全国最低房价的州属……

在隆市的可负担屋要30万令吉,
在马六甲不到20万就有排屋……

马六甲首席部长拿督斯里苏莱曼指出,马六甲的平均屋价在今年首季达到20万6262令吉,是全国房价最低的州属!

苏莱曼引用的是来自国家产业资讯中心(NAPIC)的数据。全国在首季的平均房价为432万3430令吉,均价最高的州属是吉隆坡,平均高达74万8520令吉。

同时,马六甲排屋的平均售价为18万1428令吉,比隆市许多可负担公寓还要低。而在隆市要买一间排屋,平均价格是86万7172令吉。全国的排屋均价也要41万527令吉。

苏莱曼是为马来西亚房地产发展商哥哥会(REHDA)马六甲分会主办的“2022年马六甲房地产展销会”主持开幕仪式后,在记者会上发表谈话。

逾600间屋子滞销

他说,截至今年首季,甲州共有21万1049间房屋,建筑中的屋子共有2万1511间,计划中的屋子共1万1768间。

滞销的屋子共有630间,其中531间在中央县,亚罗牙也县46间及野新县53间。

“目前的拥屋率为83.5%,未来8年要达到88%拥屋率,就必须平均每年兴建4191间屋子,以达24万4508间屋子的目标。”

出席嘉宾包括甲州行政议员魏喜森及甲州土地及矿物局主任拿督阿兹汉等。

马六甲计划在2020年至2025年期间,发展4万4912间可负担屋,包括廉价屋、中低价屋和可负担屋。截至6月底,共有1万1158间完工,1万5233间兴建中,还有1万521间以获得批准待建。

REHDA甲州分会提4建议

马来西亚房地产发展商公会马六甲分会主席拿督吴俊兑指出,基于建筑成本高涨达40%,该公会提出4项建议,让甲州政府考虑纳入马六甲房屋政策中。

第一、房地产发展项目中,售价受控制的比例从70%,降低至50%,且不需要参考产业估价及服务局。希望只有廉价屋和可负担屋要由产业估价及服务局定价。

第二、撤销建筑面积的条件,以及最大及最小的规定,避免出现诸多的限制。

第三、将马来房屋固打从七成,减至四成。

第四、将马来固打房屋单位的开放税金,订为售价的7%。

对此,苏莱曼指出,甲州政府对最新的房屋政策还在进行最后的拟定阶段,REHDA所提出的建议,将纳入考量。

狮城淹水高风险区 屋价跌

李显龙的话,
影响力很大。

《联合早报》报道,新加坡总理李显龙在2019年的国庆群众大会演说上,展示地图来列出面临淹水高风险的地区后,这些区域的组屋转售价下跌约2.9%。

不过,一项研究显示,在政府承诺应对气候风险后,挽回了部分的民众信心,屋价仅下滑约1.1%

这项是由新加坡国立大学商学院刘德光杰出讲席教授艾格华(Sumit Agarwal)领导的一组研究团队完成。

研究团队指出,当时李显龙通过地图标出海平面上升风险较高的区域,在经过主流媒体和社交媒体的传播,向全国传达了气候风险的重要信息,预计会强烈冲击房市。

因此,该团队分析了8391座组屋的转售交易,其中有665座(8.0%)位于高危区。

部署未来100年应对计划

结果显示,高危区的组屋转售价在李显龙演说后,显著下跌约2.9%,主要是因组屋较旧。然而,在政府承诺采取缓冲措施的高危区,转售价跌幅较小约1.1%。

新加坡政府早前承诺,在未来100年内,投入至少1000亿新元(约3154.58亿令吉)来应对海平面上升的问题,尤其是在市区和东海岸地区采取缓冲措施,如在滨海堤坝增建一个水泵房和在东海岸建造圩田等。

租赁地契屋价跌

报告还指出,高危区的租赁地契单位屋价下跌1.7%,永久地契单位屋价不跌反升,增加1.4%。

即使是在政府承诺采取缓冲措施的高危区,租赁地契单位的屋价同样下跌1.7%,永久地契单位屋价增加1.6%。

“对永久地契单位的居民来说,气候变化似乎不是迫在眉睫的风险,另一种可能是他们在购买永久地契房产时,已意识到气候风险,并计算在屋价内。”

“由于对租赁地契单位的需求,直接受此次信息冲击的影响,总理有关气候的演说,可能使租赁地契单位的买家减少,推高永久地契单位的价格。”

水灾区房价跌?

一场水灾,
就会导致屋价下跌?

过去一个周末,想必是许多巴生谷居民一生难忘的经历。

50年来最严重的水灾,让鲜少遭遇天灾的人们措手不及。此刻还在收拾烂摊子的灾黎,或许正担心着,房子的价值是否也会因为这场水灾而贬值。

专家认为,是的,这场水灾料将导致房价下跌,但只是暂时性的。

《马来亚前锋报》指出,由于水灾造成毁灭性的影响,人们可能会担心日后重演这场水灾,买房时可能会避开这些地区,当需求减少时,房价自然会下跌。

不过,吉隆坡大学商学院经济分析员艾米祖哈兹米教授受访时指出,莎阿南太子园、巴生、吉隆坡这些地区,向来都是需求非常旺盛且密集度非常高的地区,想必影响只是短期。

“民众一般认为,这样的大水灾只是一次性,不太可能重演,所以屋子降价一段时间后,相信会很快恢复。”

在他看来,有关当局能做的,是更积极修复受灾区现有的基础设施。

不过,在银行贷款方面,可能就会有多一些阻力。房地产分析员阿耶依沙克认为,虽然降价只是短期,但银行日后对这些受灾地区的房贷会更加谨慎。

这是因为,银行通常在批准房贷前,一定会考虑各种风险,比如说2008年发生在淡江国际山庄的土崩塌楼。若日后将水灾的情况纳入考虑,可能会增加贷款难度。

买不起就租吧!中价屋大热

就能找到租客!

当屋价让许多中产阶级“高攀不起“之际,越来越多人倾向租屋减轻负债压力,中等租金的房屋一旦房租,很快就能在短短几周成功找到租客。

房产出租平台SPEEDHOME总执行长黄伟明接受马新社访问时指出,现在租屋市场最热门的屋子是介于1000至2500令吉租金的公寓。

他解释,并非国人改变了拥屋的思维,而是城市生活是在难以负担屋价,中产阶级只好转向租屋。

他指出,在纽约等超级大城市,也有60至70%的人口是租屋。

“只要放租的房屋地点有人潮,加上全装潢或半装潢,大概2、3个星期即能找到租户,至于难找租户的房屋主要是地点偏僻,没有工作机会,又不靠近商业及学校。”

他补充,一些过往人潮非常多的学院区、机场区,因为冠病疫情的封锁措施而乏人问津,而屋主就必须增加附加价值,才能吸引到租客。

另一方面,黄伟明也透露,SPEEDHOME有约30%的租客因为疫情而陷入财务困难,但大部分都获得屋主提供租金折扣,有些甚至只收半个月租金。

房市过热 挪威央行急升息

在许多国家还维持低利率之际,
挪威已经承受不住屋价飙涨了。

冠病疫情延长了全球超低利率周期,但这一次,央行们忍不下去想要出手了。

今年以来,全球货币政策已经开始出现紧缩现象,根据美国银行统计,今年至今有8次降息,但已有19次升息,包括俄罗斯、巴西与土耳其等央行。外界预期美联储也很快会收紧货币政策。

这是因为物价急遽高涨,加上房市热潮,让全球许多央行无法再忍受低利率,挪威央行已表态会在9月调高利率,让过热的房市降温。

该行在最近的声明中强调:“对于房价大幅上涨相当关注”。

全球住宅市场高烧不退,早在疫情爆发前,挪威房市就已出现泡沫,从去年1月迄今,该国房价已劲扬12%。

同时,美国、英国与德国等房价也涨10%以上。

许多华尔街专家指出,房价节节走高可能是造成今日通胀持续时间比预期长的原因之一。由于住房成本在通胀组成因素中占有很大比重,以至于在剔除大宗产品相关价格后,只要房价小幅上涨,就可能会成为美国、英国及欧元区等地通胀率攀高的最大贡献者。

“买不起”,发展商难涨价!

发展商是否应跟随钢筋价格上涨而调高屋价?这个问题在近期沸沸扬扬,市场看法不一。

但其实,我国房屋价格指数去年只涨了0.6%,从2013年到2019年期间,该指数的增幅其实逐渐放缓,已很久没有达到2012年时13%增幅的顶峰了。

提出这数据的资深经济学家白文春认为,这些年来房价增速变慢,一是因为政府打房措施见效,再来就是人们“买不起”的市场供需造成。

他日前在《南洋商报》的专栏中指出,政府在2014至2015年期间相继推出各项产业冷却措施;同时,国家银行也逐步收紧货币政策,从2010年开始逐步升息,导致房贷成本提高。

住宅产业的滞销更是加剧房市的惨况,而且还逐年变糟。2015年,滞销房产约为1万2200单位,但到了去年,数目已增至5万3200单位。

白文春认为,房屋可负担性是大部分家庭的一大问题。虽然过去10年,大马家庭收入平均每年增长7%,但仍有许多国人买不起房屋。

“早在2009年,房屋无法负担比率已处于4.2倍的偏高水平,而到了2019年,这个比率进一步攀升至4.5倍,显示对于大部分大马家庭而言,他们越来越没有能力购买房屋。”

国行之前的调查显示,只有房屋无法负担比率低于3倍,房屋价格才算是处于购屋者可负担水平,若是超过4倍,则表示它已严重负担不起。

“基于上述发展及滞销产业严重,我想这可能造成加剧发展商之间在出售新屋和已竣工房屋时的竞争,因此在现阶段而言,发展商更难以提高房屋价格。”

那会跌价吗?

既然房屋短期内不太可能涨价,那是否有可能反过来继续跌价?

白文春指出,我国房价上一次下跌已时超过20年前的事,即1998及1999年。当时,在亚洲金融风暴下,大马经济1998年大幅萎缩逾7%,导致房屋价格1998及99年分别下跌9%及2%。

有趣的是,诸如美国和欧洲等国家的产业价格去年进一步扬升,这股涨势也延伸至今年初。

“我想,这主要是由于第二轮量化宽松政策(QE2)及低利率环境所致。这些国家的钢铁价格扬升,也可能助长了房价涨幅。”

同样的,中国主要城市产业价格去年上扬后,今年进一步攀升。尽管中国未如美欧般推行QE2,但他相信,低利率环境或是推高房价的主因。

回溯美欧和中国推出第一轮量化宽松政策(QE1),以及当时同样的低利率环境期间,大马产业价格也伴随这些国家同步扬升。

“然而,基于我上述提到的各项因素,我相信当前美欧推行的QE2期间,大马产业价格较难以跟着扬升,尽管我国利率目前处于史上新低。“

无论如何,在他看来,低利率还是对本地产业市场有一定的帮助,产业价格至少可持稳现有水平。

况且,通胀走高的预期,会促使部分投资者购置有抵御通胀作用的产业,作为保障其财富的一种护盘手法。

滞销屋3年来最少!

我国住宅产业的滞销情况进一步改善,不仅连续两年减少,更是过去3年以来最少的一年。

根据财政部属下的产业估价及服务局(JPPH)所发布《2020年大马产业市场报告》,我国2020年共有2万9565个滞销房产单位,相较2019年的3万664单位减少3.6%,也比2018年的3万2313单位来低。

至于房产总值方面,2020年滞销房产总值为189亿2000万令吉,比2019年的188亿2000万令吉增加1亿令吉,但低于2018年的198亿6000万令吉。

该报告披露,在滞销房产种类中,高楼住宅以1万5718单位或53.2%,占最高比例;涉及总值为82亿1000万令吉。

排屋则占据次名,共计8306单位或28.1%,涉及总值46亿6000万令吉。

屋价方面,售价50万至100万令吉的房产滞销情况最严重、接着是售价低于30万令吉、以及30万至50万令吉的房产。

柔佛是全国之首

柔佛以7030个房产滞销单位占全国之首,接着是雪兰莪及霹雳州,滞销房产分别为4889及3637单位。

兴建中但仍未售出的房产,则以高楼住宅占最多,达3万5313单位;排屋则有2万5832单位。

未售出也未动工的房产,高楼住宅以8952单位同样占最多,排屋则有2776单位。

未售出高楼住宅(兴建中及未动工),都是售价低于30万令吉单位占最多。

未售出(兴建中及未动工房产)州属方面,雪兰莪以1万4809单位据首、接着是吉隆坡(1万3842单位)、霹雳(1万1098单位)及柔佛(1万1039单位)。

疫苗接种 房市有望回升

《2020年大马产业市场报告》指出,随着疫苗施打展开,商业及消费者的信心进一步提振,产业市场有望于下半年复苏,而可负担房屋相信依然是市场焦点所在。

零售、办公产业及酒店产业今年上半年依然仍没有起色。

零售产业将继续面对网购平台的激烈竞争,令业主招揽租户时面临更大的挑战、办公产业也预料受到居家作业的影响。

去年,我国产业市场总交易量为29万5968宗,总值则是1190亿8000万令吉,分别按年下跌9.9%及15.8%。

隆雪槟沙房价皆跌

大马房屋价格指数(MHPI)去年增加0.6%,写下2010年来最小增幅,除了隆雪槟沙,各州房屋价格指数皆起。

吉隆坡、雪兰莪、槟城及沙巴的屋价指数分别按年下跌1%、0.7%、0.1%及1.3%;柔佛的屋价指数则按年增长2.5%。

大马产业困境

今年1月,大马经济原本就已陷入衰退,接着因为2019冠状病毒病,我国实施行动管控令,经济插水。

我过去数月讨论了接下来产业价格的趋势,并预计产业价格今年内继续下跌,接下来5年也趋跌,直到2025年。

到底我们是如何掉入了这个“大马产业困境”?这一期,我们来一起回顾大马产业市场的历史。

为何人们要购买产业?赖于您的目标,基本上因为不同的产业类型和地点,大家的考量方式也不一样。

产业价格和其他商品都一样,受到经济学中供应和需求关系的影响。

当需求上涨,供应停滞,产业价格就会上涨。相反,当产业供应持续增加,需求不增时产业价格就会下滑。

让我们一同回顾大马产业市场的历史。

在60和70年代,我国产业市场的房屋贷款并不是那么容易获得。

当时大马的银行只会提供占产业买价60%的房贷金额,也有不超过70%的一些特别案例。而且那时候,房屋贷款的偿还期限一般是10年,只有少数情况可以去到15年。

所以在60和70年代,一个人若想要购买一间房子,他必须先要有相等于买价30至40%的头期款,因为银行只会贷款60%,或最多不超过70%。

由于购屋者必须准备高达30至40%的头期款,所以在60和70年代并不是很多人可以购屋,产业的买卖不多,产业增值也相应缓慢。

敦马“拥屋”时代来临

这种购屋需求低,产业增值缓慢的趋势一直持续到敦马哈迪医生在1981年7月15日当上首相。

敦马的“拥屋”时代来临,1981年起,大马的银行开始上调他们的借贷顶限,从60和70年代的60%,上调到70%,然后在90年代提高到80%,2000年代90%甚至到100%,而且几乎大部分贷款申请者都可以获得这样的贷款条件。

而且在1981到2011年长达30年的发展过程中,银行也渐渐地把贷款的偿还期限从10到15年,延长到20至25年。

到了2000年,30岁以下的贷款申请者可以获得长达30年的贷款偿还期限更成了一般标准。也就是说30岁以下的贷款申请者必须在60岁生日前还清他们的房贷。

人人都能贷款购屋

这时,我想要借用亚航的标语来一改:“现在人人都能购屋,而且人人都能贷款购屋”。

敦马的“拥屋”时代为银行带来了新的贷款实践,现在银行一般上会提供占买价高达90%的贷款金额,30年的偿还期限,以降低每月的还款。

因为银行新的实践,一夜之间,所有30岁以下的大马人都可以拥有购买属于自己房子的梦想,这是60和70年代的青年想都不敢想的。

所以在新时代,年轻的行政人员,20多30岁,即使大部分只工作了3至4年,都非常受到产业经纪和发展商的欢迎,一些甚至提供诱人优惠和礼物。

同时,宠爱孩子的家长也迅速地加入了支持孩子购屋的行列,把自己在银行甚至是在公积金的存款领出,帮他们支付10%的头期款。

所以2008年后,多闻20、30岁的年轻购屋者,也有25岁的年轻人就拥有市值100万令吉的产业,甚至有人30岁就拥有7项产业。

供不应求屋价上涨

几乎在一夜之间,产业需求,尤其是20、30岁的大马年轻人的拥屋需求暴涨,但发展商的建筑速度赶不上。

当需求超过供应,就会导致价格上涨。所以发展商就开始持续提高售价,直到购屋者无法负担的价位,决定放弃不买。

这时候,二手市场也不闲着,赶上了产业大热的趋势。产业经纪和屋主开始想要更高的价格,卖家一而再提高售价也是常见之事。

在产业经纪的意见下,卖家常常会开出一些,在我看来无法实现或是不可能的价位。而买家当然就无法接受而放弃不买。

结果现在的人都生活困难。今天,许多居住在吉隆坡和八打灵再也的家庭,其实生活水平比他们的父辈甚至是爷辈在60和70年代的时候还差。

易获贷款市场崩溃

回顾1970年代,收入达每月1万4000令吉的高收入家庭,有能力在吉隆坡白沙罗高原购买一间面积达1万平方尺的独立式洋房。

1980年代,同样的高收入家庭还是有能力在孟沙购买一间独立式洋房。到了1990年代,他们可能只买得起士布爹花园的独立式洋房。

在2012年,收入每月达1万4000令吉的高收入家庭,只有能力购买郊外岭或华联花园的双层排屋。

另外,在1970年代,收入达每月8000令吉的中等收入家庭,可在士布爹花园买到独立式洋房,但是这样的家庭到了1980年代只有能力买到郊外岭的独立式洋房,到了1990年代购屋能力更进一步降级到只能购买华联花园的排屋。

在2012年,这种中等收入家庭只能选择同样地区的中价公寓。

而收入每月只有3000令吉的低收入家庭,1970年代可以在华联花园购买排屋,1980年代只能在郊外岭买公寓,1990年代进一步降级到华联花园的公寓,2012年就只能负担斯里圣淘沙花园的中或低价组屋。

到底我们是如何陷入了这个“产业困境”,并不断追逐“产业价格不断上涨”的美好?

我认为,就像爱尔兰和西班牙,购屋者非常容易获得房屋贷款,不断刺激需求并推高产业价格,最后失控并导致产业市场崩溃。

产业困境3大主因

产业价格不断上涨导致我们陷入了“产业困境”的原因有3:

1. 银行的贷款顶限从60和70年代的60%,上调到2000年代的90%,让那一代全部20多30岁的大马年轻人实现可以拥有自己“梦想之家”的美梦。但需求忽然暴涨,供应跟不上,无疑使得产业价格像坐火箭那样一飞冲天。

2.把贷款偿还期限从10年,加长到30年,降低每月偿还款,让那一代全部20多30岁的大马年轻人可以负担自己的家,但一样导致产业价格暴涨。

3.机会主义者和很多年轻人都跳了进来,并背负了庞大的银行以及其他他们没有能力偿还的贷款。

今年1月,我国经济陷入衰退。情况可能持续5年或长达10年。

我们现在处于不明朗和危险时刻。如果你已经背负了房屋贷款而你的前途不明,尽快脱身,要在为时已晚之前,跟银行商讨新的贷款偿还表。
