等待一年半载没有进度,希望PVIP不会重蹈覆辙,动摇富豪们对大马的信心。

他指出,距离PVIP开放申请还有2周,但截至目前,官网未提供任何相关资讯,就连申请表格都尚未出炉,是否沿用之前MM2H的代理或中介模式申请?或更专业处理?整个情况太模棱两可,有待公布细节。

“富豪看中大马的工业投资前景,但偏偏面对迟迟未获解决的人力荒问题。”

他强调,工商业的产业链环环相扣,牵一发而动全身,必须要有丰富人力资源的支撑,人力荒是工业发展的绊脚石,也影响投资信心。”

短短一天内,就有20万富豪想要获得我国的20年居留权!

内政部长拿督斯里韩沙再努丁透露,9月1日宣布推出大马高级签证计划(Program Visa Premium Malaysia,PVIP)后,隔天就收到2万份申请。

他出席玻璃市惩教中心出席人民爱心播种计划开幕仪式后向记者指出,这些富豪主要通过代理提出申请。

根据内政部的计划,首阶段的申请人数不会超过2.5万人。

未来可能涨价

韩沙再努丁提到,内阁早前已同意申请人必须缴付一次性收费20万令吉,以及每名亲属则每人一次性收费10万令吉。

“如果申请反应令人鼓舞,我们可能在接下来阶段提高收费。”

这项高级签证计划主打“居留20年”的签证,冀望吸引全球富豪旅居和和投资,除了以色列和与我国无邦交国家的富豪们申请。

与MM2H目标群众不同

韩沙再努丁在致词时也说,在这20年期间,会每5年发放一次签证。持有者必须要符合其他条件,包括至少100万令吉的定期存款,且不会威胁我国的安全。

他也说,政府的大马第二家园计划(MM2H)主要为退休人士而设,而高级签证计划时瞄准外国富豪的“居留投资”计划,可以长期逗留、求学、工作或置业等。
