马来西亚房地产发展商会(REHDA)马六甲分会主席拿督吴俊兑想告诉你,只要规划好收入,何时都是购屋最佳时机!

当你想要买房时,会不会常听各种市场意见,告诉你现在利率如何、房市前景如何、房价可能即将上涨等,让你抓住好时机赶紧购屋。

其实,购屋的最佳时机,得看你自己的财务规划能力!

也是Wawasan Intact Properties Sdn Bhd 董事的吴俊兑出席关丹皇都新房屋推介礼时指出,很多有意购屋者,因为担心通胀和经济前景,而一直犹豫不决,无法决定到底是现在购房好,还是等多一阵子。

应积极不消极

“面对通膨,购屋者一般持有两极心态,积极者规划收入购屋,消极想法则持现阶段不购屋。“

”购屋最好时机,是做好收入规划,随着通膨及物价高涨,若现在不买,料未来屋价更高,换言之,重要是规划收入,而不是不购房屋。”

推介礼出席者包括Wawasan Intact Properties(彭亨)有限公司董事经理拿督吴俊清、关丹皇都负责人法里占、关丹雅韵歌友会名誉主席潘昭银、副主席黄金宝及关丹华联青署理总团长余志凌等。

他说,配合国庆日,关丹皇都将于本月20日及21日举行展销会,届时公司将安排财务精算师团队,在场与有意购屋者交流,给予建议,以选购心目中理想房屋,一圆居者有其屋梦想。

首相拿督斯里依斯迈沙比里

这项最新优惠是由首相拿督斯里依斯迈沙比里宣布,来自于政府的大马一家拥屋倡议(i-MILIKI),仅限于2022年6月1日至2023年12月完成的买卖合约。

而贷款合约和产权过户的文件,同样适用!

沙比里日前为“2022年购屋嘉年华“(2022 Jom Beli Rumah Carnival)推介礼时,公布这项好消息。

居者有其屋是国家大事

他指出,虽然豁免和减免印花税将导致国家收入减少,但“居者有其屋“是政府视为优先且必定不能妥协的议程,只有舒适的住所能孕育和谐幸福的家庭,是政府予以国民的承诺。

“我意识到住房是国民提升生活素质的一大需求之一,因而决定重启国家可负担房屋理事会(MPMMN),研究全国的可负担房屋需求。”

HOC税务减免近9.58亿

沙比里还透露,政府在2019至2021年推出的拥屋计划(HOC),为购屋者减免的税务高达9亿5780万令吉,当中最受惠的就是50万令吉以下的房子。

政府在第12大马计划中设下建造50个可负担屋的宏源,在沙比里看来,这个目标需要各界协助才能达成。

同时,房政部也正在开发国内首个可负担屋价格指数的地图,让发展商能据此择地,为国民提供更多符合需求的可负担屋。

他也希望更多具有教育意义的活动宣传开来,比如年轻拥屋、精明购屋运动,从而提升首购族根据能力置产的讯息。

你在申请房贷时面对困难吗?

要助国人真的达到“居者有其屋”,房贷是其中一项关键因素。

因为对B40和M40的中低收入群体来说,存钱来现金买房简直是天方夜谭,只能够通过房贷来买到房子。

但是也恰是这一群人,常常无法成功申请到房贷。

他们有些是信用记录不佳、属于高风险类别,或是从事零工经济或小本生意,没有文件来向银行证明自己的偿还能力。

为此,政府正式推介大马房屋融资计划(i-Biaya),今年就有至少59亿令吉供中低收入群体申请,助圆拥屋梦。

房屋及地方政府部长拿督斯里里查马里肯及财政部长东姑扎夫鲁主持推介礼时介绍,i-Biaya提供3项融资计划:

  • 房屋信贷担保计划(Skim Jaminan Kredit Perumahan,简称SJKP)
  • 我的第一间房屋计划(Skim Rumah Pertamaku,简称SRP)
  • 一马房屋计划(PR1MA)的先租后买计划(RTO)

料2.5万人受惠

里查马里肯指出,首两项融资计划分别由SJKP和马来西亚国家按揭机构(Cagamas)旗下的马来西亚国家按揭机构SRP有限公司进行,让中低收入群体的融资路更轻松。

财政部长扎夫鲁则说,SPR预料今年将发放59亿令吉房屋融资,凡是家庭收入不超过1万令吉,可购买50万令吉以下的房屋,料惠及2万5000名B40及M40申请者。

“在SRP担保下,银行可提供超过90%的房贷,这意味着SRP将担保高达20%的房屋融资。”

截至今年2月,SRP计划让约6万7000户家庭达成梦想,拥有他们的首间房屋。

森州 3年批逾2万可负担屋

森州政府,
盼能助民圆拥屋梦。

森美兰州务大臣拿督斯里阿米努丁指出,为了帮助州民能达到“居者有其屋”,森州希盟政府在执政3年来,政府共批准了2.39万间可负担屋,供有需要的州民申请。

州政府一直致力推出各种可负担屋举措,来帮助州民能圆拥屋梦,包括森州公务员房屋计划、人民希望房屋等。

阿米努丁是出席芙蓉新城Rimbun Harapan花园森州公务员房屋钥匙移交时发表谈话。

出席者还包括森州行政议员张聒翔、拿督莫哈末拉菲依、陈丽群、威拉班、朱建华、森州秘书拿督拉扎里博士、De Four发展有限公司董事阿末法依扎、蓝里沙夫安、森州发展机构总执行长露丝米玛等。

公务员房屋计划反响热烈

这项公务员房屋计划是森州发展机构(PKNNS)和De Four发展有限公司携手合作,旨在帮助公务员拥屋。

这项目靠近芙蓉新城及Ainsdale,也能快速出入南北大道。优秀的地理位置获得公务员的欢迎,自开放申请以来,接获逾1000份申请表格,最终有351人申请成功。

其中,A型的面积为22 x 65尺,共有150个单位,从9万令吉起跳;而B型面积为22 x 70尺,价格从25万令吉起跳。

351名森州公务员成功申请到Rimbun Harapan花园房屋,大家都高兴展示刚接获的房屋钥匙。

人民希望房屋计划获拨500

而对于在2021年推介的人民希望房屋计划,阿米努丁透露会在2022年持续,已经拨款500万令吉。

这项计划能让B40群体能以无息贷款方式,在自己的土地上建起属于自己的房屋。在房屋竣工、移交钥匙后,申请者才需开始缴付贷款。

谁是PR1MA最大买家?

最需要可负担屋。

一个马来西亚房屋(PR1MA)旨在助国人达到“居者有其屋”,为中低收入群体提供可负担价位的房屋。

截至去年12月,一马房屋中有半数的买家,就是年龄在25至35岁的年轻人,高达1万7543名。

拿督斯里里查马里肯

这数据来自房屋及地方政府部长拿督斯里里查马里肯,他在国会下议院的问答环节中,回应土著团结党沙白安南国会议员拿督莫哈末法西亚的问题。

他说,但是在去年,25岁至3岁的年轻人就占了PR1MA买家的34%,相等于1904名。

“这证明PR1MA计划的价格受年轻人欢迎,该群体也负担得起。”

PR1MA如今正推动青年房屋计划倡议,冀望在今年底时把PR1MA年轻买家的比例,从50.3%提高到70%。

对于巴生谷这房价和租金高的地区,房政部也计划在数个地点兴建“青年过渡期房屋”(RTB),帮助年轻人拥屋。

这包括在吉隆坡峇都区兴建1400个单位,以及在雪兰莪万挠打造3000个单位。

陈志远设基金助B40获房贷

B40最大的拥屋问题是什么?
财务困难借不到房贷。

成功集团创办人兼执行主席丹斯里陈志远,正式成立“我的首间家基金”(Yayasan MY FIRST HOME),设下首年帮助至少1000人拥屋的目标,更率先捐献500万令吉予基金会。

陈志远在推介礼上指出,这个基金会旨在帮助国人圆“居者有其屋“的梦想,协助那些因个人信贷而无法获批房贷的B40群体,解决他们的信贷问题,然后再和银行配合,提供100%的房贷。

要获得这些帮助,申请者必须先通过基金会的面试。

这项推介礼邀得国家元首苏丹阿都拉陛下亲自推介,元首赞赏陈志远的慷慨善举。

出席推介仪式的包括“我的首间家基金”信托人拿汀斯里苏妮达。

陈志远在随后的记者会上指出,许多B40因为个人信贷情况而被列入黑名单,因此无法像银行申请房贷,因此才决定成立基金会帮助他们。

陈志远近年来非常关注国内的拥屋课题,也是“让马来西亚更美好“基金会创办人的他,早前提出“两代人还贷”论,建议银行提供购屋者两代人还贷期,即40至60年的还款期,以便让他们可以拥有自己的房屋。

这个基金会还计划兴建每单位900平方尺的公寓,每个单位间隔出5房间4浴室的空间,引发市场热议。

PR1MA主席:10%头期怎么找?

剩下10%要到哪找?

一马人民房屋计划(PR1MA)主席拿督法都峇里博士呼吁国家银行仔细地评估银行的房贷条件,助更多国人居者有其屋。

上任PR1MA已100天的他出席记者会时说:“国家银行确实有批准贷款,但如果贷款只批90%,那买家要上哪找另外的10%呢?”

法都峇里希望国家银行能重新审查并提出更详细的贷款计划,以吸引PR1MA买家。

“我们了解,国家银行需要评估买家的偿贷能力,但如果可以的话,在此刻面对大流行病之际,是否能放宽条件让贷款者能持续生存。”

“当我看到PR1MA的买家资料时发现,75%为低于35岁,表明这年龄层有兴趣买房。如果能够放宽放贷条件,给予最高的贷款额,那就能让他们更轻易拥屋。”

他也强调,并非是要硬销该机构旗下的房屋,并指该机构成立的宗旨,是为了确保国人都能有自己的一间房子。

建10万间PR1MA

因此,PR1MA会继续支持“大马一家”的愿景,在第12大马计划下兴建10万间可负担屋,并确保所发展的项目宜居性高。

PR1MA在全国多个地区拥有34段土地,总面积达1887英亩的。该机构至今在全国拥有61个项目,共有4万9401个房屋单位,其中35个涵盖2万7821个单位的项目已完工。

”这当中,2万4364间或87.6%已完工的房屋单位已售出 ,而被预订的房屋单位则有1705间。“

太子城梦之家 上千单位不够卖

太子城梦之家反响热烈!

由创建集团(MGB)推出的太子城梦之家(Idaman Bandar Saujana Putra)可负担屋计划反应热烈,1312个单位全被超额预定。

这是创建集团在“我的雪兰莪MBI梦之家”(Rumah Selangorku Idaman MBI)推出的首个项目,也是该集团首个可负担屋计划,预计会在2023年竣工。

该集团执行副主席丹斯里林福山指出,将继续致力解决雪州的可负担屋计划,让州民居者有其屋。

“我们将如期在今年底或明年初前,推介其余5项雪州梦之家项目;这些项目将为集团带来稳定营业额,更有望提高股东价值。”

雪州梦之家计划,是由雪州政府发起的倡议,旨在为雪州首购族,提供3万间可负担房屋的计划。

而创建集团是与雪州投资有限公司(PNSB)旗下的PNSB建筑,于2019年成立PCSB-MGB财团,通过工业化建筑系统(IBS)技术,在战略地理位置打造7210间可负担房屋。

太平苏丹路木屋 等不到地契

担心哪天就无家可归了……

60年前就开始居住、申请了十多次的地契仍无果,还有其他人扬言获得地契,终日担心哪天被迫迁……

“没有一刻住得安心“,是太平后廊(Aulong)新村边沿的苏丹路和草场路、15间木屋区居民的心情写照。

居民们大举字牌盼政府早日发出地契予他们,左起是林庭绰及何碧凡。

这个木屋区建立超过60年,许多老村民更是从上一代就开始居住在这里。但至今,他们都还没获得地契,而且也因此不敢维修残旧不堪的屋子,只能任由倒塌。

这些居民们联合吁请拉律峇登县土地局早日发出地契,真正落实政府“居者有其屋“的理念。

王来建:深怕屋地被他人申请。

据68岁的居民王来建指出,他的父亲在60年前就居住在此,当时拥有临时地契,还有水电供应。但他和父亲先后申请地契超过10次,始终无下文。

最近5年,居民们已连续申请3次地契,每次的申请费用为10令吉,但依然没有获得任何的回复。

更让居民担心的是,近年来一直有一些外来者申请这地区的地契,甚至扬言已经获得批准,这让居民更加担心,哪一天就会被“赶出去“。

居民们多年来曾多次向代议士要求协助,但地契问题仍无法获得解决。

“近来有一些木屋区如中山路及后廊甘庶芭都已获得地契,希望当局能关注我们的困境,尽快发出地契让我们有一个安身之所。“

他认为,如果土地局无法发出当地的屋地,折衷方法是发出其他重组村的屋地予居民,实现居者有其屋的理念。

位于苏丹路的一些木屋已残旧,另一间甚至已倒塌,居民希望能早日获得地契,以便重建及维修。

何碧凡:问题已拖延多年

行动党太平第一花园支部主席何碧凡也说,本身在多年前便接到居民的投诉后,与支部秘书林庭绰据理力争协助居民向土地局申请地契,并在3年前提呈居民的宣誓书,过后土地局也派员进行登记,但较后却无下文了。

他指出,不久前再度前往土地局询查进展,并获告知须再一次提呈宣誓书,故将会安排居民办理,然后呈予土地局。

“后廊苏丹路与草场路木屋区的问题已拖延许多年,盼政府能正视并早日发出地契,让居民得以重建房屋。“

25专才谋策 解决可负担滞销屋

25人的专家小组,
任务就是助国人拥屋。

为了解决国内可负担滞销屋的问题,并助国人达到居者有其屋的目标,政府特别号召了25位专业人士组成专家小组。

房屋及地方政府部长拿督斯里里查马里肯在记者会上指出,这批专家小组的任期为2年,包括了经济学家、学者、业者、房屋发展商、法律专家、购屋者协会、银行成员及政府前高官。

里查马里肯为这支小组的主席,联邦直辖区部秘书长丹斯里阿末费沙为替代主席。

其他成员包括大马交易所主席丹斯里阿都华希、房政部前秘书长丹斯里阿帕阿都拉萨、国行副总裁拿督查马尼、国库控股研究机构研究主任苏拉雅博士及大马青年理事会主席祖菲特里。

1月底提交初步建议

他冀望能够结合全面的知识、经验和专业,来协助政府筹划一个全新且利民的房屋政策和计划。

这小组任务是商讨困扰房屋业的各种挑战及课题,包括完成房屋、可拥屋、可负担房屋、房屋品质及宜居性,并且拟定新政策来提高国内的拥屋人数,尤其是难以支付头期的年轻人。

他也要求专家小组找出截至去年第3季全国有7729间30万令吉以下可负担房屋滞销的原因及解决方案,助政府落实在第12大马计划下建50万间可负担房屋的目标。

初步讨论结果会在本月31日,提成予首相拿督斯里依斯迈沙比里召开的国家可负担房屋理事会议,相关政府机构、州政府及所有利益相关者将出席该会议。
