柔发展商:建可负担屋压力大

压力越来越大……

掌管柔佛州房屋及地方政府事务的行政议员拿督嘉福尼,有柔佛发展商反映,由于建筑原料涨价20%,让业者在兴建可负担屋时有难度。

他出席马来西亚房地产发展商会(REHDA)柔佛州分会新届理事就职晚宴时指出,根据发展商所说,兴建一个单位的建筑成本已达到13万令吉。

“政府明白,当建筑成本飙涨时,还要求兴建售价4.2万令吉的可负担屋,是有一定难度。”

不会调高售价

不过即便如此,州政府考虑到人民的经济负担随着冠病疫情而加重,因此还是不会上调可负担屋的售价。

而且,若可负担屋的发展商因为建材价格飙涨而拖延兴建工程,但始终必须兑现兴建可负担屋的社会责任。

无论如何,柔州房屋发展机构(PKPJ)将与发展商探讨更理想的解决方案,力求维持可负担屋的售价,可能也会考虑减少发展商所需兴建的可负担屋单位数量。

发展商可求助州政府

因此,遇上难题的发展商可以找州政府洽谈,斟酌其他方案,比如改建售价15万令吉以下的可负担屋。不过,若是属于较大型的发展项目,依然必须兴建4.2万令吉和8万令吉的房屋。

冀5年建2.1万间

另一方面,柔州政府放眼在5年内兴建2万1000间可负担房屋,同时会与发展商会面,达成共识,以分阶段方式落实。

嘉福尼,目前一年平均兴建3000至3500个单位,相信在第3年之后将能翻倍增数至一年兴建7000个单位。

“柔佛与新加坡不同,新加坡有80%土地属于建屋发展局(HDB),但柔州不少土地属于发展商,因此若发展商不协助,政府将无法达到可负担屋的目标。”

他也透露,柔州政府辖下的规划、设计及审议小组委员会(PDRC)已会见12家发展商代表,以解决无法兴建可负担房屋面对的问题,并将提供替代方案,以取代每个单位罚款4万令吉。

过去25年来,柔佛州有15万3712间可负担屋获得批准,却迟迟没有“面世”。

掌管柔佛州房屋及地方政府事务的行政议员拿督嘉福尼在柔佛州议会的问答环节上指出,这些被搁置的可负担单位,都已经获得地方政府批准土地策划申请(KM)。

“昂贵的房屋计划已经建竣,反观可负担屋却迟迟未动工。柔州政府必须通过更有效的策略和监管系统来解决此事。”

柔州政府将继续兴建可负担房屋。

成立PKPJ助州民拥屋

他也指出,为了推进柔佛州务大臣拿督翁哈菲兹宣布的2030年“先进柔佛”愿景,柔州政府特别成立柔佛州房屋发展机构(PKPJ)),取代原本柔州政府秘书署的房务部工作。

这个机构是由多个单位组成,包括地方政府、柔州土地局局长、大马城乡规划局柔州分局及公共单位,目标是致力实现政府兴建可负担屋的承诺,造福中低收入群体。

“柔州政府也要求柔佛州房屋发展机构开设‘规划、设计及审议小组委员会(PDRC),全面评估、监督和简化可负担房屋申请。”

2026年前建逾2万间

同时,这个机构还会扮演“中央数据库”的协调角色,更有效监督州政府、中央政府和发展商,积极推动州内的可负担房屋发展。

“根据我与发展商和地方政府初步会谈,会在2026年之前,分阶段兴建2万1139间可负担房屋。2022年及2023年底将有5033间可负担房屋完工。”

除了发展商兴建可负担房屋外,州政府也会鉴定合适的政府地,为低收入和中等收入群体提供可负担房屋,以满足各族柔州人民的拥屋梦。

柔州许多房屋相关申请流程,
都简化了!

柔佛州务大臣拿督翁哈菲兹指出,为了让州民们能更轻易地完成拥屋梦,会通过柔州房屋发展机构(PKPJ)将落实5大倡议,改善服务和加速审批流程。

他在面簿发文说到,这是为了减少官僚主义,以及提高效率。

拿督翁哈菲兹 

其中,人民房屋计划(PPR)与政府租屋(RSK)豁免租金将延长至今年12月31日,并且给予拖欠租金的租赁者50%的折扣,申请的文件从23份,减少至6份。

柔州可负担房屋的申请文件,从17份减至5份,审批期限也从原本的30天缩短至7天。

转让房屋申请亦简化

而成功申请可负担房屋者,可向州政府申请1000令吉入住礼券,申请时所需要提交的文件数量,也从原本的6份减至2份;获批的14天内就可领取礼券,之前是30天。

土著房屋方面,所需提交的文件从3份减至2份,审批期限从180天缩短至7天。

欲转让房产者,所需提交的证明文件将从10份减少至6份。

翁哈菲兹也感谢柔佛州秘书拿督阿兹米、掌管柔州青年、体育、企业发展、合作社及人力资源事务的行政议员莫哈末海里以及柔佛州房屋发展机构在期间给予的配合与协助。

柔州可负担屋 向狮城HBD看齐

在新加坡,有超过80%的居民住在新加坡建屋局(HDB)的公共组屋内,这也是全球皆称道的公共住屋计划成功范例。

为此,柔佛州政府计划通过柔佛州房屋发展机构(PKPJ),以HDB的发展理念作为其中一个基准,为州民打造一个全面的可负担房屋发展计划。

柔佛州务大臣拿督翁哈菲兹在拜访HDB后,在面簿上发文指出,PKPJ将创建详细的发展规划数据库,并和各个单位来部署重点房屋发展计划。

致力协调各单位落实计划

这些单位包括地方政府、银行单位、一马房屋计划(PR1MA)、财政部、公积金局、大马城乡规划局(Pejabat PLAN Malaysia)和土地局等。

而PKPJ也会全力监督这些计划的进展,确保按时完成,并满足州民的需求。

“相信借由柔佛州行政机制、各部门的协调及结合柔佛州房屋发展机构的力量,将能落实这项计划。”

翁哈菲兹在本月17日,到新加坡展开为期3天的访问。
