学者:房价料涨5%-20%

房价再涨20%,
老百姓更买不起房了……

这几个月一直听闻各界人士指出,全球建筑材料价格上涨,将会导致建屋成本跟着上升,进而推高房价。

那你认为,房价会涨多少呢?

吉隆坡大学(UniKL)商学院经济分析专家艾米祖哈兹米博士预计,房价将会因为建材成本的原因而上涨5%至20%,消费者难以负担。

他接受《马来西亚前锋报》访问时解释,随着建材涨价,承包商和发展商的成本也跟着增加,赚幅收窄。

建筑材料价格上涨,或将影响今年和未来两年的建筑业。

大马统计局发布建筑成本指数(SMI)报告时也点出,若与2021年5月的每公吨3258令吉相比,如今钢筋的平均价格为每公吨3910令吉,即上涨了20%。

艾米祖哈兹米进一步说,住房和建筑业是我国的重要催化剂,涉及多个领域,也会影响我国的总劳动力和失业率。

“预计建筑材料价格上涨和需求量下降,将影响今年和未来两年的建筑业,外劳也难以完成承包商的建筑项目。这将减低新房和未售出房屋的数量,并降低生产力和对国内生产总值的贡献。“

多因素推高房价

不过,艾米祖哈兹米也说,例如高地价、外国买家和投机者需求,以及银行贷款融资的高成本,也是推高房价的因素。

“实际上,建筑材料价格上涨早在2019年杪,即中国和美国打贸易战时开始,而铁和水泥价格上涨始于2021年杪,因当时世界经济开始复苏促使相关需求增加。

他指除了上述原因,政府实施的行动管控令当时也导致工厂关闭,使供应短缺及缺乏增加物流成本的运输链,进而导致基本建材的价格上涨一倍。

新加坡发展商 盈利看涨

新加坡发展商的春天来了吗?

近期新加坡私宅需求强劲,不仅带动房价上涨,销售成绩也亮眼,让之前面对赚幅下跌的发展商们,扭转了颓势。

《联合早报》报道,根据星展集团研究报告,最近当地私宅需求旺盛,许多尺价也涨至超过2000新元(约6387令吉),发展商将上涨成本转嫁给买家,赚幅也因此提高。

比如说近期大卖的丽福苑(LIV@MB),首个周末就卖出近八成单位,而且平均尺价达2400新元(约7665令吉),一些较小单位尺价更达2600新元(8304令吉)。

该行分析员指出,以此项目来计算,地价估计为尺价1280新元(约4088令吉),项目回本尺价预计为1850至1900新元(约5908至6068令吉)。当项目完工后,估计发展商万国公司(Bukit Sembawang)可取得25至28%的盈利率。

还有5月初正式开卖的鑫丽嘉园(Piccadilly Grand),首个周末以2150新元(约6867令吉)平均尺价卖出近八成单位,赚幅约约17%。

去年赚幅甚至低于10%

将于本月推出的宏茂桥新项目AMO Residence,以及第三季推出的杨厝港伦多中路(Lentor Central)项目曲水伦庭(Lentor Modern),预计赚幅都可达15%左右。

其实在去年,新加坡发展商还面对赚幅收窄的烦恼,因为土地和建筑成本提高,加上房地产经纪佣金也提高,赚幅已经跌倒10至12%,有些项目赚幅更不到10%。

新加坡国立大学房地产最新发布的今年首季季房地产行情报告还显示,71%发展商预计下来6个月的私宅价格会调高,比之前调查的60%比率来得高。

国大房地产与城市研究院副院长李乃佳接受访问时表示,大批80后买家入市,加上许多人把房地产作为更安全的投资,以及新私宅项目不多,都激励强劲的销售表现。

公寓停车场 占35%建筑成本

住宅停车场的额外费用,
常令首购族打消购屋念头。

你知道吗,停车场占了房屋楼面总面积很大比重,也在高楼住宅价格中占了一大部分?

在高楼住宅的建筑成本中,高达约25至35%成本纯粹是为了满足停车场的各项最低要求。

房屋首购族需要为住宅停车场支付的额外费用,可能会令他们打消购买房屋的念头。

在首都吉隆坡,平台层停车位(podium car park)的建造成本一般上为每平方尺130令吉,而停车场底层停车位的建造成本更可高达每平方尺250令吉。

州政府和地方政府法规要求分层地契产业发展商,必须为每个住宅单位提供特定最低数目的停车位,而在雪兰莪州等地区,发展商必须为每个住宅单位建造2个停车位,以及整个停车场中多达20%保留给访客。

有关当局对于住宅停车位数目的规定,取决于产业类别而定,而廉价屋在这方面的条规相对较为宽松。

举个例子,某座设有440至500平方尺停车位的建筑物,有关停车位每平方尺建造成本为146令吉,因此这个停车场成本就达7万3000令吉。

目前,高楼住宅单位的建筑面积一般上比过去来得小,好让购屋者有能力购买有关单位。然而,这形成一个极为讽刺的局面,即购屋者为了停车位,而非与家人同住的住宅单位,付出了占屋价和住宅面积很大比重的代价。

减建停车位
可负担屋可与公交整合

降低城市地区的停车场最低要求,将鼓励以公共交通为导向的发展项目(TOD)中的公共交通,并最大限度地减少对汽车的依赖,从而减少温室气体排放。

TOD 是一种土地利用解决方案,专注于通过鼓励在公交转站步行范围内进行紧凑、高密度和综合用途发展项目,来提高周遭的交通和连通性。

一个可行的做法,是将可负担房屋发展项目和公交整合,借此减少兴建停车位。但必须承认,只有在公交系统是可行替代方案的前提下,停车位才有可能减少。

此外,停车位也可以根据需求或紧急情况下出租。

不幸的是,国内各大城市采用以汽车为中心的发展模式,这种发展模式令人们长期依赖汽车出入,阻碍了公共交通的发展。缺乏第一公里和最后一公里的连通性,以及不太可能在步行距离内抵达目的地,也阻碍了城市居民改用公交。

隆铁路网络长一倍
乘客比首尔狮城低

尽管吉隆坡的铁路网络长度几乎比韩国首尔和邻国新加坡多出一倍,但乘客量却比首尔和新加坡低。

目前,吉隆坡的私人与公共交通使用比例75%对25%,而吉隆坡的目标是到了 2040 年,这个比例可以变成40%对60%。因此,吉隆坡距离实现这些愿望,还有一段路要走。

建商盼供应商涨价慢慢来

建材价格涨太快,
建商真的吃不消了。

由于洋灰和预拌混凝土的价格暴涨,柔佛华人建筑商工会和马六甲建筑商工会,联合呼呼生产和供应商控制涨价幅度。

柔佛华人建筑商公会会长江永强和马六甲建筑商公会会长拿督林浩然发布的联合文告,建议供应商制定涨幅机制,比如说在6个月至1年里的时间逐步涨价,不要一次性起价,而且毫无通知。

文告指出,自本月16日开始,各品牌的洋灰陆续跳涨售价约每公吨70令吉,平均涨幅超过20%;两日后,以洋灰为主要生产原料的预拌混凝土也跟着涨价,每立方米售价涨30至40令吉。

同时,这两个公会也希望供应商能“锁定价格“,现有的工程继续以协议好的价格供货,实践“旧工不涨、新工另议”的协商精神。

建商成本近期在无预警情况高涨,许多建商被迫亏本开工,而且涨价幅度太大所带来的影响层面甚广,包括加速通货膨胀,也让房价更加贵。

两个公会希望生产和供应商本着唇亡齿寒,同舟共济的精神,接受上述建议。

建筑合约应允价格变动条款

另一方面,他们也希望政府、如马来西亚绘测师协会(PAM)和马来西亚工程师学会(IEM)等单位,允许建商在建筑合约中列入价格变动(VOP)条款。

“在我国,私人建筑商工程向来引用PAM和IEM的合约格式,当中有一则条款严格列明:不允许建筑商在工程展开后,向业主要求建筑材料价格差价的索偿。”

但事实上,在2021年建筑材料成本大幅增加后,政府项目已经提供价格变动或价格变动补贴。

“因此,我方认为目前PAM和IEM都各自扮演着重要的角色,必须重新审视这个攸关建筑商生存条款的公平性质,避免‘一行两制’,为马来西亚建筑经济生态建立新平衡点。”

绿盛世 全年35亿销售目标可期

过去4个月,
绿盛世的销售表现依然强劲!

绿盛世(EcoWorld Berhad)销售报佳音,从去年11月1日至今年2月底的4个月期间,取得了12.76亿令吉的销售额,按年增长40.1%。

绿盛世总裁兼总执行长拿督曾建华在文告中指出,与去年同期相比,绿盛世在三个主打地区的房产销售都取得强劲的增长。

虽然政府的拥屋计划(HOC)在去年底结束,但并没有影响到该集团在今年1月和2月的销售势头,所推出的项目都有良好的表现。

“过去几个月所推出的产业项目,旨在满足更为蓬勃的市场需求,我们对迄今为止所收到反响非常开心。”

而且,这也让该集团更有底气,乐观看待本财年35亿令吉的销售目标能达标。

受建材涨价影响相对小

不过,曾建华也强调,市场如今面对建材涨价和油价走高带来的通货膨胀,国家银行也可能会升息。

对于发展商如今面对建筑成本上涨的挑战,绿盛世则因为在前几年就完成了大部分的主要基建工作,目前处于相对有利的位置。

“我们在过去两年中努力重塑整体业务模式,使其更为灵活、敏捷和高效,这也有助于我们控制成本。”

“通过与客户紧密合作,共同创造符合他们期许的生活模式、商业和社区,我们希望始终提供和创造更大的价值,这将使我们在未来的季度中继续以盈利和永续的方式增长。”

可负担屋不应统一设计或太远

可负担屋都有个刻板印象,
太远、太小、一样的格局……

要让可负担屋“更宜居”,需要具备什么样的条件。

除了连通性互联网连接、公共交通网络等新元素,在大马莱坊资本市场执行董事沈颂能看来,还必须扫除过去“制式化”的做法。

他接受《南洋商报》访问时举例,可负担屋不应建在太偏远的地方,否则本意是让低收入群体拥房,但他们却得面对更高的交通费,反而是一种负担。

再来,市面上普遍看到的可负担屋,都是差不多一样的格局和户型,比如说2房户型等,其实应该要针对性地提供不同的户型,让不同大小的家庭自行选择。

而且,政府不能只是想着“一个家庭一间房屋”的目标,也要考虑到这些买家未来会因为增加收入或家庭成员,而想要换到更大的房子,却基于价格而无能力购买。

“如果政府提供一个机制,让人民以低于市场价格更换,并将旧有的单位转让予另一需要的人士,则一举两得。”

首相拿督斯里依斯迈沙比里日前主持国家可负担房屋理事会(MPMMN)后说,可负担屋的设计必须符合“宜居大马“的目标。

沈颂能赞扬这项决定,尤其是现今屋价高涨、建筑成本高昂,部分阶层人士没有政府的帮助,确实很难拥屋。

新加坡房市 有点“火热”

新加坡政府不得不打房。

新加坡政府在去年底时出手打房,令市场相当惊讶。但最新数据显示,主要是住宅行情实在“有点火”,所以政府才需要尽速出手抑制火热的行情。

新加坡建屋发展局和市区重建局最新公布的数据显示,政府组屋在去年的转售均价按年上涨12.5%,私宅的转售均价也涨了10.6%,双双创下自2011年来最大的年度涨幅。

而且不仅仅是价格连续两年“逆势上涨”,交易量亦走高,完全没受到冠病疫情影响。

为何新加坡住宅市场如此旺盛?原因有好几个:

一、冠病疫情带动居家办公和学习,家庭希望有更大的住宅面积;

二、流动性充裕,通胀升温,而房地产价格表现出韧性,吸引了投资和资产保值群体;

三、疫情导致新屋建筑成本上升,市场预期房价将会上涨而入场;

四、疫情致使部分组屋延期完工,不能按时交付,可预购组屋缺乏加剧供需失衡;

五、长期的低利率环境全面推高了资产价格;

六、当地居民对经济复苏和家庭收入预期增加的前景看好;以及

七、外来资金购买私宅意愿增强,推动价格上涨等。

组屋是新加坡政府为国民(公民和永久居民)提供的限价和有条件使用的公共住宅,约80%的新加坡国民居住在组屋内。

为了控制国内住宅价格,新加坡国内税务局在12月1日宣布,今年起把政府组屋的年值调高4%至6%,房地产税相应增加;这是5年来首次调整年值和税率。

另外,同月16日,新加坡财政部、国家发展部和金融管理局联合发布文告,宣布从即日起推出新一轮房地产降温措施,包括:

  • 区别新加坡公民、永久居民、外国人、非个人买家(如公司)的身份,分别调高额外买方印花税5%至15%。购买第一套房产的新加坡公民和永久居民不受影响。
  • 收紧总偿债比率(TDSR)顶限,规定每月贷款偿债率从不可超过收入的60%,收紧至收入的55%。
  • 调低了建屋发展局组屋房贷的贷款与估值比率(LTV),从90%减至85%。不过,通过金融机构取得的组屋房贷的LTV仍维持在75%。

钢价涨建商不敢接单

钢铁价格自去年11月以来节节高涨,通用铁原本每吨2100令吉,如今已经暴涨1倍至4000令吉。

钢铁价格涨不停,意味着建筑成本大大增加,建筑承包商陷入“有订单也不敢接”的困境,就怕谈好价格接了订单,钢价却依旧涨不停,到最后还得“倒贴”。

钢铁价格暴涨,影响承包商承接各发展建筑的订单。

《南洋商报》向多名建筑承包商和五金商探悉,随着五金商的进货成本越来越高,除了一些谈好合约必须赶工的大型发展项目,很多建商都不太敢接中小项目。

除了建材价格冲击,业界还面临人手不足的问题,若是还没签约的工程,干脆取消或放弃。

森美兰建造行署理会长黄振旺解释,建商若签了合约,就必须根据合约的价格来开工;但今日提供了估价,建材价格次日又继续涨,他们必须以更高的价格来购买建材,盈利锐减,甚至没钱赚。

每隔3-5天就涨价

虽说一些五金商有吨货的习惯,但大家如今所剩的货都已经是较高的价位,而且钢铁价格是每隔3至5天就会涨一次,根本吃不消。

香满发

森建造行总务兼耀腾机械铁工程负责人香满发也透露,他曾承接了40万令吉的工程要兴建一座厂房,周一才签约并拿了订金,周二建材就涨价,最后他只好“亏钱做”。

“当顾客的预算赶不及建材调涨后的价格时,他们大部分都被迫展延建筑工程,我的生意从去年至今已下跌50%,没有人愿意在钢铁最高价时兴建工厂。”

据了解,建造1间房屋的建材中,有20%就是钢铁,意味着这也会影响房屋价格。发展商如今面临疫情不明确期间,也不敢随便调涨房价。

成本涨建筑商求助政府

屋漏偏逢连夜雨,正式我国建筑商目前的心情写照。

随着2019冠状病毒病疫情再度升温,建筑商得跟进标准作业程序来避免工人确诊,同时还面临建筑材料价格,无奈寻求政府的帮助。

大马建筑商总会主席主席丹斯里苏菲里向彭博社指出,受到最严重冲击的,是没在竞标书内纳入成本上涨条款的建筑商。

如今他们正向政府求助,在工程项目中纳入有关材料价格变化的条款,缓冲材料价格上涨带来的冲击。大马建筑业发展局(CIDB)也曾提出类似建议。

而此前已锁定材料价格的承包商,亦无法幸免。因为材料价格的涨势对整个行业不利。

根据大马建筑商总会的官网,主要材料之一的10毫米T型钢,今年3月的价格逾3000令吉,比起去年9月,涨幅超过30%。

不过,还是有些建筑商认为这波涨势不会持久。况且,中国压抑价格的举措,已造成铝、钢、铁矿石价格下挫。
