首半年房市依然坚挺

产业领域上半年总成交量骄人,
显示政府祭出的各项惠民政策奏效。

踏入10月份,我国经济各领域已完全开放,预计在短期内就能跨州,更重要的是有望为我国旅游及酒店业带来新曙光。

笔者引颈长盼的国家产业资讯中心(NAPIC)发布《2021年上半年房地产市场表现报告》,日前终于出炉了。

该报告的数据显示,国内产业领域今年上半年总成交量达13万9754宗,涉及总值620亿1000万令吉,分别按年增长21%和32.1%。

值得一提的是,我国今年上半年仍处于行动管控的封锁阶段,但依然取得如此骄人的成绩,从某种意义上来说,这显示政府在疫情期间祭出的各项惠民政策和措施,例如2021年财政预算案、短期经济复苏计划、国家复苏计划、疫苗接种计划及重开经济领域,都取得了显著的成效,从而加速产业市场的复苏。

报告显示,我国各类产业滞销单位达6万5309个,总值为492亿8000万令吉。

柔房产滞销仍最严重

其中,柔佛州各类房地产滞销情况仍居全国首位,高达2万5797单位;接着是吉隆坡及雪兰莪,分别是8159单位及7766单位。

若进一步分析,其实最令人瞩目的是,我国住宅的滞销单位从今年首季的2万7468单位,于第二季增至3万1112单位,增幅13.3%。

从另一个角度分析,今年上半年,售价介于50万至100万令吉的住宅滞销最为严重,共占了整体的34.8%, 而售价超过100万令吉的房产滞销则仅占11.8%。但毋庸置疑的是,基于我国仍处于国门深锁的情况下,这一类高档住宅肯定是首当其冲的。

丹屋价指数增幅最高

另一边厢,从我国今年上半年的整体房屋价格指数看来,笔者认为,在疫情重创各行各业下,全国屋价平均指数按年只下跌1.2%,这个表现实属不易。

相反的,各州属的屋价指数当中,显而易见的是,吉隆坡的跌幅最为惊人,按年下滑了5.2%。当中原因包括了大多数的外籍人士因前阵子疫情恶化而纷纷回国,以及市中心的产业也出现了有价无市、难以出租和高空置率的窘境,甚至引发了市场的低价抛售。

其他较热门州属的屋价指数,如雪州与槟州则分别按年下跌1.6% 及1.5%。此外,笔者认为当中最令人瞩目的是柔佛、马六甲以及沙巴的屋价指数,分别按年增长2.0%、3.3%及3.2%。不得不提的是,吉兰丹却成为这次疫情期间的黑马,竟取得8.5%的屋价指数按年增长率,成为这次报告的亮点。

第12大马计划成催化剂

令人惊讶的是,目前经济低迷及疫情冲击,今年上半年各经济领域正处于停摆之际,全国仍有1万6600新住宅单位推出,当中包括了有地住宅占了9517单位,而高楼住宅则占了7,143单位。

然而,整体销售增长仍缓慢,只卖出24.7%。无可否认的是,我国发展商须在接下来的日子,在销售策略及配套上多下苦功,以吸引更多潜在买家及投资者。

另外,随着首相日前提呈的第12大马计划订下我国于2025年成为高收入及高科技国家,除了积极推动国家经济复苏,振兴各领域发展,我国产业市场也有望加速复苏,重拾昔日光辉。

如今我国即将步入后疫情时代,产业市场的复苏必然是国内外投资者翘首以盼的。笔者认为这次前所未有的疫情,或将令国内发展商出现新一轮的洗牌局面。

接种加速有望提振房市?

上一期笔者探讨了有关解封无期,房产业或陷困。
最近我国的疫情仿佛掉了链子,
连续两周每日突破1万确诊人数,
同时也创下一天1万7000宗确诊病例的最高记录。

我国单日确诊病例若以人均计算,已经是亚太区国家榜首。以目前非常严峻的形势看来,我国房产领域能否在今年底走向复苏,倒是出现了很多未知数。这场抗疫的道路上已经整整18个月了,但我国的疫情不但丝毫没好转,反而每况愈下。

这一年半载内,我国房产领域经历无数的停摆、复苏及再停摆。国人因此付起了沉重的代价,许多生意人几乎耗尽了本身及生意上的储备金。在面临变种病毒及人心惶惶之际,国人更是精打细算花费,努力自保及撑下去。

不得不提的是,疫情完全打乱了发展商的计划,他们只能继续以观望的态度,也不敢贸然在这非常严峻的时刻推出新项目,甚至一些国内著名发展商也逐渐转型,的确让人感受到我国房产领域正在洗牌,除了发展商内部重组、裁员及减薪等等,大家能否坚持到疫情后的时代?

日前,财政部长东姑扎夫鲁提及我们正面临双重危机,即经济危机和卫生危机,而截至7月27日,1248万7441名大马人或38.2%人口已至少接种一剂冠病疫苗,而其中590万5926人或18.1%的人口已完成两剂疫苗。至于成年人口,53.3%已接种一剂疫苗,25.2%成年人口完成两剂疫苗。

以这样的走势看来,有望在今年10月实现所有成人人口完成接种的目标。

一旦大部分国民接种了疫苗,更多行业获准复工,国家经济也许将在本季度及第四季度获得改善。在此背景下,有关房产所牵涉的上下游领域才能浴火重生,重现曙光。

没健康长效机制

房产业是我国经济发展的一大支柱,反过来说,经济的发展也将毫无疑问的带动房产业。

但问题来了,正当我国饱受疫情困扰以及没有更好的房产政策下,就如笔者前几期专栏中所提及的,仅是再次实行延缓还贷6个月,以及再次延长拥屋计划(HOC)直到今年12月31日,这么多轮的调控与救市行动,到头来仍然是“头痛医头,脚痛医脚”,对笔者而言,这些并没有形成健康的长效机制,都是政府必须深思的。

马星有“三剂”!

马星集团却有3剂?

马星集团(Mah Sing Group)推出“Mah Sing NOW”活动,只要买家购买该集团位于中马、北马和南马的指定项目,就能享有“三剂优惠”。

这所谓的“三剂”是该集团的“拥屋增强剂”,分别是Own Now、Zero Now和Save Now。

第一剂Own Now是指买家可以通过马银行Maybank Houzkey申请房屋贷款,能更轻松拥有自己的房子。

第二剂Zero Now则是让买家享有“零付款”,包括零首付、工程期零费用,以及豁免买卖协议和贷款律师费。

还有关键的最后一剂Save Now,除了每月付款额折扣高达50%、地契转名备忘录(MOT)优惠,以及免费家具能让你节省更多,只要你已经接种或注册接种疫苗,出示相关证明即可获得额外的现金奖励。

马星集团创办人兼集团董事经理丹斯里梁海金指出:“配合政府欲在10月达到全国成人接种疫苗的目标,我们为旗下房地产、塑胶和医疗保健业务的雇员,参与和申请了各种疫苗计划。目前,有80%的雇员已经至少接种第一剂疫苗,放眼在8月达到100%接种。”

他说,随着接种人口扩大,商业也准备重启,消费者将重拾信心,并愿意花费在房地产等大件商品。家庭购买力逐渐改善,位于策略地点的可负担项目料将受到追捧。

在他看来,政府将拥屋计划(HOC)延期到今年12月31日,加上隔夜政策利率(OPR)降至1.75%的低位,更是让拥屋变得更可负担,进而让房地产业者受惠。

审视SOP不足 让更多领域复工

随着2019冠状病毒病的每日新增确诊病例,
在6月持续保持在4000宗以上水平,
政府宣布延长首阶段的全面封锁。

首阶段的全面封锁现已改称国家复苏计划第一阶段,直到符合3项条件,即每日新增病例连续7天维持在4000宗以下、加护病房床位处于中等水平,以及10%人口接种两剂疫苗,才会进入第二阶段。

在我看来,政府在国家复苏计划维持第一阶段的同时,也应该检讨现有的各项防疫标准作业程序(SOP),探讨是否有更有效和安全的方法,让更多经济领域重开。

正如很多公会、团体和机构所言,经过长时间的封锁之后,很多行业的业者都已越来越无力支撑下去,尤其是如今现金流开始出现问题的中小企业。所以,现在的当务之急,是重新审视与改善SOP的不足之处,为国内商家和人民缓解燃眉之急。

轮流上班增感染风险

举例来说,在现有的SOP,必要经济领域的商家或工厂,只能以60%的人力运作。

这项政策不仅冲击了很多业者的生意和员工的生计,也导致整个行业的供应链受到影响。

同时,因为无法让所有员工都同时开工,所以很多业者会让员工轮流上班,而这也在不知不觉中增加了感染的风险。

这是因为,不同批次上班的员工会在平时生活与上班期间接触到同事和其他的人,所以反而更危险。

而且,因为这些员工都能自由活动,有些甚至会出去做散工或者兼职来弥补收入,因此爆发感染群的影响会更加深远,波及更多人。

因此,政府应重新检讨这方面的SOP,以业者能将所有员工管控在同一工作地点的前提下,允许更多经济领域以100%人力开工。

以工厂为例,只要所有员工在经过检测、确定安全和确保所有防疫措施都已经做好之后,就可以把员工分派到各个不同的工厂,然后集中在那里居住和工作。

这样可以方便业者和卫生局严格监督这些员工的状况,也防止员工因在外活动和轮流上班而感染、传染病毒的风险。

即使不幸出现病例,也可以及时把整间工厂的员工隔离起来,避免爆发感染群将病毒传播到更多地方。

另一个政府需要解决的问题,就是改善审批的效率。

事实上,我已不仅一次强调这一点,但无可否认的是,如今在很多政府部门减少人力和在家上班的情况下,很多审批的过程都受到了影响。

我在之前就已经建议,政府部门的公务员应趁着如今许多行业没有运作的时期,尽快把之前积累的申请审批,这样就可以在经济重开后加速让各行各业恢复运作,也能避免新申请涌入而应付不来的情况。

应宣导防疫措施

在我看来,如今很多的抗疫措施和SOP都没有对症下药,导致很多人和商家都不了解严格遵守SOP的重要,所以确诊病例才会一直居高不下。

在这方面,除了加强执法和取缔不遵守SOP的人,政府也应要多多跟人民和商家宣导关于防疫措施和施打疫苗的重要性,尤其是各个重要的经济领域员工。

此外,政府和执法单位也应通过不同的管道,比如电视、社交媒体和实地走访等,向人民及商家宣导遵守SOP的重要,还有不遵守抗疫措施所招致的严重后果。

这样一来,更多人才会更积地极响应政府的措施及政策,从而加强马来西亚抗疫的成效。

国人应自律守SOP

我感到很遗憾的是,即使大马抗疫已超过一年,但很多人对待防疫SOP的态度,就像是“除非遇到警察,否则上车就不必绑安全带”的想法一样,即只要没有碰到执法单位或没人看到,就可以不必遵守SOP。

其实我们应为自己、家人、亲戚朋友乃至于整个国家着想,响应政府在对抗疫情方面的政策与措施,负责任和自律地遵守SOP,同时避免参与任何不必要的社交活动。

身为一名负责任的大马公民,无论去到哪里都应自觉地把口罩戴上、戴好,并保持安全的人身距离和维持良好的卫生习惯,如勤洗手和消毒等。

登记接种疫苗不理想

还有,在接种疫苗方面,很遗憾的是,如今还有很多人民还未登记施打疫苗。

截至6月26日,沙巴疫苗注册人数只占人口区区31.49%,而大马半岛大部分州属的登记率也还没有达到80%。

这可能是因为网络和社交媒体上流传许多关于疫苗副作用的假消息,导致很多人对疫苗产生了恐惧和担忧。

但正如全球各地的医学专家所说,疫苗引起致命副作用的几率是微乎其微的,而且风险比染上冠病来得低。

要知道,疫苗是全世界抑制冠病疫情的关键,假设马来西亚迟迟无法达到大多数人接种的目标,这样只会让疫情毫无止境地肆虐下去,届时我们的国家和所有人民将付出更沉重的代价!

事实上,在怡克伟士的员工当中,已经有1000人接种了疫苗,而我本身也是国内最先接种阿斯利康(AZ)疫苗的接种者之一。

所以,我在此呼吁还未登记接种疫苗的人民赶快行动,因为只有我们团结一致共同抗疫,才有可能战胜这场疫情。

疫情也压不住房价?

2019冠状病毒病肆虐,全球经济惨兮兮。照理来说,除了防护用品和必需品,大家都小心翼翼掌控支出,放下对非必须或大件商品的“购买欲”才是……

不过,数据却显示,全球房价不降反升,纽西兰、美国、德国、中国和秘鲁等地区,还是吸引买家疯狂抢购。

《联合早报》引述美国CNN数据报道,从2019年第四季,到2020年第四季期间,经合组织(OECD)的37个富裕成员国,实际房价却逆流而上,涨了近70%,增幅是20年来之最!

那,为何房市依旧如此“有价”,主要是全球各地政府因疫情,暂时禁止收回房地产,以支持无力按时还贷的屋主,还拨出数兆美元金援企业和员工。同时,央行降息让利率下跌,许多人的房贷压力更轻。

另一些临时的减税政策,亦刺激了房市买气;还有疫情期间的“禁足令”措施,以及居家办公的文化渐热,让人们开始考虑买房或换房子。

没地方花钱只好买房

英国房地产平台Zoopla研究主管唐纳说:“如果你把绝大多数人口关起来几个月,他们会(很快重新评估)要从房子取得什么。”

一些国家的富裕人士,已开始往郊区寻找空间更大的住宅,因为即便疫情平息,许多企业也习惯了居家办公,他们不需要每日往返市中心的办公室。

而且,富裕人士因为禁足令,反而花更少时间出国旅游或到外用餐,更有“闲钱”投资在保值的房地产。

在截至今年3月的1年内,纽西兰房价中位数上涨逾24%,是有史以来最高,导致政府正在想办法稳定房市。

许多分析员认为,随着各国陆续加快疫苗接种计划,加上,今年全球经济增速料将更强,继续带动房市,相信房价还是会处于涨势。

房地产咨询公司莱坊国际住宅研究主管埃弗里特艾伦认为,目前借贷成本依然低廉,而一旦边界重新开放,外国投资者的涌入将继续推高房地产价格。
