建不了可负担屋 彭准付现

发展商上缴现金后,
彭州政府会另觅地点兴建可负担屋。

彭亨州政府规定,发展超过5亩的屋业计划,发展商就必须建30%可负担房屋,但也会视项目地点等客观因素,若有关地点不适合,则可转以支付现金替代。

州务大臣拿督斯里旺罗斯迪说,州政府会利用发展商上缴的现金,另觅适合地点兴建可负担房屋,如此一来同样可照顾到人民的买房需求。

他日前出席Aset Kayamas在云顶高原,配合发展Antara综合项目的展销厅主持开幕仪式时这么表示。

旺罗斯迪在蔡景康(左二起)、阿都拉曼及李振崑的陪同下参观示范单位。

在要求发展商履行社会责任方面,州政府还是会灵活处理,他说:“我们会视有关项目的可行性,像Antara这项目,因为位于旅游胜地云顶高原,并不适合兴建可负担房屋。”

因此,发展商Aset Kayamas支付现金给州政府,以在其他适合地点兴建所应符合的可负担屋固打。

柔15万可负担屋没踪影

自1997年至去年,
未交付的可负担和廉价屋,达15万3000间。

各州政府均有规定,发展商在兴建中高价房屋时都要履行社会责任,依据发展项目的规模,承担兴建可负担屋或廉价屋不同的固打,但偏偏就有不少一拖再拖。

光是柔州,自1997年至去年共24年间,已颁发发展蓝图但至今未交付的可负担和廉价屋,竟然多达15万3000间。

掌管柔州房屋及地方政府事务的行政议员阿育嘉米尔指出,这些可负担或廉价屋的固打,涉及土地共4950英亩。

出台特别计划解决

为了解决这问题,柔州政府将和私人界合作,通过“柔佛房屋特别计划”追上供应,一圆更多柔佛人的拥屋梦。

柔佛州务大臣拿督哈斯尼上月提呈财政预算案时宣布这项新计划,之后在努沙再也门户的“柔佛繁荣房屋”试点计划,回响热烈,共接到超过4万份申请。

但阿育嘉米尔说,只有申请到银行贷款的申请者,才能进入筛选。

他表示,为确保销售与分配过程透明化,州秘书署房屋部会负责审核申请,符合资格者还要经过抽签,届时也会连同廉正单位监督负责过程。

“柔佛繁荣房屋”是柔政府公私合作的 “柔佛房屋特别计划”一部分,估计会兴建11万5000间可负担和廉价屋。

阿育嘉米尔指出,这项概念吸引到新旧发展商,而且不少发展商也同意,连同兴建可负担房屋的土地和完善基建,一并转交政府落实。

30万令吉的可负担屋,
你买得起吗?

如果你的答案是“不”,那可能将有好消息了!

房政部副部长拿督斯里依斯迈阿都慕达立在国会下议院指出,目前国内可负担屋的顶价为30万令吉,但随着冠病疫情让很多M40(中等收入族群)变成B40(低收入族群),这个顶价有必要重新评估。

他说,房政部会请专才设立特别小组,讨论可负担屋的顶价。

同时,该部门也正在考虑执行人民组屋(PPR)的“先租后买”计划,让更多低收入族群都能拥屋。

他也透露,共有34项一马房屋(PR1MA)项目已经完工,高达2万6337个单位;还有27个项目正在兴建中,包含2万760个单位。

外资没来,就须靠内需来振兴,
多建可负担屋,可制造多赢局面!

经过好几个月的封锁和快速的大规模疫苗接种计划后,马来西亚2019冠状病毒病疫情终于从今年第三季期间的高峰回落,让各行各业得以逐步恢复运作。

虽然疫情在11月时进一步趋缓,人们也开始适应解封后的新常态,但我认为如今却是不可掉以轻心的重要时刻,因为新的挑战已在酝酿当中。

经过近两年的抗疫后,我国经济终于近期重启,不同的行业也开始出现人潮。

对此,相信很多人都能感受到经济正在复苏的趋势,有的甚至也已发现市场开始出现通货膨胀,而这也正是其中一个隐藏的经济危机。

从之前的建筑材料到如今的面包、蔬果和肉类等食品,市面上很多物品都出现了涨价的情况。

这股通胀势头,对经济状况还未完全恢复的商家和人民来说,很可能会成为“压死骆驼的最后一根稻草”。

工程减少建材却缺货

就以建筑业为例,如今整个行业出现了一个奇怪的现象,即市场上的新楼盘和基建工程都在逐渐减少,而且政府也还未公布任何新基建项目,但许多原材料却出现缺货和价格高涨的情况。

尤其是在新楼盘方面,根据国家产业资讯中心(NAPIC)的最新数据,国内新产业项目数量今年第三季仅有4956单位,比今年第二季的9333单位,少了接近一半,同时比去年第三季的6087单位,按年下跌35%。

再加上捷运布城线(MRT Putrajaya Line)等基建项目逐渐完工,建筑商能接获的合约已经越来越少。

在这个供需失常的状况下,很多建筑商都同时面临着原料缺货、建筑成本高涨和缺少新项目合约的挑战。

事实上,我相信这些问题有可能会进一步恶化,尤其是在雪隆地区。

因为在《2040年吉隆坡结构大蓝图》及《2035年雪州发展大蓝图》底下,很多土地的发展用途都已被冻结,导致许多新房地产发展项目无法推出,所以预计接下来的市场会更加的淡静。

同时,我们也别忘了各个类型的变种病毒可能带来的风险,比如在最近被世界卫生组织认为会构成非常高全球风险的“奥密克戎”(Omicron),这些变种病毒有可能会让大马重新实施封锁和行动管制令,造成更多商家倒闭。

事实上,根据企业发展及合作社部长丹斯里诺奥马在9月时公布的数据,自我国在5月实施行动管制令(MCO)3.0以来,共有超过3万7000家中小型企业倒闭。

大马中小型企业公会也在早前警告,如果MCO再度延长,会有约5万间中小型企业面临倒闭的危机。

建筑业的情况也雷同,很多业者都撑不过疫情而永久结业,一旦当前原料起价和缺少新工程项目的问题没有及时解决,相信更多业者会消失在市场上。

50万以下房屋需求高

对此,我建议政府应以可负担房屋项目作为刺激建筑与房地产行业复苏的催化剂,鼓励发展商兴建更多50万令吉以下的房屋,为行业创造更多就业机会,同时也能协助政府达成居者有其屋的愿景。

无论是从数据还是消费者的意向来看,50万令吉以下的房屋还是非常受欢迎,而且这类产品在很多地区的供应都还是不足。

以林上海资本位于蕉赖的LSH Segar公寓项目为例,这个共有875个单位的项目,由价格30万令吉的440间直辖区房屋(RUMAWIP)和50万令吉和以上的435间公开市场发售单位组成。

在正式发售前,这些可负担房屋单位就已获得买家热烈追捧,其中的RUMAWIP已有超过单位数量2倍的买家登记,而在公开市场发售单位当中,占了70%比重的非土著单位也已被预订。

这足以证明50万令吉以下的住房需求依然是非常健康且强劲的,跟那些提供给投资者和外国买家的高档项目截然不同。

NAPIC今年第三季的数据也显示,房价30万令吉以下和介于30万至50万令吉之间的可负担房屋,分别只占了滞销住宅单位的25.5%和28.4%,其余的46.1%.都是房价超过50万令吉的中高档产品。

房地产靠内需驱动复苏

由此可见,以国内需求来带动整体经济,是如今比较可行的方法,尤其是在如今缺乏外资的情况下,房地产行业乃至整体经济会更需要依靠内需来驱动复苏。

对此,我认为政府应多鼓励发展商兴建50万令吉以下的住宅产业,以带动建筑和房地产行业的复苏,并协助业者渡过目前的难关。

另一方面,银行也应稍微调降可负担房屋的贷款申请门槛,尤其是放贷给那些有固定工作的购屋者,这样才能确保这些政策的成功。

最重要的是,政府应该因时制宜,根据经济形势的发展和变化来制定适合的政策,以确保各个行业都能实现永续而非短期的复苏,不要让我国在这近两年所付出的抗疫努力付诸流水。

直区可负担屋不随建材涨价

基于原料短缺及运费高涨等因素,五金建材价格在近一年来纷纷调涨,成本飙涨,建筑商大感头痛!

根据资深业界人士透露,近一年来一些建材价格的涨幅甚至逼近100%,令一些早已承接工程的同行困扰不已,不但要面对利润减少,资金周转也面对大压力。

针对建材价格大涨,联邦直辖区部长拿督斯里沙希淡斩钉截铁地指出,即使建材价格上涨,但政府依然会按照计划,为居住在联邦直辖区内的人士建造可负担房屋。

“此外,也不会减少可负担房屋的批准,或提高价格。”

沙希淡也透露内阁正着手处理这问题,以遏制建材价格暴涨,并与发展商寻求共识,共同协商解决方案。

按照之前的计划,联邦直辖区部原定在2018至2028年,共建8万个可负担房屋单位。截至今年11月,已有102个发展项目合计6万2836个住宅单位获批建设。其中95个项目位于吉隆坡,布城3个及纳闽4个。

雪州推“双钥匙”可负担屋

自住和出租,两不耽误。

雪兰莪州政府为照顾低收入(B40)和中等收入(M40)群体,加大州内可负担房屋的发展力度!

雪州大臣拿督斯里阿米鲁丁日前宣布,雪州政府计划通过雪州巴生河上门户项目(SMG),推出900平方尺的“双钥匙” (dual key)房屋概念,让屋主可以自住之余,再分租出去,赚取租金。

阿米鲁丁也披露,拥有3+2间房和4间厕所的“双钥匙”房屋,方便屋主和租客同时居住,但两户互不干扰。

这项由雪州子公司Landasan Lumayan有限公司负责的项目,将于明年通过联营公司 Landasan Lumayan Berjaya有限公司先建3400个单位,其中2000个为可负担房屋单位,发展总值估计高达10亿令吉。

“此外,截至目前,雪州政府已圈定巴生河岸周边约56公里范围,在8至10年内展开规划发展。而涉及约600亩政府地范围的发展计划,将从明年起展开,预料可带来高度经济效应。”

他指出,河上门户项目,除了关注经济和环境,也强调人民的宜居与舒适度方面的民生保障。

州政府也预测,到了2030年 ,巴生河一带大约可兴建2万6000间房屋,其中一半为可负担房屋。

丽阳依约建可负担屋

占地363英亩的土地,
地段位置优越,可接连多条大道。

接下来都是可负担房屋的市场,丽阳机构(Tropicana)不落人后,通过联营,准备在瓜拉雪兰莪依约发展大型可负担屋计划。

该公司周二宣布,独资子公司Tropicana Senibong私人有限公司,与Puncak Alam Housing私人有限公司签约,联合发展依约3块租赁土地。

丽阳机构发表文告指出,有关土地面积363英亩,主要兴建可负担房屋。

该公司将通过内部资金和银行贷款,从签约日起72个月,分期支付3亿3454万令吉。

有关地段位置优越,北部连接公主湖城(Bandar Tasik Puteri),东接双溪毛糯路和牙直利走廊大道(Guthrie Corridor Expressway),以南就是武吉加埔新村,还可轻松连接到LATAR大道。

槟可负担屋 增建10%

增建可负担屋,
槟州人民有福啦!

2030年前要建22万间“槟城可负担房屋”的目标,槟州房屋局如此已完成过半,至2025年间会发展14项目,合共另建7838间。

掌管槟州房屋及地方政府委员会的行政议员佳日星指出,该局至今建造12万6816可负担屋,完成目标的57.64%。

他日前在新港突击检查Fairview Residence建筑工地时说,考量到冠病疫情影响下,更多人需要可负担屋,“槟城可负担房屋”会增建10%。

武吉哥隆房屋计划预计明年初动工。

另外,槟州行政议会日前批准了西南区武吉哥隆房屋计划,这是槟州房屋局首个可负担屋项目,预计明年初动工,共有816单位,涵盖可负担屋及中廉价组屋单位。

首个社区重建计划招标

市场重新开放,佳日星说,发展商已在加快工程,赶在期限内完成所有建筑项目;延误6至8个月的Fairview Residence目前已达75%进度,预计明年第3季竣工。

“槟州房屋发展局除了着重可负担屋项目,也致力于社区重建计划,而首个项目会是峇央峇鲁玛苏里组屋社区重建计划,希望尽快完成招标程序后于年杪开始动工。”
