酒店业界视2022年为复苏年,
来势汹汹的Omicron会是绊脚石吗?

2年前疫情爆发后,酒店业首当其冲,“血流成河”,不少酒店倒闭的倒闭、裁员的裁员,更有一些酒店转型改做其他用途。

“柳暗花明又一村”,今年10月中政府解除跨州禁令,11月15日起让完成接种的国际游客在浮罗交怡度假的“旅游泡泡”试点项目,加上大马与新加坡航空及陆路疫苗接种者旅游走廊(VTL)11月底开通后,各地酒店入住率明显回升,尤其是著名旅游地区的酒店每逢周末公假“一房难求”。

酒店业是否已否极泰来?

尽管“奥密克戎”(Omicron)来势汹汹,恐将掀起更大的疫情,但无论是酒店业者,或是产业界人士,大家无不期望,2022年是本地酒店业的复苏年。

ZamBurger连锁酒店集团发展总监谢秉益就直言,酒店业界普遍将2022年视为复苏年,业者都不希望国内再爆发新一波的疫情,令刚出现一线曙光的酒店业再次陷入困境。

酒店业已经不起打击

“酒店业已经很脆弱,经过疫情洗礼后存活下来的酒店也已‘奄奄一息’,我们已经不起更多的打击。”

谢秉益也是柔佛州商务酒店协会主席,他强调,酒店业必须先解决困扰业界多年的所有问题,才来谈复苏,否则该领域的前景仍是举步维艰。

他认为,政府须协助解决酒店业现有的各种问题,包括为业界提供一个公平的竞争平台,除了管制民宿业,也必须管制网上订房平台(OTA),包括这类平台的佣金上限。

谢秉益直言,酒店业真正的挑战是后疫情时代,从近2年疫情中渡过难关,目前仍存活下来的酒店,究竟还可继续支撑多久?

酒店民宿竞争激烈

他指出,尽管开放国内旅游和VTL之后,酒店入住率有所回升,但酒店业普遍还在挣扎求存,主因是除了酒店之间的削价战,OTA和酒店之间的削价战也还在持续中,各类型酒店也依然面对民宿的激烈竞争。

此外,新山商务酒店也面对三星级酒店的削价竞争。

“新山一些三星级酒店每晚住宿费区区90令吉,和我们商务酒店的每晚80令吉相近,这对寻求较高等级酒店服务的住客无疑有一定的吸引力。”

酒店业复苏速度
取决更多国家开放

跨国产业顾问公司莱坊指出,酒店业的复苏速度取决于更多国家的开放,允许各自的国人出国旅游和经商,而两大人口和经济大国中国和印度将是复苏的关键。

全球各地的游客在疫情期间被迫长期宅家,如今莫不期望可以尽速恢复到海外观光,这种被压抑的需求非常大,而大马需确保这些人出外旅游时选择前来我国,无论他们是将大马视为经商之地的商务旅客,或是想要在假期期间前来我国的观光客。

大马莱坊资本市场执行董事詹姆斯巴克利指出,影响酒店业复苏的因素很多,例如其他国家的疫苗接种速度、疫苗加强剂的使用、航空业可应付多少旅客的影响、潜在新变种病毒的威胁,以及酒店重新雇用员工的能力。

承认他国接种是关键

“国际航空运输协会(IATA)预测,全球飞机乘客人数将于明年恢复疫前的88%,并于2023年一举超越疫前水平,比疫情爆发前高出5%。

“全面复苏的关键是各国承认其他国家的疫苗接种,并取消对完成接种游客的检疫要求,而全球多个国家已开始这么做。莱坊预计,明年将有更多国家允许完成接种的外国人入境,允许这些外国游客入境后无需隔离,可以自由活动和旅游。

目前看来,我国也正逐步朝这个方向发展。莱坊希望到了明年初,完成接种的外国游客可以更轻松地来这里出差和度假,而无需隔离。

未达疫前水平
入住率反弹各地大不同

酒店入住率大幅反弹,但各地情况大不同。

根据莱坊向酒店业者了解,一些较小型酒店在工作日的入住率已回升到60至70%,周末则高达100%,这主要得益于国内住宿业务。平均房价也有所改善,但尚未达到疫情前的水平。

谢秉益说,政府今年10月中起解除跨州禁令,以及11月底VTL开通以来,国内各地酒店的入住率回升幅度不一,例如马六甲和吉隆坡酒店入住率较高,但新山酒店入住率的增幅则比较慢,没有明显的提升。

狮城游客未回归

“这主要是新加坡游客还没回归,毕竟柔南旅游和酒店业高度依赖新加坡游客带来的生意。VTL措施下每天从新加坡入境大马的1500人(包括在新加坡工作的大马人)主要是持有工作或长期准证的打工族,并不包括游客。

根据旅游、艺术和文化部的数据,新加坡游客是大马最大的外国游客来源,2019年从新加坡入境大马的游客达1000万人次。

“至于恢复跨州旅游,老实说,对国内游客而言,柔佛州不是首5个热门旅游目的地。”

新山酒店客房价偏低

他以浮罗交怡为例,当地酒店虽然也有推出一些促销配套,但客房价位较高,反观新山酒店客房价位却偏低。

谢秉益指出,即使是柔州不同地区的酒店,入住率也不尽相同。

例如在新山以外的地区,尤其是靠近海边景点如迪沙鲁的酒店,就迎来平均60%的入住率。

柔北麻坡的商务酒店入住率也有约40%,反观新山市区只有约20至25%。

已从事酒店业13年,多年来看尽业界起起落落的谢秉益感叹说:“10年前的酒店客房价格比现在还好。在商务或廉价酒店,过去一张双人床的酒店客房每晚收费110至120令吉,如今低至每晚30至40令吉都有。”

他补充,去年3月行动管控令(MCO)以及今年多次的管控令期间,整个柔州的商务酒店入住率只有区区约8%,平均每天租出的客房只有2至3间,如果有5间已算是不错的成绩。

观光旅游市场料先复苏

詹姆斯巴克利指出,目前而言,休闲观光旅游市场料将率先复苏,而商务旅客或需更长时间才能恢复。

因此,酒店业将先聚焦于休闲游客市场,接着再于2023年开始更关注商务旅客市场。

针对这点,谢秉益指出,以三星级以下的商务/廉价酒店而言,目前看到的情况刚好相反。

他说,商务/廉价酒店的客户群向来主要分成出坡公干的商务旅客,以及全家出游的家庭游客这2大类,目前以前者的复苏速度比较快。

“商务旅客尤其是出坡公干的人士,免不了都需入住酒店借宿,现在各类型大大小小的酒店都在抢这类住客,并纷纷祭出各种促销配套或给予优惠折扣,例如‘买10晚送2晚’、住更多优惠更多等,务求这类住客住得更久,也更常光顾。

家庭游客没信心跨州

反观家庭游客市场还没复苏,期待中的报复式旅游并未出现。

“这主要是疫情虽有所缓和,但许多家庭还是没有信心跨州旅游。”

他指出,即使是已经或准备跨州旅游的家庭游客,他们在疫情之后的心态和消费模式已转变,会倾向于入住较高星级的大型酒店。

“许多国人太久没有旅游,变得更加愿意消费,但却更讲究酒店的卫生条件、环境、设施、安全、健康等。但与此同时,他们也会问:‘大型酒店有没有提供折扣优惠?’”

游客入境需检测
业者应供配套引客

基于出国旅游的成本持续扬升,例如许多国家或地区规定游客入境前和入境后皆须进行酶聚合酶链反应(RT-PCR)检测,预料将促使各国游客在前往一个旅游目的地时将逗留更久的时间,但出游的次数或将减少。

詹姆斯指出,酒店和度假村业者需考虑如何攫取这类游客,例如全包的配套或是一种最佳的“引客”方式。

谢秉益指出,酒店业者可在营销策略方面多下工夫,例如提供一次过预订3晚客房享有特价优惠的配套,招徕和吸引这类游客在酒店多住几天。

加入连锁集团持续经营

所谓“有人辞官归故里,有人漏夜赶科场”,在不少酒店不敌疫情倒闭之际,却涌现了一些新的业者,另有一些酒店则转型后加入了新崛起的连锁酒店集团,以结盟的方式持续营运。

谢秉益本身担任发展总监的Zamburger连锁酒店集团,就是以“收购/租赁-统一经营-上市”形式下,结合许多商务酒店于同一屋檐下的新模式业者。

该集团的营运模式是收购或租赁现有的酒店,然后以Zamburger或The Red Warriors的品牌统一经营,未来目标是寻求上市。

截至本月7日,Zamburger连锁酒店集团已在国内拥有71商务酒店,并在邻国印尼拥有另3间酒店。

该集团租赁酒店后,就在9至15年不等的租约下,全权管理和经营有关酒店,并负担酒店的所有开销和费用,也续聘原有的员工。

原业主不必出钱

原业主在这期间一分钱也不必出,却可每个月坐收租金。租约届满后,酒店也将原原本本的回到他们手上。

酒店这种转型方式的好处是“多一个战友,少一个敌人”,也因为减少竞争而可取得更高的房价,改善酒店的环境素质,也让整体酒店业在新旧业者和资金的结合下展现新面貌,焕然一新。

这是酒店转型的其中一种模式。疫情期间出现的其他新模式,包括酒店转型成为医疗中心、月子中心和养老院。

谢秉益指出,事实上,早在疫情之前,业者已在酒店业面临各种挑战,未来前景艰辛下探讨转型,而疫情的到来加速了大家转型的步伐。

酒店业面对人手荒

根据一些酒店业者反映,酒店入住率的突然大增,已造成酒店业面临人手短缺问题,如果短期内无法解决,可能会阻碍酒店业的复苏。

詹姆斯强调,这是全球各地在松绑管控后的共同景象,而非大马独有。

他认为,随着酒店争相聘请员工,酒店业的工资或将上涨。

事实上,面对人手严重短缺,酒店业已大幅调高员工的工资,甚至包吃包住,但仍乏人问津。

谢秉益指出,酒店业面临的一大挑战,是就业条件不比其他行业有吸引力,很难招聘人手。

尤其是各经济领域重启后,打工族有更多的就业机会,例如在鞋店工作月薪约1800令吉,在酒店打工却只有约1200至1400令吉。

“清洁员工短缺最严重,这类员工最难请,请到了也可能做不久又离开。

“我想其中一个主因是大家担心爆发新一波疫情,打工族担心现在加入酒店业后,日后可能再度失业。一些现有的酒店员工则想要改行,转投工作比较有保障的领域就业。”

他指出,旅游业,包括酒店业目前面临的一大挑战就是,业者是否已做好准备,迎接我国边境开放后,外国游客大量重返?

隆雪槟柔房价 终同步小反弹

隆雪槟柔房价小幅反弹,
是房市复苏迹象?

随着政府加快解封经济,我国房地产市场似乎终于盼来复苏的讯号!

根据PropertyGuru最新发布的马来西亚房地产市场指数(简称MPMI)报告,国内房价在今年第三季按季上涨了0.92%。

更令人鼓舞的是,吉隆坡、雪兰莪、槟城和柔佛这四大城市,房价都一同上涨,是自去年次季以来难得可见的景象。

其中,首都吉隆坡增长1.56%为最高,而雪兰莪也录得1.%的涨幅;槟城房价上涨1.38%,而因为马新边境未开放而复苏较为缓慢的柔佛,仅涨0.15%。

疫苗接种加速经济重启

PropertyGuru Malaysia区域经理Sheldon Fernandez表示,疫苗接种率加快和经济重启,是推动房价近期上涨的主因。

“随着我国在抗疫上取得更大的进展和显示出更强的韧性,消费者的信心也随之上升,预计这将促使房产需求稳步回升。”

不过他也强调,房价要回到疫情前的水平,仍需要一段时间。

供应下跌6.51%

另一方面,PropertyGuru的供应指数在第三季按季跌6.51%,上个季度则大涨11.94%,形成极端的走势。

其中,槟城和柔佛的房屋供应量减少最多,分别按季降13.79%和13.36%。而吉隆坡减少7.3%,雪兰莪小减2.63%。

Sheldon解释,今年第三季重试全面封锁,新房建筑工程被迫暂停,影响了交钥匙和新屋推介。在二手房方面,相信是近期房屋买气低迷,房价下跌,导致二手房卖家不敢贸然挂牌卖出。

“总体而言,随着整体经济活动、就业市场情绪和金融稳定性的改善,加上完成接种疫苗人士的比率持续增加,房地产市场预计会在未来数个月稳步回升。但在短期内,市场信心将继续受到疫情的消息所左右。”

港80后打疫苗抽中豪宅

打疫苗送豪宅,是真的!

前一阵子,全球不断传来各种打疫苗送奖金、送房子的消息,就是为了鼓励更多人接种疫苗抑制冠病疫情。

抽奖的新闻许多,但抽奖结果呢?

根据《环球时报》,香港两家发展商在5月时响应香港政府豪宅,共同捐出一套价值1080万港元(约575.84万令吉)的41.7平方米新房子,在昨日(8日)正式开奖,由一名“80后”获得!

80后抽中香港观塘“凯汇”豪宅。

两家发展商还宣布,若在本月30日前,全港达到500万人接种至少1剂疫苗,第二轮抽奖会捐出一套价值1200万港元(639.83万令吉)的新房!

除此之外,主办方第一轮抽奖送出20份每份价值10万港元(5.33万令吉)的预付卡签账额或信用卡免费签账额。第二轮抽奖也将再送20份,不过签账额提高到20万港元(10.66万令吉)。

租房须完成接种?

冠病肆虐,人心惶惶,人人自危,
连找租客也提心吊胆。

根据多伦多星报传媒集团新闻网站YorkRegion.com报道,torontomls.net网站上一则招租广告,提出“租户完全接种疫苗”的要求。

据悉,这个网站只提供服务给地产经纪,而这广告在“经纪备注”部分提出这个条件;这在当地即刻引起议论纷纷,房仲认为没问题,但有律师针对合法性和道德性提出质疑。

根据报道,业主开出其他条件也包括至少要租屋一年、工作证明信、现时的工资单和推荐信等。

报道引述该放租屋的房地产经纪人Glen Chen说,出租市场上,房东可以提出各种要求,例如不可抽烟、不得养宠物等等,所以觉得这条件没有妥。

报道引述房产律师Caryma Sa ‘d说,房东可提各种租屋先决条件, “要求租户完全接种疫苗”有可能违法,因为这存在某程度上的歧视。

“有些人不能接种疫苗(有潜在疾病),这是潜在的歧视。我认为这是一个相对较小的群体,但在一些情况下,有人不能而且必须依靠群体免疫,这样的人现在再次受到歧视。”

要求租户接种或触犯人权

另外,加拿大公民自由协会(Canadian Civil Liberties Association)律师Cara Zwibel认为,这课题的问题在人权。

“这可能会触犯《人权法典》。在基本人权和社会层面上,人们是否应该因为没接种疫苗而被剥夺住房权利?”她认为这答案应该是绝对否定的。

为了保障利益,房东或是地产经纪向租客索取的个人资料越来越多,疫情严重,要求租户接种疫苗可能是目前较多业主会新加进条件的一部份。

据Glen Chen称,房子已经租出去,而业主最终也没有要求租户提供相关接种疫苗的文件。

完成接种 应允企业复工救市

随着马来西亚的疫苗接种计划日渐取得出色的进展,
我认为政府也应该开始重新检讨
第一和第二阶段国家复苏计划的部分标准作业程序(SOP),
让更多已接种2剂疫苗的企业或地区,
以更多的人力复工。

在我看来,目前的SOP存在着许多有待改善的地方,而且经历了长期封锁后,很多人民、商家和企业都已越来越吃不消,所以政府有必要尽快采取行动,让大马经济重新运转。

自7月12日开始,马来西亚的每日疫苗接种数量就维持在40万剂以上,这个数字更在7月22日突破了50万剂,显示出国家免疫计划开始取得越来越多的成效。

同时,大马如今已有一半的成年人口施打了第一剂疫苗,接种两剂疫苗的人士也超过20%,因此,相信在这几个月内就能达到群体免疫的目标。

在我看来,政府应该开始考虑让更多经济领域以更多人力复工,因为正如我们所见,永无止境的封锁并非一个有效的解决方法,而且无限期的封锁只会造成经济大规模停摆。

检讨60%员工上班

在经济停摆而疫情又无法有效控制的情况下继续封锁,其实就只是白白牺牲了封锁期间的经济生产力,也让很多人民和商家平白无故地蒙受损失。

而且,也应修改国家复苏计划第一和第二阶段的某些SOP,尤其是把许多行业的上班人数限制在60%的举措,就应该优先检讨。

我在上一期专栏已提过,这个只允许60%员工上班的规定,实际上会对防疫造成更大的危害,因为很多员工在轮流上班的过程中,会增加传播与感染病毒的风险。

另一方面,有的员工在没有上班期间往往会到处趴趴走,将自己暴露在社区感染群的风险当中,然后在上班的时候又将病毒带到职场。

接种后染疫风险降

所以,我建议政府应趁着如今已完成接种2剂疫苗的人数越来越多时,制定一套新的SOP,让那些所有员工已完成接种的企业以100%人力复工,而非继续沿用国家复苏计划第一和第二阶段底下60%或80%员工复工的规定。

这是因为,从各种研究结果和数据来看,虽然接种了2剂疫苗的人依然还是有机会感染病毒,但出现严重病症的风险会大幅度降低,取而代之的是一些重感冒的症状。

所以,只要在大部分人民已接种两剂疫苗、住院人数减少、新增病例数量放缓、加上人民配合严守防疫SOP的前提下,我认为政府是可以探讨让那些员工已接种了2剂疫苗的企业全面复工。

可规定员工定时检测

在检讨开放复工的SOP方面,为了进一步确保安全,我认为政府可以按照目前的情况来制定一套明确的SOP,列明员工须严格遵守的防疫措施、规定雇主定时为员工检测冠病和安排住宿、还有一旦有员工确诊后的处理方式等等。

有了这些明确的资讯之后,商家和企业就能作出相应的安排,而我也相信这将有助国家免疫计划的推行,因为想要尽早复工的雇主和员工会更积极地接种疫苗,从而让大马更早达到群体免疫。

同时,随着更多行业复工,国家的经济也会开始重新运转起来,帮助人民和商家改善财务状况,而根据目前的情况来看,这是政府当务之急必须解决的问题。

事实上,经过了这么长时间与病毒对抗之后,相信很多人都已经意识到,如今全球各地都一致出现了一种新的景象,那就是与病毒共存的新常态。

鼓励企业响应接种

纵观全球,很多疫苗接种率达到很高水平的国家都已开始逐步解封,因为这些国家都意识到,永无止境的封锁是无法根治问题的,而且只会对国家经济带来沉重的打击,并衍生出更大的民生问题。

尽管如此,我还是想要再度呼吁大马人民自律抗疫,时时提醒自己严格遵守SOP,千万不要存有侥幸的心态。

因为很多时候往往就是一个人的疏忽、固执或者毫不在意的态度,就会引发出一个牵涉数十、甚至数百人的感染群,进而拖累整个地区的居民与商家。

战胜这场疫情需要所有人的共同努力,因此,我也呼吁私人界的公司企业积极响应疫苗接种计划,为员工提供疫苗。
