办公产业力求疫后重生

疫情的不确定性加上供需失衡,
是明年办公产业最大的挑战!

疫情爆发期间,居家办公(WFH)已成新常态,但随着大马今年10月全面重启经济,解除跨州和堂食禁令,以及许多企业把员工召回公司上班后,居家办公会否逐渐式微?

尤其是最近的一项调查发现,随着大马迈向复苏阶段,有81%的上班族更愿意返回办公室办公。

若事实确是如此,办公空间的需求会否因此回升?办公产业市场2022年会否全面回春?

无论是雪隆或柔佛州南部,明年都将有更多的新竣工办公空间投入市场,令市场供应过剩的现象更加严重,也料将导致办公市场的竞争愈加激烈。

因此,尽管经济重启,国门也料将在不久后重开,但国内办公产业市场明年料仍难摆脱颓势,否极泰来。

产业顾问公司威廉氏达哈与王有限公司(CBRE|WTW)集团董事经理符儒仁指出,将近2年的封城锁国,打击了办公空间的需求,这期间有几家跨国企业宣布永久推行居家作业的措施,有者则撤销恢复员工返回公司上班的计划。

目前,国内外经济和市场的种种不明确因素和挑战,将令企业在办公空间的扩充计划上停滞不前。

此外,一些国际金融机构正逐步削减全球各地,包括大马在内的分行和办事处数量。

低租金吸引力不如前

因此,大马办公空间仅靠提供本区域其中一个最低的租金率,吸引力已不如以往。毕竟,金融机构和其他领域的企业无法全员上班,并获取可观的盈利和投资回酬。

大马莱坊企业服务部执行董事郑扬建指出,到了明年底,巴生谷预计将有额外约906万平方尺的办公空间竣工。这之中,约545万平方尺或超过半数是坐落在吉隆坡市区的办公空间。

这将加剧巴生谷办公空间供需失衡的情况,尤其是吉隆坡市区的办公市场竞争愈加激烈。

符儒仁补充,尽管未来供应持续增加,目前如火如荼施工中的新办公空间将继续进行,除非有关工程的现金流问题持续恶化。

巴生谷租赁活动回暖
但郑扬建补充,随着大部分国人完成疫苗接种,以及经济领域从今年10月起重启,巴生谷办公空间租赁活动已逐步回暖,而莱坊预计这股动力将延续至明年。

电子商务、卫生与医疗保健、保险、科技、业务流程外包(BPO)和物流相关业者今年表现良好,莱坊预计,这些领域的企业明年将吸纳更多的办公空间。

他说,基于持续面对供过于求的窘境,吉隆坡市区办公市场的租金和租用率会面临更大的下行压力。

相较之下,吉隆坡市郊和雪州办公市场则预料持稳,尤其是那些坐落在以公交为导向(TOD)项目内,拥有多媒体超级走廊(MSC)地位的办公楼。

柔租金削价战料持续

在柔南的新山,截至明年底预计将有额外约177万平方尺的办公空间建竣,这将加剧原已供过于求的局面,令新山和依斯干达公主城的办公市场竞争白热化。

然而,大马莱坊柔佛州分行董事蔡慧莹仍认为,整体而言,新山和依斯干达公主城的办公市场双双料在明年有较好的表现。

利好因素包括马新陆空疫苗接种旅行走廊(VTL)开通、各经济领域重启,将重振低迷多时的柔佛州经济,带动办公市场的需求。

符儒仁则认为,柔州办公空间将继续面临供过于求和市场吸纳速度缓慢的挑战。在企业仍对办公空间开销抱持谨慎态度之际,租金削价战料将持续下去。

与此同时,新山市外围,即美迪尼(Medini)和公主港(Puteri Harbour)的办公空间则由于政府部门和官联公司,例如依斯干达公主城市政局进驻,而或将激发更多租户在当地租用办公空间的兴致。
巴生谷双租下行压力持续

自疫情去年初爆发以来,巴生谷(分成吉隆坡市区、吉隆坡市郊和雪州3大部分)的“双租”(租金和租用率)即持续面临下行压力。

今年首9个月,我国多次实行不同程度的行动管控令,导致整体办公市场遭受负面影响,无论是吉隆坡中央商务区/吉隆坡市中心,或是吉隆坡市郊和雪兰莪州皆全面下行。

在市场充斥不确定性和挑战的营运环境下,企业纷纷搁置商业决策,尤其是涉及大笔开销的决策,以控制开销和管理好现金流。

因此,由于需求疲弱,市场上的租赁询问也明显减少。

然而,随着政府早前因疫情好转而进一步放宽管控,以及自10月11日起解除跨州和出国旅游禁令后,大马疫情如今已从大流行转入地方病阶段,并重启更多的经济领域。

截至今年第三季,巴生谷的累计私立办公空间供应约为1亿1270万平方尺,其中52%或5980万平方尺坐落在吉隆坡市中心,吉隆坡市郊和雪兰莪州则分别为2940万平方尺和2440万平方尺。

根据大马产业资讯中心,新山办公产业市场疲弱,今年的整体特建办公空间租用率从去年同期的72.1%大幅下跌至60.8%。

在新山市区和新山市郊,办公空间的月租开价稍微下跌,目前处于每平方尺2令吉40仙至3令吉20仙之间。

同样地,依斯干达公主城办公空间的月租也下滑,目前处于每平方尺3令吉至3令吉50仙。

槟办公空间增3.6%

尽管居家作业已蔚然成风,但槟岛的私立办公空间按年增长3.6%。截至今年上半年,乔治市的办公空间供应量保持为4万9406平方尺。

槟岛私人拥有的多媒体超级走廊(MSC)地位和A级办公空间需求保持殷切,租用率介于75至98%,月租开价则介于每平方尺2令吉80仙至5令吉。

特建办公空间
双租保持强稳

至于槟州,大马莱坊槟城分行执行董事苏继良指出,由于槟城的新落成办公楼寥寥无几,当地特建办公空间(Purpose Built Office,简称PBO)的租金和租用率料将保持强稳。
尤其是拥有更佳特点以及拥有多媒体超级走廊(MSC)地位的新办公楼,需求更是有增无减。此外,全球商业服务(GBS)的兴起,也令这类新办公楼备受青睐。

继GBS@Mayang和GBS@Mahsuri之后,槟城将出现另一座全球商业服务的办公楼GBS By The Sea。目前,GBS@Mayang和GBS@Mahsuri都录得很高的租用率。

符儒仁说,基于槟州政府持续推广国际商业服务(GBS),跨国企业将继续被吸引到槟城设立他们的据点。
市场对拥有多媒体超级走廊地位办公楼的需求保持殷切。槟岛峇央峇汝的GBS@Mahsuri获得科睿唯安(Clarivate PLC)和法国Teleperformance等跨国企业租户的支持,全面出租。

根据国家产业资讯中心(NAPIC),截至今年上半年,槟岛特建办公空间(私立)供应保持稳定,处于710万平方尺,而威省则是160万平方尺,平均租用率分别是约86%(去年上半年83%)和58%(去年上半年59%)。

共享办公空间红火

无论是吉隆坡、槟城或新山,疫情之前已在我国崛起的共享工作空间(Co-Working Space)表现稳健,业界看好该领域明年会有更好的表现。

郑扬建指出,今年有更高询问度和吸引市场浓厚兴趣的共享办公室,明年料将保持良好表现,尤其是目前许多企业正采取部分员工返回公司和部分员工居家作业的混合作业模式。

蔡慧莹说,由于行动管控期间的种种限制,市场对共享工作空间的兴趣渐浓,因为这类工作空间为雇主和员工们提供更多的灵活变通便利。

此外,随着共享工作空间主要业者之一的Common Ground宣布在美迪尼设立据点,预料将有更多的办公楼将充作共享工作空间用途。

美迪尼属于新山一个独特的地区,部分租户获得特别奖掖。
酒店成共享办公室

苏继良说,在槟城,疫情爆发后,一些商业建筑物和酒店例如M Summit 191酒店大厦和加拉歪路G酒店摇身一变,成为共享工作空间。

他说,市场对国际商业服务及拥有多媒体超级走廊地位的优质办公楼需求与日俱增之余,共享工作空间的供应料将同样持续增长。

结语

办公空间仍不可或缺

尽管疫情令国内原已低迷的办公市场雪上加霜,加上居家作业和远程作业在疫情期间蔚然成风,但后疫情时代,办公空间仍不可或缺。

毕竟,人与人之间仍需要许多的互动沟通和合作,尤其是那些高度讲究团队精神与合作的职场。
分别在于疫情过后,企业对工作空间的素质和设施明显更为讲究。

随着许多企业朝向混合式的上班安排,提升实体办公室体验已变得至关重要。

符儒仁指出,对市场有长远眼光的企业,将优质的办公空间视为企业形象以及吸引、留住和培养顶尖人才的重要因素。

郑扬建则表示,建筑物保安、健康和安全料将成为大多数企业选择/评估办公室选项的首要标准。

为了满足这一需求,预计更多的业主将升级他们的建筑物,以融入这些元素。这包括通过使用紫外线系统,现代化改造设施,以提高室内环境素质,以及将部分升降机按钮切换成非接触式系统,以确保租户和访客等的安全。

控制现金流和保持敏捷性的需求,也将成为大多数租户的部分考虑因素,尤其是那些仍在为员工探索未来工作模式的租户。

预计业主们将提供更富竞争力和吸引力的奖掖,以吸引租户入驻其建筑物,尤其是租用率较低的建筑物更是如此。

符儒仁说,基于办公市场的租赁活动聚焦于续租交易,新的租约相应减少。一些业主则可能计划加强其建筑物的特色,以及提供更灵活变通的租约配套,以在留住原有租户之余,推动更多的租赁交易活动。
