房市复苏迈向新常态

随着疫苗的施打、2019冠状病毒病(COVID-19)每日新增确诊病例从1月杪至2月初期间的高峰逐步回落,还有人民对新常态的越来越适应,国内各个行业都开始“回春”。

在房地产业方面,如我上期所说,国家产业资讯中心(NAPIC)的数据显示,房市的成交量和总值已于去年第三季出现V型反弹。

从目前来看,房市这个复苏的势头,并未受到今年1月13日到2月18日期间实行的行动管控令2.0影响,反而继续走强。

根据我对目前市况的观察,许多可负担价位的房子都迎来了炽热的买气,尤其是那些30万令吉左右的可负担房屋计划。

据我所知,有些这个价位的政府可负担房屋项目在正式推介之前,就已获得相等于单位数量数倍的注册人数。

这是因为在之前疫情很严重的时候,很多潜在的购屋者或买家,都把自己的买房计划押后了,直到如今疫情与经济状况都改善后,重新回到市场找房子。

再加上拥屋计划(HOC)和政府提供的豁免印花税优惠,还有许多发展商本身提供的各种优惠回扣,也令许多人意识到这是一个非常难得的买房时机。

因此,种种迹象显示,房地产市场乃至大马经济都正在复苏的路途上稳步前进,符合国家银行与众多国际经济机构的预期。

实际上,根据国际货币基金(IMF)预测,大马国内生产总值(GDP)今年将增长6.5%,仅次于印度的8.8%和中国的8.1%;放在全球范围,这个经济增长率也是名列前茅。

对于这一点,我相信全马人民都应感到自豪,因为这不但表示最糟糕的情况已经过去,更显示出我国经济的强大韧性。

外资助创数万就业机会

但我认为,想要确保大马经济复苏与未来增长的永续,我认为大家都必须正视外资吸引力这个问题。

在我看来,外资是推动大马经济与社会发展的关键驱动力之一。众所周知,外资企业来马投资经商,往往就能创造数百、数千,乃至数万个就业机会。

对于如今迫切需要降低失业率的马来西亚来说,这些工作岗位是不可多得的帮助。对于那些因为疫情而失业许久的人民,说这些新的职缺是救命的稻草也不为过。

更重要的是,外资还会带来外国的资本和先进的技术,而这两者正是大马目前最需要的。

有了这些资本和技术,大马才能转型成为一个东盟区域的科技与创新枢纽,并为整个国家的生产链创造更多价值,从而帮助国家实现成为高收入国的愿景。

提高公务效率增强廉洁

就如我在过去所说的,提高大马在外资心目中的魅力,首要的就是改善有关政府部门的审批速度与提高政府机关的廉洁程度,打造一个真正的亲商环境。

要知道,外资要在马来西亚成立一家公司,需要经过许多程序,包括向大马投资发展局(MIDA)、环境部(DOE)、大马公司委员会(SSM)、雇员公积金局和社会保险机构(SOCSO)等部门注册和申请准证。

由于这整个过程相当冗长,再加上近期政治的不稳定,因此很大程度上影响了外资的信心。

所以,世界银行近期对大马提出的建议相当中肯。这家全球金融机构的经济学家指出,大马在招商引资的同时,也应在外资入驻本地后给予各方面的协助,确保外资长期留在国内。

政府应谨言慎行,无论是任何政策还是言论,都应深思熟虑后才对外发表,否则很容易造成不必要的紧张或疑惑,从而影响外资的信心。

国民应对政府有信心

但,想要吸引外资不能单靠政府的力量,各个政府机构的官员,甚至普罗大众都有责任推广马来西亚的经商优势。

如同世行所言,政府官员应在协助外资在大马落脚经商方面积极一点,尽量提高审批的效率和尽可能地帮助外资在国内营运所面临的任何问题。

另一方面,人民也应避免只是一味抨击缺点,而是多留意和宣扬各种优点和强项。要知道,如果连自己的人民对国家都缺乏信心,那么外资要如何能对这个国家有信心呢?

大马拥有多项优势

1.我们拥有多元的文化,不管是任何国家的外资,在大马投资都几乎没有水土不服的问题;

2.大马人民精通马来语、英语、华语、淡米尔语等多种语言,应付其他亚洲国家、中东、中国和印度等不同国家的生意都没有问题;

3.天然资源丰富,不管是原油、黄金、棕油、橡胶、可可豆、胡椒和木材等大宗商品及农作物,都能满足外资对生产原料的需求;

4.这里没有天灾,不必担心受到突如其来的天灾,影响公司营运;

5.马来西亚地处东盟的策略位置,让外资能以此为中心,在这个即将成为全球第四大经济体的区域扩展版图;

6.国内基础设施完善是一大优势,举凡机场、港口、高速公路、铁路连接和高速网络等都是比美发达国家;

7.在大马经商可享有强大的成本竞争力,能协助外资降低成本。

相比邻国新加坡、泰国、印尼和越南,大马人才与天然资源丰富,最重要的是,我国的经济和市场潜力都十分可观,增长空间非常大。

所以,只要政府、官员和人民都能作出相关改变,我深信大马肯定会成为外资心目中的投资经商首选目的地。
