掌管槟州房屋及地方政府委员会的行政议员佳日星宣布,9月30日至10月2日(周五至周日),新光大广场(Prangin Mall)底楼将举办可负担屋展销会,帮助更多低收入群体购屋。

他日前与各大发展商代表以及房屋部官员举行圆桌会议时指出,这次的展销会希望能帮助更多年轻人圆拥屋梦,有兴趣了解购置可负担屋的人士,都可参与免费取得资料。

同时,他也感叹,冠病疫情爆发已经接近3年,但房市还是面临诸多挑战,很多首购族甚至连廉价屋的10%订金都拿不出来。

收集各方意见 积极助民拥屋

为了让更多州民实现居者有其屋,槟州政府动员了许多机构展开各种计划,确保供应可负担屋、项目准时完成,以及顺利交屋给购屋者等。

“圆桌会议早在疫情开始前已进行,主要是收集各方意见与反馈,以有效解决发展商与民众,所面对各式房屋问题。”

全国都在面对房屋课题,不仅槟州,国家还同时面临百物涨价,与人力资源短缺问题,也难辞他希望,相关人士可积极提意见。

“州政府时常根据不同课题,收集来自各领域代表方意见,所收到回馈将会成为政府拟定政策时的考量。”

首购族买房不能踩的“雷区”

做个聪明的购房者!

购买人生中的第一间房子,也许是一个人生命中最激动人心的里程碑之一。然而,一间可以30万令吉中位价格买到的房屋,却可能是许多大马人一生中最大的财务承诺。

过去不曾有买房的经验,可能令房屋首购族轻易的犯下各种错误。

以下是购屋者在买房时经常遇到的一些陷阱,这里教你如何避开这些“地雷”。

1)买房不能看心情

买房的过程中可能充满压力和情绪化,因此应理性对待。

你拟购买心仪的房子时,必须考虑有关房屋地点到你公司的距离,需要多久的通勤时间,以及当地的交通是否便利,以及附近设施的实用性,而不仅是有关房屋本身的吸引力。

房屋首购族也应避免在在追求梦想家园的过程中过度投资,至少应将总收入的20至30%存起来,以备不时之需。

购屋开销超出你可负担的财务预算,可能会对你的财务带来难以磨灭的长期不利后果。

2)没检查信用报告

在物色你的理想家居之前,先检查自己的信用记录,看看它是否会导致房屋贷款申请无法获批。

银行使用国家银行的中央信贷参考资讯系统(CCRIS)数据库来检查借贷者的信心,这包括未偿还债务和过去的贷款申请。

你可以通过e-CCRIS网站查看你的CCRIS信息。

你也可以获取一份信贷情报服务公司(CTOS)报告,其中包括CCRIS信息及你的信用评分,以帮助你更好地确定贷款申请获批的几率。

如果你的信用评分很差,就必须采取措施改善自己的信用记录,例如解决未偿债务。

理想情况下,你应管理当前的债务,偿债率(Debt service ratio)必须控制在你的总收入30至40%之间。

许多银行都会以偿债率作为评估,即借贷者总收入对总支出的余额,能否履行偿还债务的责任。

你也可以先获得银行的预先批准(pre-approval),这意味着,银行原则上同意借给你一笔特定金额用于购买房屋。

此举除了节省时间,还可为房地产中介和卖方提供额外的保证,即你是一个现成的买家。

由于贷款期限最长可达35年,因此你申请房屋贷款时必须货比三家,以获得优惠的利率和房贷条款。

3)低估前期成本

尽管发展商经常会提供回扣和折扣,但购屋所涉及的高昂前期成本,可能是首购族所面临的一大挑战。

在大马,你需以现金支付房屋价格的15至20%来购买二手房屋。

涉及的前期费用或成本包括:

●购买价格的10%作为首期付款

●房屋买卖合约 (SPA) 及贷款合约的法律费用和开销

●房屋买卖合约和贷款合约的印花税

●房屋估价费约0.3%

●银行贷款手续费

市场上的各项融资计划,可协助首购族购买二手房屋,包括全额贷款和奖掖措施,例如售价50万令吉及以下的房屋免征印花税。

4)忽略“隐藏成本”

除了前期成本,还有其他一些对首购族来说,可能不会立即发现或显现出来的费用。

例如,购买分层地契的房屋,买家除了每月还款外,还须每月支付维护费和储备金(sinking fund)。

购屋者也必须把水费和电费算入每月开销内。

商用产业的电费,几乎是住宅电费的一倍,因此你必须确定,本身的产业是属于商用地契物业,还是住宅地契物业。

购屋是一个应该理性对待的过程,考虑到各种因素,而不仅是房屋本身的吸引力。

此外,业主每年还需缴付各类产业税务,例如支付土地税给州政府,以及门牌税给地方政府。

装修和装修等一次性的费用,往往也涉及一大笔钱,但经常在购屋者买房初期阶段被忽视。

5)没检查房子缺陷

发展商交屋后,购屋者先装修或马上入住是轻而易举的事,然而,购屋者从发展商手中取得新屋琐碎后,第一件事要做的其实应该是先检查房屋是否有任何缺陷。

最好是找来专门提供检查服务的专家帮忙检查。

如果你买的是二手房屋,那么你需在签署买卖协议之前,先检查和鉴定有关房屋是否有任何缺陷。

购买二手屋,必须先了解是否需要另外花费一笔钱进行装修,或是修复有关缺陷。

提前作出相关开销的预算,可以让你避开任何出乎意料的开销,因为它可能迅速耗尽你的储蓄。

首购族税务减免 4发展商受益

专注可负担屋的发展商,
这次跟着受惠了!

首相拿督斯里依斯迈沙比里宣布,根据大马一家拥屋倡议(i-MILIKI)计划,在2023年12月前买屋子的首购族,若是房价低于50万令吉,就可豁免印花税;若房价介于50万至100万令吉,也有50%的减免。

这项政策不仅可让首购族减少一些些负担,发展商也可从中受惠。

而非常着重于发展可负担屋的发展商,更会是大赢家!

兴业投行研究分析员在报告中就点出,该行所追踪的上市发展商中,四大赢家将会是马星集团(Mah Sing Group)、金群利集团(Matrix Concept)、林木生集团(LBS Bina Group),以及恒大置地(Tambun Indah)。

逾60%项目低于50万

这是因为,这四家发展商的房产售价,60%是低于50万令吉,因此受惠程度最大;而其他发展商可负担屋项目的比例较低,自然潜在利好没那么利好。

不过,即便政府推出这样类似于拥屋计划(HOC)的免税措施,相信对整体房市的激励仍然微乎其微,因为通胀压力升温、令吉走软等不利因素,让人们担忧宏观经济展望,未来6个月的房产需求受抑制。

“此外,未来利率料走高,可能让许多潜在投资者暂缓脚步,推迟购买时间。”

对发展商来说,还需要承担建材价格高居不下,以及劳动力短缺的压力。

政府嘉年华卖1万间可负担屋

来买可负担屋!

为了能帮助更多低收入群体,尤其是年轻人能够买到属于自己的屋子,房屋及地方政府部这场嘉年华将在本周五(15日)起一连3天,在吉隆坡谷中城展览中心(Mid Valley Exhibition Centre)举办,会提供位于全国各地的1万间可负担屋。

房政部长拿督斯里里查马里肯出席甲抛峇底区哈芝节活动时透露,这场嘉年华会将由首相拿督斯里依斯迈沙比里开幕,共有逾40个参展单位,包括政府单位和机构及私人发展商。

首购族有优惠

除了为国人带来1万间售价低于30万令吉的可负担屋,也会为面临购屋难题的人士提供房贷,尤其是买家。

“我们相信,人们有机会找到自己想要的房产。”

房政部会为首购族提供数项优惠措施,响应大马一家理念下的“一家一屋”(Satu Keluarga, Satu Rumah)愿景。

“我们尝试帮助年轻人购买第一间房子,因为他们买房受到诸多限制,特别是与首付或预付买房有关,而且没有工资单,因为他们当中一些人从事零工经济领域。”

发展商“清库存”

对发展商来说,这也是一个卖出滞销高价屋的机会。除了可负担屋,发展商也能在嘉年华中促销30万至80万令吉的房屋,锁定高收入群体。

这项嘉年华只是一个开始,房政部之后会推展到全国其他地区,让更多民众能买到他们属意的房屋。

“马星版”新拥屋计划开跑

既然政府未推,
马星集团决定自己推拥屋计划。

大受欢迎的拥屋计划(HOC)在去年底结束后,大马房地产发展商公会(REHDA)不断呼呼政府重启这帮助购屋者更轻松拥屋的计划,但目前未有下文。

为此,马星集团(Mah Sing Group)宣布推出“马星版”的拥屋计划“H.O.M.E”,来自“Home Ownership Made Easy”,意指“轻松拥屋”。

马星就按推出H.O.M.E促销活动,让购屋者更轻松圆拥屋梦。左起为马星集团营销与销售部高级总经理曾永康、房地产部子公司总执行长杨志明、总执行长拿督何汉生、房地产部子公司总执行长王振榆,以及品牌与营销策略总经理杨展威。

解决购屋者痛点

H.O.M.E计划已从7月1日开跑,直至9月30日,旨在解决一般购屋者在拥屋方面的挑战,包括首付、获批贷款、每月供款额等。

马星集团创办人兼集团董事经理丹斯里梁海金在文告中指出:“事实证明,政府的拥屋计划成功支持购屋者圆拥屋梦,并激励产业销售。马星的H.O.M.E促销活动旨在为购屋者继续提供具吸引力的优惠和折扣,尤其是让首购族更轻松拥屋。”

他指出,从马星集团的M系列可负担项目的认购率来看,该集团所推出的产品正是市场需要的产品,但这还不足够。因此,该集团的目标是设计一个能解决购屋者痛点的促销活动,搭配马星的项目来满足当前市场需求。

“随着经济持续复苏,我们相信身处策略地点且交通便利和设施齐全的可负担项目,需求也会回温。我们有信心H.O.M.E活动将能助我们达到2022年20亿令吉的销售目标。”

给不出10%头期,怎么办?

不是不想买房,
是头期也给不出来啊!

对于很多首购族来说,买房的第一难题就是:头期钱不够啊!

在我国,通常买房下订时需要支付10%的头期钱,然后再向银行申请90%的贷款。

也就是这10%的头期钱就是一张“入场票”,而且价值不菲!

这是因为,现在许多中低收入群体,可没能力一下子就给出上万令吉的头期钱。

若一间可负担屋的售价为30万令吉,10%的头期钱相等于3万令吉。如果每个月能存到1000令吉,那也要2年半才能存到这笔钱。更别说,在现在万物高涨、薪资又没跟着涨的年代,每个月未必能存到1000令吉。

但也别绝望,还是有数项融资计划,能够帮助首购族们解决头期钱的烦恼!

1. 我的第一间房屋计划(Skim Rumah Pertamaku,简称SRP)
SRP旨在帮助年轻首购族们获得高达110%的融资。

只要收入低于1万令吉,并购买价格低于50万令吉的全新或二手房子的首购族,就可申请。最长贷款期限高达35年,但贷款结束年份时,申请者的年龄不能超过70岁。

如果申请者想要获得超过100%的贷款,那条件会更加严格,家庭收入必须在5000令吉或以下,房价也不能超过30万令吉,且必须满足上述的年龄条件。

此融资计划仅供自住申请者,首5年不得转售房屋。

2. MyDeposit融资计划

这是一项在2016年由房政部推出的计划,一次性为申请者支付10%的头期钱,但最高3万令吉的头期。

目前这项计划已经暂时停止,但房政部在去年12月时曾透露,计划重启这项计划。

自2016年首次实施,直至2021年10月31日,这计划共为3105个家庭提供了 8638.6万令吉的融资,涉及127个住房项目。

3. 公务员房屋贷款局(LPPSA)贷款计划

LPPSA是一家为公务员提供房贷贷款的政府单位,允许符合条件的公务员申请全额贷款,且贷款期更常。

对于首购族而言,月供款不能超过申请者薪资和固定津贴总额的60%;而第二次申请者,月供款不得超过收入的50%。

同时,总债务供款额,不得超过净收入的80%。

4. 公积金(EPF)第二户头

雇员公积金局允许会员们从第二户头中提款,来购买或建造第一套房屋。

如果第一套房屋已经售出,那会员也可以申请提款来买第二套房屋。

申请者也可选择用此来减少第一套或第二套房屋的贷款额。

未来两年房市糟 首购族惨

赶不上通胀速度啊!

全球房市在过去两年狂涨,让想要买房的人负担加重;但接下来两年,这样的情况只会更加严重,尤其对首购族来说,买屋难上加难!

根据ETToday房产云报道,根据外媒的一项调查,随着通胀和抵押贷款利率上升,市场预期最快从今年下半年开始,房价涨势就会趋缓,一些国家可能会在明年进入缓跌的走势。

但尽管房价趋缓,但抱持拥屋梦的潜在买家来说,却依然难以实现心愿,尤其是年轻的首购族,他们的薪资涨幅仍跟不上全球通胀速度,谈何买房?

购买力弱

大部分专家指出,虽然预测房价会“修正”,但幅度也不会超过10%。而且,过去两年房价已经创纪录高,加上抵押贷款利率只涨不跌,大大影响潜在买家的购买力。

119受访专家中,由三分之二认为未来房市对首购族只会更糟,只有36人预期会有所改善。

虽然印度、迪拜等房市这两年的房价涨幅,没有美国、加拿大、澳洲般凌冽,但专家还是普遍认为,买家的负担能力只会更糟。

租屋市场的消费者负担能力也同样让人看淡,回答此问题的99位专家中,就有82人认为情况会更糟糕,只有17人认为会改善。

政府在2011年财政预算案中,宣布我的第一间房屋计划(Skim Rumah Pertamaku,简称SRP),帮助家庭月收入低于1万令吉的首购族圆拥屋梦!

在这项计划中,首购族可以从20多家银行获得高达110%的融资,也就是说,不需要支付头期。

同时,国家按揭机构SRP(Cagamas)将担保高达20%的房屋融资。

来看看申请条件:

  • 必须是马来西亚公民
  • 必须是首购族
  • 受薪雇员或自雇人士皆可申请
  • 可单独或联合申请
  • 申请者每月的总家庭收入不得超过1万令吉
  • 过去12个月无融资减值的记录

根据官网的资料,只有家庭收入在5000令吉或以下,并购买价格30万令吉或以下的房子时,才能申请100%以上的融资,最高可达110%。

而且,几乎所有国内外的银行都参与了这项计划,让你的融资过程更方便!

这项计划已经成功帮助6.5万申请者获得融资,当中有90%来自B40低收入群体,95%成功申请者年龄介于25至40岁。

霹雳人,来申请可负担屋!

如果你是想要在霹雳买下第一间房子的当地人,那可别错过申请“我的霹雳房屋”的机会。

霹雳州行政议员凯鲁沙里尔在州议会上指出,首购族可以通过霹雳房地产据的电子房屋官网,申请购买“我的霹雳房屋1“和”我的霹雳房屋2“。

申请者条件如下:

1.申请人必须是申请首间房屋
2.年满18岁的霹雳州公民;
3.家庭收入每月不超过3860令吉,可以申请廉价房屋或“我的霹雳房屋1”:
4.家庭收入每月介于3861令吉至7000令吉,可以申请中价房子或“我的霹雳房屋2”

凯鲁沙里尔指出,这是州政府协助当地年轻人拥屋的举措之一。此外,政府还和霹雳州企业家秘书处(STeP)或转门指导企业家的机构合作,为年轻创业家解决问题。

协助青年企业家

据他所说,州政府于去年已执行了126个创业项目,涉及6万5603名来自不同行业和层次的青年企业家,开展的项目包括:

· 霹雳无现金和电子商务计划或GleMMER – Lazada,Shopee、JNT Express、TNG、Boost、Grab 和Food Panda。

· 霹雳企业补贴金(GeRUP)与24个部门、机构合作,提供一次性的3000令吉援助申请不到特别补助金1.0和2.0的619名青年微型企业。

· STeP与青年体育局合作推动指导计划,目标是在STeP和青年体局注册的60名企业。

· 霹州宏愿子民机构(PASAK)、大马公司委员会(SSM)和霹雳数字企业控股等推动系列培训计划。

租售价格皆飙 美国抢房大战

买也不是,租也不是?
美国千禧一代,太难了……

本以为美联储开始升息,会让去年疯狂的美国房市冷却下来,但买家们似乎没有停下购房的脚步,反而进一步加剧他们的急迫感,想要在利率继续上涨之前买到房子。

尤其是美国的千禧一代(一般指1980年代和1990年代出生的人),他们的平均年龄在35岁左右,而这个年龄层通常是美国的首次购房者。

而这些千禧一代,不管是在买屋还是租屋市场,都面临着极大的挑战。

比如说,接受财联社访问的37岁布丽安娜·隆巴多齐(Brianna Lombardozzi),最近就陷入这样的困境。

租不起……

不久前,她租了6年的房子被卖掉了,而同水平的房子目前租金涨了20至40%。

根据美国媒体报道,美国一些城市的租金正处有史以来最高的水平。在房价大涨时期,业主们赶忙求售手上的屋子大赚一笔,而过高的租金也让许多租客迫不得己加入买卖市场,又推高了房价。

布丽安娜就是其中一位,但买房子同样让她苦恼,因为她在1个月内,就输了4次“投标”,始终买不到屋子。

买不到……

由于一套房可能会出现多个有意向的买家,目前大家都会“投标”,只要你出价越高、现金占比更高,就越有机会“得标”。

在疫情时期把信用卡债全部还完的布丽安娜,信用评分已接近100分,能够获得更优惠的贷款利率,但架不住许多人能“全款买房”啊!

如布丽安娜般的首购族,面对私募等机构投资者的竞争,后者的报价更高,还能够全额支付,自然更吸引买家。

全美房地产经纪人协会数据显示,1月全额现金购房占总销售额的27%,去年同期为19%;同时,房屋成交买家为首次购房者的比例在1月下降至27%,靠近2014年水平。

房子没看完,就被买走了……

很多购房者和她一样,在他们进入房子里打算好好看看,体验或是检查房子的时候,就会从经纪人口中得知,房子已经卖掉了,而且远高于报价。

其中就有机构投资人的推波助澜。在他们营造的“要房不差钱”氛围中,其他买家只能被迫进行内卷,不断提高报价来迎合市场。

她问:“等我真正成交的时候,利率会涨到多少?是不是那时候我就买不起房了?”
