买房前,先查发展商黑名单

给头期后要等数年才拿钥匙,
你会担心有变数吗?

我国发展商新推出的项目,大部分需要买家先给至少10%的头期,然后再随着工程进度慢慢由银行放款给发展商,直到交屋的时候,银行会把款项全数缴清,接下来就由买家每月偿还贷款供款啦!

通常,发展商从兴建到交屋通常需要几年的时间,在这个期间,买家可能会担心发展商“跑路”,变成“烂尾楼”,但部分款项已经由银行发给发展商,难以追讨。

也有者在拿到钥匙后才发现这是一家问题多多的发展商,所建的房子处处是问题!

因此,在决定买房子前,一定要好好查查发展商的底细才行!

很简单,通过国家房屋局(Jabatan Perumahan Negara),就能查到政府对不良发展商的黑名单!

这黑名单会定期更新,主要分成4种:

1.无牌经营(Pemaju Perumahan Tanpa Lesen)

2.不执行仲裁庭判决(Pemaju Ingkar Award Tribunal Tuntutan Pembeli Rumah)

3.不还罚款(Pemaju Gagal Membayar Kompaun)

4.涉及搁置项目(Pemaju Terlibat Dengan Projek Perumahan Terbengkalai)

根据最新的黑名单,截至今年1月17日,共有107家发展商因无牌经营被列入黑名单。

截至,5月20日,由228家发展商有项目搁置或烂尾了;截至6月17日,有高达462家发展商没有缴清罚款!

买家们还得注意,一些发展商的项目会由子公司负责发展,所以看黑名单的时候,别只看母公司的名字!通常在项目的官方网站下方,或是宣传单上,都会列明涉及发展的公司名称,记得也要好好查询!

政府正修订法令 重建残旧破楼

政府能不能帮帮忙?

房屋及地方政府部长拿督斯里里查马里肯指出,政府为了解决旧楼的课题,已经着手修订1985年分层地契法令。

他在国会下议院面对希盟升旗山国会议员黄汉伟提问时回应,要重建建筑物必须要修订一些法令、取得业主的同意,还需终止分层地契。

他解释,一项城市发展和翻新法案,需涉及7至8项法律或法令,比如说国家土地法典、分层地契法令、分层管理法令、征用土地法令和城市规划法令。

因此,有关部门需要评估监管影响,确保城市翻新时能保护财产权,制定更全面、决定性和综合性的新法律。

他补充说,虽然目前还没落实这样的新法律,但其实自2000年开始已经有许多城市翻新计划。当中,由私人界推动的城市翻新计划,带来了合理的经济回报。

而那些对私人界来说难以带来经济回报的残旧建筑物和地区,政府会考虑用另一种形式来翻新,避免这些地区和建筑物继续损坏,引发都市衰退。

房政部:搁置房屋仅79项

原来是不同组别的数字。

房政部针对全国购屋者协会(HBA)在一家新闻网站提出的质疑,发文告澄清,指部长在国会中提供的搁置房屋项目数量与该部门记录的数量相符。

日前,HBA指房政部长拿督斯里理察马立肯在国会上宣称“有79 个搁置房屋项目” ,与房政部官网列出的198 个项目有出入。

“理察马立肯在国会中回答,截至今年 9 月 30 日,有 79 个搁置房屋项目,涉及超过 1万7000 个单位和 1万1000 名买家,而房政部网站显示的项目为 198 个。”

房政部解释,根据官网,“搁置房屋项目”栏目下有四个组别:

I、私人房屋计划搁置发展商黑名单

II、规划中的复苏计划

III、修复中的项目

IV、静止状态中的项目

“部长提到的79个项目,是分布在II、III和IV组别内。

“而全国购屋者协会(HBA)在提到的198个项目,其实是被列入黑名单的发展商数目。”

房政部补充,在 10 月 5 日举行的私人房屋计划委员会会议上,已作出澄清,当时,HBA也有代表参与。

“部门目前正在改进网站上的信息,以避免更多混淆。”

发展商分阶段复业!

因疫情停摆的房产领域,复业有期啦!

房屋及地方政府部(KPKT)宣布,从即日起,房产发展领域可以在国家复苏计划的第一阶段和第二阶段,逐步恢复营运。

根据房政部的文告,只要有发展执照,以及广告与销售准证(APDL)的发展商,都获准复业。

在第一阶段中,发展商可恢复行政办事处、交屋、缺陷保修期内的修复工作、国家房屋公司(SPNB)下G1至G4承包商的亲密房屋计划(RMR)建筑工程。

而在第二阶段,发展商可以恢复市场和销售活动、展销厅营运等。

不过,业者必须严格遵守各部门所列出的最新防疫标准作业程序,详情可到房政部官网查询。
