隆商务区办公楼 疫后振飞

为何吉隆坡市中心仍然是不少企业的首选,
而非孟沙、白沙罗等市郊地区和雪州?

大马为抑制2019冠状病毒病疫情,而于去年3月18日实施行动管控令,因此,无论是吉隆坡中央商务区/市中心,还是吉隆坡市郊和雪兰莪州等其他地区的办公市场都受到影响,明显下行。

然而,随着疫情开始受控,政府宣布大马疫情10月底从大流行晋入地方病阶段,进一步放宽各项管控,加上本月11日起允许已完成接种的国人跨州和出国,以及更多商业与经济活动恢复营运,大马经济正在重启,办公市场是否也已出现转机?

另一方面,尽管疫情重创经济,但为何仍有不少企业继续在租金最高的吉隆坡市中心或中央商务区(CBD)营运?

巴生谷尤其是吉隆坡市区的办公空间供需失衡现象日益严重,将加剧市场原已激烈的竞争。

早在疫情爆发之前,巴生谷办公空间原本就已供过于求,而同时间,还有许多新的办公空间投入市场,令办公空间供应过剩的局面进一步恶化。

大马莱坊企业服务部执行董事郑扬建指出,截至今年第三季,巴生谷的累计办公空间高达1亿1270万平方尺,其中吉隆坡市区就高占52%或5890万平方尺,吉隆坡市郊占2940万平方尺,其余2440万平方尺坐落在雪州。

另一方面,到了明年底,巴生谷预计将有额外约906万平方尺的新办公空间落成,其中吉隆坡市区将占约545万平方尺或60%。

他接受《南洋商报》书面专访时指出,自疫情肆虐以来,巴生谷办公空间的平均租金和整体租用率就一直面临下行压力。

在营运环境充斥各种变数和挑战下,企业纷纷搁置各项业务决策,尤其是涉及大笔费用的决策,以控制开销和管理现金流。因此,在需求疲弱下,有关租用办公空间的询问也普遍减少。

无论如何,基于疫情期间被压抑的积压需求,更多企业尤其是那些目前采取观望态度的公司将探讨各种机遇,预料办公市场将在今年杪或明年初有所改善。

尽管如此,为何不少企业仍选择在吉隆坡市中心设立办事处,而非孟沙、白沙罗等市郊地区和雪州?

郑扬建指出,根据大马莱坊的观察,吉隆坡中央商务区的办公租户主要来自金融、石油与天然气、资讯科技和其他专业服务领域的企业。

外国人较熟悉隆市区

“这些企业普遍选择在隆市中央商务区营运或设立办事处,是因为作为我国主要经济与商务中心,隆市区提供一流的商业环境,周遭有无数的便利设施,并获得良好的连通性和可达性支撑。

“尤其是那些主要客户为跨国企业的公司,选择在吉隆坡双峰塔和周遭地区营运将获得许多好处,因为相对隆市郊和雪州,外国人对隆市区/中央商务区更为熟悉。”

况且,隆市中心拥有完善的陆路和铁路交通网络,这包括轻快铁、捷运、电动火车和机场直透快铁等,从巴生谷各大城市,包括从吉隆坡国际机场 (KLIA) 都可以轻松抵达这里,因此对于跨国公司来说很方便。

主要租户为跨国企业和大企业的首要办公空间,大多集中在隆市。例如即将落成的新地标建筑,如吉隆坡标志塔(Exchange 106)和吉隆坡118大楼(Merdeka 118),具有很高的建筑规格和功能——它们也是更大的总体规划发展项目的一部分,这些发展项目与其他附属建筑物,例如公园、商场、酒店、火车站等无缝整合。

基于现有和即将投入市场的办公空间庞大,隆市业主们大致上纷纷提供更有竞争力的租约配套,以吸引租户入驻。

后疫情时代,跨国企业集中隆市中央商务区的趋势会否逆转?

郑扬建指出,每个地区/市场都有本身的优缺点,而企业也可能被隆市郊或其他地区的办公空间所吸引,发掘这些办公市场的各种机遇。
他以吉隆坡市郊为例,吉隆坡中环、孟沙、谷中城、吉隆坡生态城(KL Eco City)和孟沙南城经历过去几年的发展,如今已是发展成熟的地区,成为许多企业选择的办公地点,而且四通八达,可通过轻快铁、捷运和电动火车等公共交通网络,轻易和巴生谷各地连接。
这些地区大部分都拥有各种便利设施,因此深受商界和办公市场租户欢迎。

地理位置双重优势

“举个例子,连接谷中城和吉隆坡生态城的人行天桥于2019年开通,增强了这2个综合发展项目的往来便利和整个生态系统。两地的办公空间租户得以有更多餐馆、休闲设施、杂货店、银行、健身房等供选择。”

他补充,就地理位置而言,这些主要的市郊地区拥有双重优势,既可以方便地前往隆市和雪州的主要卫星城市,又可以接触到庞大的人才库。

“与此同时,雪州的办公空间获得市场良好吸纳,尤其是拥有多媒体超级走廊地位的建筑物,如 1Powerhouse、双威镇、i-City和新落成的A级建筑 Imazium。

这些发展项目提供了相当大的楼层、综合开发项目内的充足便利设施,以及便利的公共交通。

办公市场需时恢复盛况

更多经济领域重启,办公市场会否恢复疫前情况?

郑扬建指出,随着更多经济领域恢复营运,办公市场将逐步恢复生气。

疫情期间积压的被压抑需求,将激励更多企业探索市场,尤其是那些目前仍静观其变的企业。

然而,基于许多企业尤其是跨国企业仍在评估未来的作业模式,即全面恢复过去所有员工都在办公楼工作,或是混合公司上班和居家作业模式,因此办公市场仍需一段时日才有望回到疫前时期的盛况。

不被居家作业模式淘汰

后疫情时代,被视为新常态之一的居家作业,是否仍将是主流?

郑扬建认为,这完全取决于整体商业环境和个别公司的企业文化。

“显而易见的是,自疫情去年初爆发以来,许多企业采取员工分批同时在公司上班和居家作业的混合作业模式。目前市场上的工作模式多样化,一切取决于工作性质或公司业务模式。

“尽管有些人发现,居家作业或远程工作会更有效率,但人类毕竟是群居动物,我们仍需要社交活动和协作,尤其是那些本质上高度讲究团队精神与合作的职场。

他补充,因此,实体办公空间仍是不可或缺的重要环节。当然,办公空间本身将会不断的发生变化和持续升级,变得更先进和优质,并具备良好的科技工具,以适应远程工作。

“设备齐全的办公室肯定有利于支持人际协作和社交活动。毕竟,设备完善的办公室直接满足员工的需求,例如用于团队创新或交流思想会议的协作中心,有时还有用于专注于个人工作和私下对话的个人空间区域。休息区、健身房等设施,可以促进员工的心理健康。

“双租”下行压力沉重

巴生谷和隆市区办公市场租用率与租金未来走势如何?

面对持续供过于求的现象下,吉隆坡市区办公市场仍将挑战重重,令“双租”(租金和租用率)双双面临沉重的下行压力。

今年第三季,隆市区平均每月租金为每平方尺6令吉80仙,平均租用率只有65.4%。

至于隆市郊,由于优质办公空间的供应有限,“双租”料将保持稳定。

隆市郊平均月租为每平方尺约5令吉60仙,平均租用率则高达85.7%。

诸如吉隆坡中环广场、谷中城、吉隆坡生态城和孟沙南城等公共交通导向发展项目(TOD)内拥有多媒体超级走廊地位,并获得良好保养的建筑物,办公空间需求将保持殷切。

与此同时,雪州办公空间租户乔迁和入驻活动料将较为均衡,尤其是白沙罗上城(Damansara Uptown)最新落成的A级建筑物Imazium办公空间投入市场后,情况更是如此。

雪州办公空间平均月租约为每平方尺约4令吉10仙,租用率74.4%。

巴生谷办公空间租金指数

建筑设计将符防疫SOP

后疫情时代,办公空间设计将以符合防疫SOP要求为主导?答案是肯定的。

郑扬建预计会有更多企业,尤其是跨国公司计划重新设计其办公空间,以概括更多的协作和重点空间,同时严格遵守各项防疫标准作业程序(包括人身距离要求等),并将员工的健康放在首位。

除此之外,我们还看到业主们不断努力确保所有租户可以安全使用其建筑物的各项设施。

“根据我们的观察,不少业主如今不仅是提供基本的办公空间,还主动为租户提供各项便利设施。

“此外,随着租户们逐步的回到办公室,业主们也正努力确保他们的建筑物符合防疫要求,这包括使用紫外线系统对设施进行现代化改造,以提高室内环境质量;将部分电梯按钮改为非手触式系统,以确保租户和访客们的安全。”

电商物流业需更大空间

巴生谷尤其是隆市区办公市场展望如何?

根据大马莱坊的观察,目前市场上较活跃的企业,主要来自电子商务、卫生保健、保险、科技、物流、业务流程外包(BPO)以及共享服务与外包(SSO)相关领域。
“我们预计,这些行业未来数年对办公空间将有更大的需求。”

至于隆市中心/中央商务区及其周边地区,即将竣工的综合发展/总体规划发展项目,如敦拉萨国际贸易中心(TRX)、吉隆坡118大楼和武吉免登城市中心(BBCC),将成为吉隆坡市区办公市场的催化剂。

“这些发展项目拥有独特的配套/互补元素,预计将吸引更多租户考虑这些地点。”
