柔政府 积极开放滞销土著单位

柔佛卖不出的土著单位,
1年后理应可释放。

曾经,柔州的滞销土著单位数量居全国之冠,不过去年的排名已经降至第二。

掌管柔佛州房屋及地方政府事务的行政议员拿督嘉福尼指出,在他上任的4个月内,州政府已批准开放2200间滞销的土著单位,总值22亿令吉。

他说,这些单位皆是高档房地产,如公寓、独立式洋房、商店和工厂等。州政府积极释放滞销单位,有助于减缓市场流动资金被“绑死”。

根据柔州房屋政策,如果土著保留单位在1年内无法售出,发展商可向政府申请释放,售予其他非土著。

对于早前许多发展商频频催促房屋部加快审批,他相信之前是面对一些技术问题,所以导致申请程序被搁置2年至5年不等。

“如今情况已改善,是采取先到先的处理模式,在提呈文件的6个月内就能讨论并解决,因此,目前已没有待处理的文件。”

滞销影响资金流

出席者还包括柔州房屋发展机构总经理拿汀巴杜卡苏海丽珊、马来西亚房地产发展商会柔州分会主席王文郎、副主席陈伶俐、秘书拿督刘文兴及大会监誓人朱福生等。

王文郎也指出,柔州去年的滞销土著数量在全国排名仅次于雪州,证明州政府正解决这个问题。

他说,2014年及2018年的滞销的土著保留单位对发展商的资金流动造成压力。

他举例,在柔州兴建一个项目,有40%单位保留给可负担房屋,另外60%则是开放单位,但这60%当中的40%必须列为土著保留单位,若土著单位无法出售,就会变成滞销单位。

申请可负担屋更方便

另一方面,嘉福尼也指出,州政府正在探讨最适合柔佛的房屋政策,以求在高档单位和可负担屋方面取得平衡。

他说,在申请可负担房屋方面也减少了繁文缛节,申请者以往提交17份文件,如今已改为5份文件。

而且,当局也在提升线上系统,以达到减纸作业,让申请者在线上提交即可,柔北区如居住在居銮、昔加末和麻坡等民众再也无需舟车劳顿前来新山提交文件。

狮城老板 越堤找便宜房给员工

企业的经营成本越来越高。

在新加坡,一些需要为员工提供住宿的企业肩上压力越来越大,因为新加坡房租不断高涨,让经营成本跟着走高,更有企业透露,这一年多来,经营成本增加了至少20%。

为了缓解成本压力,一些企业选择越堤到新山寻找更便宜的住房。

8视界新闻网报道,其中一个首当其冲的行业就是月子保姆公司,由于当地房租涨高达三成,业者为陪月嫂提供住宿时,需要承担更高的成本。

明星陪月嫂中心执行董事陈延年受访时指出,该公司有一部分的住宿位于柔佛新山。如果新加坡的房租不断增长,而马新国门继续开放,那该公司还会继续转向新山租房。

高成本转嫁给顾客

另一个需要为员工提供住宿的行业是女佣中介商,通常会为刚抵达新加坡的女佣提供一个星期的住宿,让她们适应环境和进行体检。

成女佣介绍中心业主黄秋萍指出,过去一年来一直承担着较高的房租,如果再走高20%以上,恐怕无法持续承担,会选择将一部分额外成本转嫁给女佣的雇主。

市场观察家预计,随着边境重开,外籍人士持续返回新加坡工作,促使当地租赁市场热度今年将持续高涨。

数据显示,平均每天有30万马来西亚人在新加坡上下班。他们当中的许多人目前是通过包车或私人车辆出行。随着新柔捷运系统连接项目的完成,预计将缓解交通拥堵,因为更多的日常出勤者也许会选择以新柔捷运作为替代解决方案来快速和方便地跨越两国边境。

随着几个月前的国际旅行限制的解除,租赁市场的需求随而激增。随着两国之间的旅程通过新柔捷运路线变得更加方便,将会有更多的马来西亚人在新加坡寻求就业机会。此外,一些新加坡人也会选择在柔佛南部地区购买房产,用于投资、度假或作为退休居所。

外资拟撤离欧洲

温峻亮接受《南洋商报》专访时说,据他所知,基于冠病疫情带来的挑战,有的外资准备将生产线撤离欧洲,寻找新的据点。

也有一些跨国企业在新加坡设有区域办事处,而与新加坡仅一水之隔的柔佛也成为外资青睐的投资目的地之一。

“有的外资考虑在大马设立制造枢纽,也考量到生产线运作和分散风险,这里出口也没有面对大问题,不会有一些不可预知的因素或问题,造成他们的工厂没法运作或受到很大的影响。

“之前商家或是需要货才下订单,但因疫情导致供应链受干扰,目前可看到很多商家如今在疫后更注重制造和储存的空间,并改变作业方式。我们主要希望可满足商家的需求,方便他们整合业务与营运办公。”

Frontier Park严谨的保安系统,让客户无后顾之忧。

他透露,该公司近日就分别迎来美国和欧洲知名跨国企业对进驻Frontier Park 设厂表达兴趣,洽商进行中,就等外资“点头”。

据了解,这包括两家在电子电气和医疗领域的跨国企业,其中一家是生产医疗设备并已在我国有据点,如今把目光转投柔佛州。

除了住宅房屋,
你还想投资何类房产?

谈到产业市场,普通老百姓可能主要着重于住宅房屋;但其实在非住宅产业中,商用地产也颇受投资者欢迎。

产业咨询公司大马莱坊近日发布了《2022年大马商用产业投资信心调查报告》发现,未来2至3年内,投资者们对“另类投资”的风险偏好更高。

大马莱坊研究与咨询执行董事王美珍说,这些另类投资包括服务式住宅/酒店、共享工作空间/灵活办公室、老年人住所/养老院,以及数字中心。

而且,他们也不止将目光锁定在最发达的巴生谷,沙巴、柔佛和槟城都是热门投资地点。

整体调查显示,物流和工业产业依然是国内产业领域的宠儿。王美珍指出,受访者认为这两个次领域和医疗保健产业,在未来12个月会经历最快的复苏。

其中,酒店或休闲场所、办公楼和零售等传统领域,也被视为一项长期投资。

物流、工业、医疗最看好

超过三分二的受访者(76%)预计工业和物流领域将在2022年实现资本增值,57%的受访者则预计医疗保健领域会同样增值。

收益率方面,68%受访者预计物流次领域的收益率会增加,而医疗保健和工业次领域的收益率预计会更高。

64%受访者表示,可预见的是,租金上涨的观点具有可比较性,并预计物流物业的租金即将上涨。53% 还同意工业次领域的预期增长,符合了这两个次领域不断增长的需求空间。

另外,受访者们对于这两个次领域的入住率也有相似的预期。

由于供应一直多于需求,入住率和租金面临持续的压力,因此办公空间的占用率将预计减少,而这些观点在市场本身的预测中得到了印证。

马星购柔佛地推M Minori

马星集团M系列再有新项目,
26万令吉起跳。

马星集团(Mah Sing Group)继续扩大其“M系列”版图,斥资3929万令吉收购柔佛地不佬(Tebrau)一块6.938英亩的土地,为当地居民提供26万令吉起跳的可负担屋。

根据文告,这块永久土地位于地不佬的御景园(Taman Seri Austin),毗邻为麦当劳得来速(drive through),可通过Persiaran Eco Cascadia进入。

马星集团初步计划在这块新购的土地上打造发展总值约4.69亿令吉的M Minori,为市场带来3栋服务式套房,有1居室、2居室和3居室的格局供选择,建筑面积预计介于550至880平方尺。

除此之外,这项综合发展项目还规划了一些零售地段,计划引进餐饮店和得来速。

M Minori计划在今年末季开放注册,以26万令吉的起跳价满足当地首购族的需求。

“病态房屋”竟有539个!

500多个项目,生病了……

在我国,竟然有高达539个房屋项目被列为“病态项目“(sick project),逾4万买家受苦!

“病态项目”是指建造进度比预定进度延迟超过30%,或买卖协议已失效的项目。

根据国家房屋局发布《按类别划分的私人住宅项目统计》报告,截至2022年4月30日,国内“病态”房屋项目达539个。

雪州士拉央珍珠花园的搁置产业,或俗称“病态”房屋,让许多买家欲哭无泪。

3年增64%

在2019年同期,病态项目仅有328个,意味着3年内多了64.33%。

而在2019年时,涉及的买家人数2万3400人,然而这数据到了2020年同期几乎翻了一番,达4万6463人。

雪兰莪州的“病态”房屋项目数量最多,达119个,其次是柔佛州(75个)和霹雳州(73个)。

根据观察,一些5层楼的房屋架构已建起,却不知为何停工,如今荒废多年,杂草丛生。

柔州逾15万可负担屋,搁置!

贵的建好,
便宜的却迟迟未建……

过去25年来,柔佛州有15万3712间可负担屋获得批准,却迟迟没有“面世”。

掌管柔佛州房屋及地方政府事务的行政议员拿督嘉福尼在柔佛州议会的问答环节上指出,这些被搁置的可负担单位,都已经获得地方政府批准土地策划申请(KM)。

“昂贵的房屋计划已经建竣,反观可负担屋却迟迟未动工。柔州政府必须通过更有效的策略和监管系统来解决此事。”

柔州政府将继续兴建可负担房屋。

成立PKPJ助州民拥屋

他也指出,为了推进柔佛州务大臣拿督翁哈菲兹宣布的2030年“先进柔佛”愿景,柔州政府特别成立柔佛州房屋发展机构(PKPJ)),取代原本柔州政府秘书署的房务部工作。

这个机构是由多个单位组成,包括地方政府、柔州土地局局长、大马城乡规划局柔州分局及公共单位,目标是致力实现政府兴建可负担屋的承诺,造福中低收入群体。

“柔州政府也要求柔佛州房屋发展机构开设‘规划、设计及审议小组委员会(PDRC),全面评估、监督和简化可负担房屋申请。”

2026年前建逾2万间

同时,这个机构还会扮演“中央数据库”的协调角色,更有效监督州政府、中央政府和发展商,积极推动州内的可负担房屋发展。

“根据我与发展商和地方政府初步会谈,会在2026年之前,分阶段兴建2万1139间可负担房屋。2022年及2023年底将有5033间可负担房屋完工。”

除了发展商兴建可负担房屋外,州政府也会鉴定合适的政府地,为低收入和中等收入群体提供可负担房屋,以满足各族柔州人民的拥屋梦。
