房地产 如何贯彻ESG?

创造永续社会环境,
势在必得!

环境、社会与监管(ESG)是近年国内外企业界的一个流行用词,产业领域也不例外。

ESG,这个起源于2004年的概念,从一次联合国会议提议的投资框架出发,辗转成为全球资本市场的新潮流。

据彭博社智库预计,到了2025年,全球ESG资产总规模将达到53兆美元(约241.15兆令吉),占全球管理中投资总额的三分一。

从E(环境)的角度,ESG投资关注气候变化、资源消耗、废弃物、污染和砍伐森林等;

从S(社会)的角度,ESG投资关注人权、现代奴役、童工、工作条件和劳资关系等;

从G(企业监管)的角度,ESG投资关注贪腐、高管薪酬、董事局的结构和多样性、政治献金及税务策略等。

因此,在某种意义上,ESG是衡量好公司的一个标准。

撇开政策和监管的因素不谈,越来越多企业披露ESG报告,除了清晰地展现企业做了哪些ESG实践,以拿到更高的ESG评级之外,目的也在于吸引投资者的注意、对外传递企业价值观。

过去,上市发展商要符合ESG标准,一般是着重在某些发展项目符合ESG或绿色建筑物的元素,但如今早已不是如此,而是整家企业都必须符合和贯彻ESG。

ESG应融入营运

对于马星集团(Mah Sing Group)而言,无论是公司的管理和日常营运,还是发展项目的经营,早已离不开ESG,而且还将继续贯彻到底。

马星集团创办人兼董事经理丹斯里梁海金接受《南洋商报》书面专访时指出,该集团是于2011年展开永续发展之旅,以向利益相关者(stakeholders)和股东推广ESG价值观。

“作为一家负责任的发展商,我们非常重视环境、社会和监管,并将其融入我们的日常营运。”

“多年来,马星集团一直致力将永续发展纳入我们的业务营运及策略,涵盖产业及制造业务。”

他指出,马星集团聚焦环境、社会和监管,承诺集团的永续发展框架、使命支柱和实质性主题,这些都与联合国永续发展目标一致。

马星集团是富时大马社会责任指数(FTSE4Good)成分股,在富时全股项(FBM EMAS)的ESG评级方面是上市公司中排名前25%的公司之一。

马星集团如何落实ESG?

• 环境(Environmental)

梁海金说:“通过遵循最高的环境标准,并结合环保的商业策略和作业守则,我们的目标是尽量减少对环境的任何影响。”

“作为集团的重要议题,我们确保包括气候变化、生物多样性、能源使用和水资源消耗在内的众多环境问题,持续获得解决。”

“作为绿色企业,在我们所有的业务部门中使用环保产品和材料,对我们来说非常重要。因此,我们在各个发展项目中,加入了更多绿色特征和绿色建筑概念。”

• 社会(Social)

在社会方面,它受基本人权原则以及大马与印尼政府雇佣法令的约束。

“我们在施工方法中采用安全和健康评估系统、各部门活动监控以及进行根本原因分析等策略,以减少工作中的风险和危害。”

他说,马星集团也持续履行企业社会责任。自2005年以来,作为企业责任策略合作伙伴的马星基金会,一直负责管理马星的社区计划。

• 监管(Governance)

马星集团的企业监管和永续发展监管结构,监督一系列重要的ESG课题,包括反贪、网络安全、劳工问题及健康与安全。

梁海金说,在永续发展监管方面,马星集团对贿赂、贪腐和不道德行为采取零容忍态度。集团实行了反贪政策,员工们也接受反贪的培训。

“我们致力于维护所涵盖的重大问题,并通过实施ESG实践继续增加价值,因为ESG理念对马星集团的永续经营至关重要。”

倾听需求改进设计

“我们是从产业发展项目的规划和设计阶段,就已开始融入ESG理念,例如,建筑材料的采用、房屋如何节省能源和符合环保元素等,而这是马星产业业务的一贯做法。”

梁海金说,在产业业务方面,马星集团在贯彻ESG方面的各项措施,是从发展项目的规划阶段即开始纳入“设计思维”流程,其团队在此过程中不断检讨和倾听客户的需求。

“我们的团队对各种可以改进,并包含在当前与未来发展中的各种关键组成部分展开研究和调查,这点在疫情过后尤甚。

“举例说,位于吉隆坡文良港的MAstra项目,有指定的包裹和送餐区。这个项目的设计有跑步和脚踏车车道,并提供室内与户外景观空间,让人们放松身心,并保持身心健康。”

M Astra具备自动废物收集系统、电动汽车充电站等永续与环保功能。

绿色元素融入发展项目

“我们坚信,将绿色带回城市,是绝对有可能的事。”

在产业业务方面,马星集团一直强调将绿色建筑设计理念和元素融入其发展项目中。

梁海金透露,马星集团获得国内外主要绿色建筑认证机构的绿色认证,包括马来西亚绿色建筑指数(GBI)、新加坡建设局(BCA)的绿色标志等。

而多年来,该集团多项发展项目也陆续获得各项绿色认证和奖项,这包括:

● 南湾广场:2019年绿色标志金奖
● M City:2018年获得GBI认证,2018年获得Green Mark认证
● Ferringhi Residence 2C:2017年临时绿标金奖
● Icon Residence:2017年获得绿色标志认证
● Ferringhi Residence 2B:2016年获得Green Mark Goldplus认证
● Icon City:2017年住宅(价值超过1亿令吉的大型房产)最佳QLASSIC成就奖

三大行动贯彻ESG

梁海金指出,具体而言,马星集团产业业务在ESG的贯彻上,可以分成以下3大层面:

• 绿色和永续空间

梁海金说,马星集团一直在密切关注重新设计其产品与服务,以对环境和社区产生效益。

“我们采取的其中一个做法,是将绿色元素及绿色的植物融入各个发展项目。

他指出,至今为止,马星集团大部分M系列发展项目已拥有超过25%的绿地,这超出了当局强制规定的10%比例。

“除此之外,我们过去和当前的项目都配备了绿色功能,例如公共区域的节能灯光、雨水收集系统以减少公共区域的用水量、使用低挥发性化合物(低VOC)油漆和涂料、安装高效使用水源的配件,绿色设计:南北建筑方向、自动废物收集系统 、电动汽车充电站、地上停车场的自然通风等等。”

• 永续发展景观

梁海金指出,马星集团通过投资建设与升级周边的便利与基础设施,来改善当地居民的生活。

例如,马星集团在Southville City建造了一个占地9.62 亩的夏日公园(Summit Park)。

该公园于2020年启用,是国内符合马来西亚游乐场安全协会(PSAM)的先驱公共游乐场公园之一。

“马星集团将继续维护公园的多功能设施和空间,这些设施和空间适合所有不同年龄的人士,促进健康、富有冒险精神和强大的社区联系。”

• 成本优化免浪费

为实现成本优化,马星集团通过创建易于施工的设计、改善现金流管理、批量采购建筑材料,以及通过初步优化节省资金,来负责设计和施工管理。

除了成本优化,马星集团还努力提供符合行业质量严格标准的优质产品和服务。

为实现这一目标,马星集团使用工业建筑系统(IBS)来提高输出质量、施工效率和交屋时间。这有助于成本优化和减少浪费。

推行经济模式倡议,马星集团使用的另一种新构造方法,来达到相同的结果。通过一系列优化措施,作为压低成本架构的长期方案。

疫情后 更注重ESG

梁海金强调,在产业发展领域,ESG是一股持续上升的趋势,致力于应对当今全球性挑战的气候变化。

他指出,自疫情爆发以来,各发展商都意识到为所有人营造有利环境和生活空间的重要性。随着人们在家中花费的时间越来越多,可以满足不同个人需求的灵活家居布局非常受欢迎。

对于各行各业而言,将ESG纳入其业务营运和策略,为其利益相关者和业务永续性创造长期价值至关重要。

正如第12大马计划所提到,马来西亚的目标是到2030年将温室气体排放降低45%,到2025年实现31%的可再生能源组合。

“由于ESG将为企业及其利益相关者增加价值,我们预计会有更多企业将永续发展纳入其业务策略,共同为国家的永续建设作出努力。”

企业不符合ESG借贷难

著名产业中介公司Metro Homes执行董事薛国龙指出,ESG在国内的发展已延伸到企业贷款和融资,日后没有做好ESG的企业将难以获得信贷。

薛国龙也是马来西亚资产规划师协会(MIEP)主席。他接受本报专访时说,例如,上市公司要向银行借贷,银行会先问有关公司是否符合ESG标准和要求。

“例如,寻求借贷的发展商,过去是某个发展项目需符合ESG或绿色建筑物的元素,现在则是整家公司须符合ESG标准。

“长远下来,这影响很大。如果一家大企业没做好ESG,就会和时代的发展脱节,最后才亡羊补牢可能已为时太晚,因为公司没有符合ESG,而无法获得融资。

“例如由于公司不符合ESG要求,无法获得符合回教教义的贷款。尤其是发展商,开发土地就涉及到环保元素,若不符合ESG,就更难以获得融资。”

94%上市公司制定ESG

根据大马普华永道和大马资本市场的研究刊物——为永续发展的大马企业定位,大马50大上市公司中,高达94%已制定ESG策略。

梁海金指出:“尽管大马交易所非常看重面临永续性挑战的行业,例如石油和天然气、电力和公用事业、建筑和房地产、种植业和制造业,但据观察,这些行业的参与者一直在积极采取措施应对提高他们的ESG地位。”

“经过冠病疫情的洗礼,我们了解到ESG不再只是企业的一种选择,而是最终影响企业更大价值链的营运永续性的基本驱动力。

“鉴于ESG在大马和全球的重要性,马星集团的非财务价值创造方法,比以往任何时候都更加重要。

“马星集团最近在马来西亚永续发展目标和2022年ESG影响力奖中获得了ESG影响力奖。尽管这不是马星集团的第一个ESG奖项,但我们为这一荣誉感到自豪,因为它激励我们加强我们的ESG能力,以便为所有人创造更美好的明天。”

已开始看到ESG概念的崛起。

尽管环境、社会与( ESG )更常用于投资事务,但已逐渐沿用于整个市场,成为当今投资者使用的下一个衡量工具。

环境、社会和监管,这是在考察潜在投资的永续性时,需要关注的3个主要领域——永续是关键词。

人们如今更重视社会与经济的进步,尽可能减少留下碳足迹。

随着城市变得更大和更拥挤,气候变化、土地稀缺和负担能力等问题变得更加严重,这只会增加永续性和负责任的重要性。

根据ESG的含义,永续发展之路涉及3种行动和监管方式。

E代表环境,涉及任何企业在生产商品或服务时对资源消耗的影响。

影响包括碳足迹、废水排放、电力使用和不可生物降解的废物。

S代表社会,旨在了解企业如何与其营运场所内和周围的社区互动,以及与多样性、劳动力和包容性有关的政策。

G 代表监管,着眼于导致有效决策和法律合规的内部实践和政策,包括预防贪污腐败行为的措施。

近年来,ESG可能刚刚成为永续发展的下一个流行词,但实际上,早在2006年,联合国负责任投资原则(PRI)报告中就首次提到了ESG,该报告由Freshfield报告和“谁关心获胜”。

ESG最初纳入财务评估

ESG 标准最初被纳入公司的财务评估,并专注于进一步发展永续投资,63家投资公司采用ESG标准,资产总值为6.5兆美元。

到了2019年6月,这一数字已增长到2450名参与者,代表着超过 80 兆美元的资产管理规模。

大马立志2050年
成碳中和经济体

大马也不落人后,以政府和相关机构的承诺和要求,加入了永续发展行列,以促进ESG,让企业的商业和发展模式朝向ESG发展。

这些举措包括政府承诺在第 12大马计划(2021至2025年),立志于2050年将大马转变为碳中和经济体。

证券监督委员会(SC)在认知全球政策制定的转变以及投资者对永续投资和发展的兴趣不断增长下,推出大马交易所永续财务报告指南。

作为传统和首选的投资形式之一,随着千禧世代投资者根据他们一系列新的兴趣和优先事项上网浏览各类资讯,房地产市场也已开始看到ESG概念的崛起。

随着让世界变得更美好和将资金投入永续发展的更强烈意识,高盈利不再是唯一的致胜因素,反之,长期稳定的业绩和整体的积极影响,是达成交易的关键。

由于其物理性质,产业发展和结构将在整个产业周期中留下成本和足迹。

过去,由于疏忽和管理不善,污染和景观破坏已成为产业发展的一部分,可能会导致严重的环境破坏,这将必须花费更多的金钱和资源来修复。

其中包括过程中所产生的废物和排放物、自然资本的消耗、人权和劳工标准以及建筑材料的使用。

未完工项目有害环境社区

未完工的项目和废弃的旧建筑不仅对环境有害,而且对社区也有害,因为它们无声无息地成为非法活动或危险野生动物的巢穴。

施工中的产业发展项目也有可能留下的负面足迹清单,这包括一种更全面和间接的方式。

它涉及可负担性、透明度和社区福利等更大的保护伞。

通过识别和赋予现有产业、公共空间和产业发展对居住在其中的人们的福利的影响并赋予其价值,整个产业市场有能力发展成为不仅仅是物质空间的提供者,而是也是其所在社区和地区的发展商。

这还包括提供设计时考虑到包容性的公共空间和连接良好的公共交通系统。

修复和再利用是较新的产业发展房市,在发展中国家取得了进展,并已被发达国家广泛采用。

通过让旧的、未使用的或未充分利用的建筑重新焕发生机,通过充分利用现有资源和材料,同时保留历史和文化价值,实现永续性。

城市化和技术进步不仅是建造混凝土、钢铁和玻璃摩天大楼,它还涉及恢复和保护旧物恢复昔日的辉煌,并为被认为毫无价值的东西创造新的价值。

更注重卫生与健康

2019冠状病毒病疫情虽然具有破坏性和危机,但也显示,在更广泛的层面上接受ESG对经济和市场来说是多么重要。

在冠病疫情高峰期间,全球各地城市反复关闭边境和封城,揭示了企业和行业面临的差距和不足,这导致消费者在发现不道德的做法和不当行为后立即作出反应。

在产业领域,随着物理空间的传统需求和功能突然动摇,并被迫适应新常态,物理空间的创新被推到了极限。

除了更灵活和多功能的空间设计外,卫生和健康安全也成为疫情后潜在租户考虑的主要因素。

最后,并不是说利润不再重要,而是一切都与永续有关。生意仍是生意,需要获利才能使公司蓬勃发展,但与过去通常以高利润驱动的激励措施相反,现在看到的获利能力不仅是来自金钱方面。

对环境认识日增

人们对资源枯竭、环境污染和社会问题的认识日益增强,这一切都使人们认识到,实现长期绩效和维持生计的方法,对于确保我们的后代有机会过上良好的生活而不必耗费过高成本获取基本必需品,并被剥夺了大自然为我们提供的东西。

对于产业市场而言,预期中的变化可能需要先进行大量投资,然后才能真正实现任何积极成果。

许多人误解为增加积极的社会影响会减少财务回报,事实恰好相反,简单地说:一个幸福的社会是一座繁荣的城市。

永续房地产“以守为攻”

自2020年1月25日出现首宗2019冠状病毒病的确诊病例,马来西亚抗疫至今已超过一年。

而这个由传染速度极快的病毒所引起的全球传染病疫情,不只带来一场空前的公共卫生危机,更引发了影响深远的世界经济灾难。

在马来西亚方面,房地产更是首当其冲的行业之一,不仅让所有的企业受到打击,也导致许多业主面临偿还贷款和维持投资回报的艰难挑战。

对于房地产业主而言,每一次的经济危机都是一次严峻的考验。

因为在经济不景气时,他们往往就会面对本身的收入受影响、难以继续偿还房贷、租客拖欠租金、房地产价格蒙压、手中资产找不到买家等难题。

如果一不小心周转不灵,业主很可能就会落到被逼亏钱出售房地产,甚至房地产被银行收回拍卖的境地。

所幸政府和国家银行在这次的危机当中,推出了延缓还贷措施和针对特定群体的还贷援助计划,才得以帮助数以百万计的人民渡过难关。

假设没有这些援助计划,预计会有大批的房地产业主和投资者们无法撑过这个难关,届时我国经济的受创程度也将更加严重。

那么,房地产买家和投资者应该怎么做,才能应付这种突如其来的经济危机呢?

相信很多人会给予的建议,就是在购买房地产的时候,慎选位于良好地点、自己可以轻松负担与具有稳定需求和回报的优质房地产。

这样在经济风暴来临时,手头上的资产才不会对你造成太大的财务负担,也可以比较容易租出或卖出。

但在我看来,在这些条件当中还必须加入一项经常受到人们忽略的条件,那就是永续的元素。

可长期省钱  投资回报高

一间具备永续元素的房子,不仅能为住户提供一个舒适的生活环境,还可以帮助业主在长期省下大笔的金钱和收获更高的投资回报。

这类房地产所采用的永续设计,例如坐南朝北或坐北朝南的方位、引入充足的自然采光、良好的通风、易于保养和耐久的建筑材料等,都能把屋内的电能消耗和维修方面的费用大幅减低。

以守为攻

而在长期持有成本更低的情况下,除了投资回报会更高,业主的财务负担自然也没那么沉重。

永续房地产这种能够“以守为攻”的优势,在行情不景气和收入受影响的经济萧条时期显得格外重要。

因为只要开销减少一分,你手头上的资金也会多出一点,让你有更多资本撑过这个难关。

而永续房地产的这一点特质,恰恰就跟讲求勤俭节约和精明理财的中华传统文化相互呼应。

符ESG原则具抗跌能力

事实上,跟这些房地产同样具备永续元素的资产,在如今的经济危机当中展现出卓越的韧性。

雇员公积金局总执行长东姑阿里扎克里最近在彭博社的专访中就指出,在该局所投资的资产中,那些符合环境保护、社会责任与企业治理(ESG)原则的资产在疫情高峰期展现强大的抗跌能力,而且长期的投资回报也达5至7%。

东姑阿里扎克里也说,这类符合ESG原则的资产,是可以应对任何一种危机的“疫苗”,而雇员公积金局也打算在2030年时,将所有投资都放在这类资产上。

由此可见,永续绝对是一个全球的趋势,而世界在这条路程上所迈出的步伐,已经越来越大、也越来越快。

坚持发展可持续项目

根据全球房地产和基建设施企业ESG表现评选机构GRESB的年度评估报告,全球房地产企业在2020年的ESG得分是70分,比2017年的63分进步不少,显示出全球企业在可持续发展方面努力取得进步。

在这方面,怡克伟士(EKOVEST,8877,主板建筑股)也持续通过本身的项目,来提高马来西亚乃至亚洲的永续发展水平。

例如在大使路淡江大道的收费站以及亿国城衔接珍珠花园捷运站的行人天桥、安装太阳能电板,让这些建筑物在电能方面能够自给自足,甚至还有多余的电能贡献给国家能源公司。

国人应支持永续房产

而且这些永续设计为这些房地产所带来的节省,也可以转嫁到用户身上,例如商场内的租户。

这样一来,租户可以获得比较低的租金,然后又再把这个省下的成本转嫁给消费者,让他们能以更便宜的价格买到商品。

但如果这是一间没有采用永续设计的商场,那么电费和保养维修方面的费用就会高出许多,业主也被迫要征收较高的租金,从而导致消费者也必须以更高的价格购买物品。

从永续房地产的种种好处来看,国人应该对这类房地产给予更多的支持,这样才能鼓励更多发展商推出更多永续的项目。

而我们永远无法预测下一个危机将在何时到来,因此,若不想重蹈被危机打得措手不及的覆辙,企业和消费者都应该汲取这次的教训,往永续发展的道路迈进。
