如何避免高楼住宅淹水?

请问我在装修的时候,能够做些什么预防日后水灾吗?至少能降低损失。

高楼淹水通常是因为阳台阻塞,要定期检查排水洞,可预防高楼淹水。

买房子时可以买在高地区的房子,以避免淹水。

通常有地的产业面临水灾时,都是外部流进来的水,主要是因为大雨或某地方排水渠堵塞。这部分和自家装修没有什么关联。

若住家大门能高于马路,可稍微降低淹水的几率。

“邻居装修,我家竟变危楼“

邻居装修,
我家却犹如遭遇地震!

在雪兰莪巴生良木园(Taman Klang Jaya)的一间单层排屋,面临地面龟裂、天花板掉落、后门打不看、墙壁还出现大面积大裂缝,甚至可以从缝口看到穿墙身后方。

而屋主拉克斯怀疑,造成自己家犹如遭遇地震后的受灾房子,原因就是邻居的装修工作!

屋子墙壁出现大面积的裂缝。

他拍下视频上载到社交网站,控诉邻居大规模装修,把单层房屋改成双层排屋,导致他本身的房子遭严重破坏,更是因为担心电线和结构不稳,最终被迫搬迁。

其他邻居也遭殃

在视频中,他质疑为何市议会批准单层排屋改建双层,是否考虑到附近房子的安危,因为不止他的家,连其他邻居家也一样遭殃。

他曾多次向市议会、市议员、州议员等投诉,但多年来都没有获得关注,因此忍无可忍决定拍摄房子惨状上载到社交媒体,并寻求律师采取行动。

别说墙壁龟裂,就连地板也出现裂缝。
天花板脱落,屋子几乎已开了一个天窗。

住在当地30多年的他,还在视频中调侃市议会派员“演戏”,曾到其住家视察,甚至以红色标记屋子损坏的部分,最后却毫无下文。

“我们辛苦赚钱购房,现在屋子没办法住人,谁能还我公道?我也投诉过州议员和市议员,但是都没有用,最近住家还进贼,可说是雪上加霜。”

查尔斯获知此事后,也尝试与屋主会晤,希望可斡旋,解决问题。

市议会:装修工程依程序批准

针对屋主指控,巴生市议会澄清是项装修工程是根据程序批准的。

市议会公关小组主任诺菲查发文告指出,根据市议会资料显示,该装修工程的规划准证和蓝图,是于2012年由工程顾问所发出,并且获得邻居的同意。

她说,市议会批准有关工程后,就有接获该屋主的投诉,因此便采取跟进行动。

“市议会已经委任工程顾问,前往鉴定该屋子龟裂的原因和扩建部分的坚固程度。”

对于视频中的贪污指控,她表示欢迎任何一方向执法单位投报和调查,“市议会向来秉持透明和廉正原则,绝对不会袒护任何贪污或滥权行为。

个人房屋 只能找本地装修商?

装修只能找本地人?
找外国装修商,就是违规?

F级土著承包商协会(PERKOBF)向《马来前锋报》指出,建筑和企业领域越来越由“外国人主导”,抢滩本地业者的饭碗!

该协会主席杜基曼指出,在国内的1万家注册的建筑公司中,旗下的员工只有2万名外国人。但是,有20万至30万的外国人,没有正当的资格,却自行经营建筑公司,或承包建筑和装修工程。

他指出,这些外国人的建筑公司,工作质量和安全性没有遵守指定规格,或获得当局部分,但他们却开出更低的价格,而且还能议价,因此夺走了许多生意。

自己做生意 赚更多!

而且,还有很多外国人宁愿自己接生意,也拒绝为本地公司服务,因为自行经营建筑承包公司能赚得更多。这导致承包商每年损失数十亿令吉。

为此,杜基曼要求政府,规定只有本地承包商获准装修个人房屋,若屋主坚持聘用外国人,是屋主违规。

他也透露,这些没有政府承认的文件、准证和执照,就自行“开公司”的外劳,包括来自印尼、孟加拉、印度、缅甸、尼泊尔和巴基斯坦的外籍劳工。

CIDB应监督

据他所说,该会已经向马来西亚建筑工业发展局(CIDB)投诉,但当局却没有采取进一步的行动。

“CIDB理应扮演重要的角色,监督外国人的活动,他们不应该获得机会在我国成为建筑公司老板。

“外国人不是这领域的专家,他们不重视工作质量,不论工程完成与否,都会出现问题。”

办公家具成本 才斯里兰卡一半

马来西亚的老板们,
宁愿省下办公家具的成本吗?

你在公司用的桌椅符合人体工学吗?

没有?不出奇。除了大企业,国内大多数公司不会如此贴心,你只是其中一位在大多公司上班的员工。

你公司的桌椅用多久了? 10年?

超过?也不出奇,还是20年的也大有人在。

很多公司除了访客会接触到的公共空间家具,如等候区、会客室和会议室之类的家具会常更新,后勤人员的家具都能用则用,非文书人员的桌椅随时可找出更老的古董。

看了2021/2022年《亚太区装修成本指南》相关数据,你会发现,原来这和添置家具成本无关。

每平米RM1453

根据国际地产顾问公司仲量联行(JLL)发布的这份报告,我国办公楼家具成本是亚太超过30个城市中最低的,每平米才343美元(约1453令吉)。

这个数字比东南亚其他邻国低得多,是调研国家最贵榜单之首斯里兰卡676 美元(约2863令吉)的近半而已。

其他东南亚国家每平米家具成本依序是,印尼和越南同为445美元(约1885令吉)、泰国422美元(约1787令吉)、 菲律宾406美元(约1720令吉)和新加坡354美元(约1500令吉)。

当然,成本差异多数有多种因素影响,如环境的策略变化,例如在较成熟的市场,更注重传统工位平衡,办公室往往需要更多协作空间或以活动为本的设计。

公司业务是区域总部或只是离岸据点,是否使用进口家具等也影响这方面的成本。

关注员工舒适健康

报告指出,办公室用的家具,不管是类型和质量,对优化至关重要,也会直接影响员工的办公体验。

“企业会继续推行混合办公模式,同时更关注保护员工安全和提高办公舒适度,而具有灵活配置的家具就发挥关键作用。”

这份报告调研结果也带来好消息,就是更多企业来年都会增加家具和健康设施的支出。

“更多企业来年会增加预算来提升优化,把办公空间改造为促进协作、鼓励创造的空间。”

混合办公热潮延烧

可“人传人”的冠病疫情,
彻底颠覆了办公形式。

2年多下来,几乎所有企业在不同程度上都落实了远程办公,有者则推行混合办公。

仲量联行(JLL)2021/2022年《亚太区装修成本指南》指出,远程办公或混合办公模式会继续在区内延烧,但建造工程占装修总成本依然最高,达到40%。

“机电工程细目的占比紧随建造成本之后,占总装修成本的三分之一。”

这份涵盖亚太超过30个城市的调研指出,受访企业表示,未来一年会增加在影音、机电、可持续发展、家具、健康设施和隔断设计等方面的支出。

增加影音津贴

当中,影音和信息技术支出继去年的上涨之后,今年估计增幅保持稳定,也反映了工作场所在持续升级以支持混合办公模式。

报告提到,随着对影音技术的需求进一步扩展,除了相关基本设施,企业还应增加这方面的额外津贴。

仲量联行在另一项调研显示,亚太地区的员工希望每周平均远程办公2天以上;雇主会根据业务需求、员工情绪、位置等因素制定策略,但仍会保留一定程度的办公灵活性。

另外,该行发现可持续发展,也是当前企业关注的环节。

愿为绿认证买单

仲量联行亚太区项目与开发管理服务董事经理Martin Hinge指出,“我们观察到, 业内对可持续发展的投入有新的承诺,办公空间持续升级,以提升员工的办公体验。”

这份报告指出,有三分之一受访企表示,可持续发展相关支出有所增加,原因是客户开始关注,并希望与员工的愿景一致。

研究还表明,亚太区的租户比业主更积极落实可持续发展愿景,70%受访者愿意为获得绿色认证的建筑支付额外费用。

根据另一份《负责任房地产》调研报告,可持续和负责任的升级改造建筑环境,为业主、租户和投资者等群体创造直接价值。

疫情未平 装修费今年继续涨

万物皆涨,
又怎么能少了装修费……

前2年,大多市场去年和今年装修成本上扬,多少直接或间接受冠病疫情影响。

疫情仍未平伏,染病人数和范围不断扩大,接下来,升势会否继续保持?

对于未来的展望,仲量联行(JLL)出版的2021/2022年《亚太区装修成本指南》指经济复苏仍有迹可循,市场信心不减。

该公司不少客户也开始制定今年的发展计划,当中以科技、银行、保险和医药行业点多数。

“面对冠病疫情,亚太各市场应对策略不尽相同,复苏都是个别现象,明年的装修成本趋势很难精准预测。”

劳动力短缺

该行在亚太区超过30个城市调查回馈,超过80%成的企业不动产领导者认为,办公空间今年的装修成本今年会继续大幅上涨。

随着亚太区经济重启,该行相信,亚太大部份市场今年会持续这股升势。

“材料货源和供应链中断,是推动2022年成本上涨的最主要因素。”

报告也整理出其他驱使装修成本上扬的因素,包括劳动力持续短缺,尤其是严重依赖外来劳的市场。

报告提到一些市场人力短缺非常严重,例如新加坡, 要向印度和孟加拉国等打开国门的政策推进较慢,即使需求增加,但愿意承接项目和参与竞标的有经验的承包商不断减少。

替代材料更昂贵

政府应对冠病疫情的政策,例如是否再临时封锁、强制接种疫苗和强制健康安全措施等,也可能限制劳动力。

“报告指出,业者为供应链断裂的风险,寻求替代资源,但这些材料可能更昂贵。”

泰国是东南亚最早开放的国家,预计曼谷的装修成本将继续上涨。

台湾方面,仲量联行预计台北装修成本持平,但如果供应链未能企稳,价格仍会面临上行压力,尤其是短期内的机电成本。

中日商情趋稳推高需求

在马尼拉,去年装修在健康和安全方面的成本上涨(预计占成本支出1%-2%)、韩国首尔的材料交付成本上涨;接下来,北京、 广州和上海劳动力成本上涨。

上海和香港,情况也类似,两地过去一年的发展相对稳定,不仅增强了客户信心,也扭转了去年建造成本下跌的趋势。

至于日本装修成本的预测,报告表示充满不确定因素。

“但去年大选后,预计今年的投资潮会续增,连带推高装修的需求,尤其是是在东京和大阪这些极具吸引力的城市。”

装修承包商削价保命

这些地区的建商,
被迫降低装修费。

因为冠病疫情冲击建材供应、打击市场信心和劳力流动受阻等等因素,大多市场去年和今年装修成本上扬。

奇怪的是,有些同样面对上面困境亚太城市,装修费不涨反跌。

这对客户来说固然是好消息,但对业来说并非就不这那么一回事,压低价格争取订单分分钟关乎存亡生死。

根据仲量联行(JLL)日前发布的2021/2022年《亚太区装修成本指南》指出,在一些市场,竞争激烈缓和了建造成本的上涨势头。

“例如在雅加达,承包商为争取订单,采取更激进的价格策略,抵消了部分材料成本上涨的效应。”

印度竞争太激烈

该行估计,同样的情况也发生在印度。

“印度整体装修成本均会上扬,但在浦那等城市,因为装修工程量下降,承包商之间的竞争日益激烈,为争订单可能会削价,这也会抵销部份价格上涨。”

虽说经济有改善,但整体上,办公楼需求疲弱,装修需求减少,承包商为保证现金流,不惜削价竞争。

仲量联行认为,今年,这一趋势在亚太区绝大多数市场延烧,更多承包商为赢得中短期订单,极可能重新调整和降低整体利润,促使装修成本或会下降。

亚太城市,一些承包商为了争取更多的订单,不惜降价,因此装修费不涨反跌。

提高效率 降低采购成本

报告说,受保持社交距离规定的影响,开工量减少,要求更高效的施工方案,或转向最大程度竞争的采购模式,或会让装修成本下滑。

这么一来,就可以平衡其他成本上涨的部份。

但报告也说,经济持续下行,客户信心受挫,承包商唯有整运营规模,如果材料成本没有大幅下降,进一步削减成本亦不是长久之计。

另外,去年,澳元、人民币、新加坡元和台币等兑美元的汇率走强,多少抵销了部份装修进口材料价格上扬的冲击。

【租事顺利】租客别随心所欲

即便付了租金,
房子也不能随心所欲对待。

租客付出租金,在合约期间享有租用房子的使用权,即使如此,并非你想把房子怎样就怎样。

作为租客,保持干净、安全和卫生是基本的义务;还有和屋主之间关系,也有不同的层面需要照顾,你知道有哪些吗?

想要和屋主维持良好关系,不要成为屋主心中的野蛮租客,一些细节值得大家花点心思去了解。

如今,租屋市场过去主要是学院生、社会新鲜人、单身族和小情侣来支撑,但疫情后慢慢看到更多家庭租客。

全家人一起租房子,自然不会只租一、两间卧室,而是整间房子租下来。

勿随意分租

所以租客要照顾干淨卫生的不光是四面牆,还有房子内外的设施;要是屋主有提供各种家具和电器之类,租客也应尽可能小心使用。

有些人租下一间屋子,之后因为有家庭成员搬出去,就想说分租多出的卧室来帮补租金负担。

如果租约没有阐明,未经屋主同意,这是万万不能,否则很可能就会违约。

如果真想分租屋子一部份,建议和屋主商议,征得同意后才这样做。

不能随便装修

虽然你是把整间房子租下来,但毕竟房子不是自己的财物,别以为只要没有惊动屋主,可以随喜欢把房子装修或是加盖厨房之类的。

不要抱著自己出钱装修,反而是便宜了屋主的心态,就任意妄为。

未得屋主同意,租客不可以随意改变房结构和外貌,例如装修、扩建加盖或油漆。

如果屋子结构有些地方让你觉得不顺畅或需要改善,可以和屋主讨论是否可施工,如果屋主反对,即使是你出钱也不可以一意孤行。

诚信为重

有些屋主允许租客装修,如敲破牆身或加盖,但租期约满时,必须还原房子原貌,屋主一般会在租约加这一条款以保护权益。

租用期间,租客有义务要好好照顾房子,不能对损坏视而不见也不通报,更不应该把房子住得毁坏不堪再交还给屋主。

反正,要维持一段良好的租用关係,有商有量,坦诚相告才是上策,闹上法庭就太劳民伤财了。

那我在CIDB的注册名单下没有看到我找的建筑公司,那是否还可信赖?是否还有其他方式帮助?

Ooi,您好!

除了CIDB,你可以通过大马公司委员会(SSM)查找这家建筑公司是否是在我国注册的合法公司。

如果要评估可靠性,那就不能只单靠CIDB或SSM,即便是CIDB的注册公司,也无法100%担保这是一家可信赖的公司。

那要如何评估呢?

这家公司有办公室/办事处吗?您可亲自上门查看。

您还可以查询这家公司的网站、有多少位雇员、公司资料、曾完成过的项目、如何安排工程等。

请注意,“有注册”和“可信赖”是两回事哦!
