尔瓦多“比特币城”会是虚拟货币迷移民新宠?

一边厢,人们争先恐后忙著开採或炒卖虚拟货币,另一厢多国试图阻挠虚拟货币,喧扰之际,萨尔瓦多(El Salvador)宣布要建一座“比特币城”(Bitcoin City)。

圆形的“比特币城”,全城利用地热发电,开採虚拟货币不必担心电源问题。

总统纳伊布布克勒上週(21日),在比特币週的大会上宣佈这项震撼消息。

他说的是一座实实在在、可以住人的城市,附带各种生活便利;甚至誓言要变成“拉美洲的新加坡”。

“比特币城”暂时选址在萨尔瓦多东南部的Conchagua火山脚下,会先建地热发电厂,为开採比特币提供足够且零碳排的能源。

除了增值税,这里没有其他科税。

“这座城什么都有,住宅区和商业区,会有娱乐设施、博物馆、酒吧、餐馆、机场和港口。”

根据布克勒描述“比特币城”呈一个大圆形,就像一个巨大的比特币,城市从中央的火山广场一直往外延伸。

这个城市利用火山地热发电,如此一来就可确保人人“採矿无忧”,布克勒更寄望零碳排挖矿成为新动力,人人都可能安心开採。

布克勒还说,这个城的居民只需缴纳10%增值税(Value-Added Tax,简称VAT),税收主要用来负担基本建设和偿还比特币债券。

其他所得税、资本利得税或是其他资产税,统统和这里的居民无关。

城内还会建比特币博物馆,宣导这个国家如何利用加密货币成长的故事。

这个中美洲国家,可以说是最支持比特币的国家,今年6月率先全球,接受比特币为法定货币,11月中再宣佈发行10亿美元比特币债券。

布克勒带领萨尔瓦多大胆投入比特币,赚取可观财富,还设立国家比特币信託基金,一部份获利用于兴建学校和兽医院等利民设施。

利用地热发电的“比特币城”,不只零碳排,还是一个免税天堂。

基建需耗约30万个比特币

布克勒没有透露“比特币城”何时动工或建竣,但估计基本建设需耗约30万个比特币。

他说,明年会初步先发行由比特币支援的10亿美元(约42亿令吉)债券,来为“比特币城”融资,当中5亿美元(约21亿令吉)会用来加码比特币。

这个开挖比特币的天堂,会有各种数位和科技专才和教育,也会有足够的永续公共运输系统。

“比特币城”很快就迎来第一个盟友,大型交易所 Bitfinex 技术长 Paolo Ardoino准备推出一个新的高安全性平台,专司处理萨尔瓦多的国家比特币债券资产。

有国家背书的10亿美元比特币债券,将由知名加密工程师 Adam Beck 创立的Blockstream管理。

据悉,当中5 亿美元价值的比特币会锁上5年,静待增值,获利之后会用于发展“比特币城”。

居者有其屋,
是韩国政府难以达成的梦。

首尔房价,是韩国政府的痛。

还有半年任期的文在寅,公开表示在任期内无法压低房价,是最遗憾的事情;总统候选人的竞选宣言中,也不断着重对控制房市的承诺。

但首尔人已经被高房价压得喘不过气来,面对政治人物的种种声明,他们只想知道,为何房市调控,越调越失控?

首尔房价之高远非一日铸就。

根据澎拜新闻,为稳定房价,从金大中政府到现任的文在寅政府,无不使出浑身解数。在上台之初即承诺“居者有其屋”的文在寅政府,在这方面的施政力度尤甚。

从今年6月1日开始,韩国综合房产税税率上调至1.2%-6%。同时转让税税率也被调高,持有多套房的业主最高将承担65%到75%的税率。

政策失败 转嫁人民

但是,韩国政府根据房产的年度评估价,不是实际市场价值对土地和房屋征税,导致税收进一步上涨,人们的租房和购房成本提高,民众怨声载道。

还有韩国网民在社交平台称,政府政策失败,却将房价上涨的责任转嫁给民众。

韩国经济与社会政策智库LAB2050总执行长李元宰批评,文在寅政府最初房产政策的重点有误,对多套房持有者征税并引入贷款限制,旨在控制需求,但结果是抑制销售、挤压供应。

文在寅支持率下跌

但实际上,房产需求不太可控,因为人口不断涌向首尔。直到去年,政府才扭转政策方向,致力于解决住房供应问题。

韩国盖洛普今年7月的民调显示,在51%不支持文在寅的受访者中,房产政策失败被列为最大刺激因素。

一名要求匿名的韩国历史学专家点出:“韩国人投机购房已经丧失理智,政府越调越失控。现在房地产市场面临非常危险的状况,只要美国的利率提高一点,韩国将立马受到冲击。”。

5个暴涨期

他说,从上世纪60年代后半期至今,韩国房地产经历了5个暴涨期,住房问题还曾引发市民暴动。

从第一次到第四次暴涨期,通过房产投机获得的差价分别是20至30倍、5至6倍、2至4倍和2倍,回报率远高于同期的任何行业。

“韩国绝大部分人把住房视为增值财产的一种手段,而不是居住空间。”

超低利率推升房价

另一方面,首尔大学金融学助理教授金东范表示,近年韩国房地产市场过热最直接的原因是超低利率。

韩国央行2020年3月16日将基准利率从1.25%大幅下调至0.75%,后于5月28日再次下调至0.5%,直到今年8月底才结束连续15个月的历史最低基准利率宽松货币政策。

廉价资金助长楼市投机,推高房价,而韩国人在目睹房价极速上涨后认为“最终期限”很快就会到来,届时将负担不起房产,这种恐慌情绪的快速蔓延带来恶性循环,房地产投机进一步加剧首都圈人口和财富的集中度,加深社会两极分化。

许多人总想着去首都发展,
韩国年轻人却只想远离首尔。

“一房难求”,已经是首尔的代名词。

文在寅政府自2017年5月就任以来,出台了25项房产政策,但仍然止不住首尔房价飙升的速度。

买房,已经是首尔年轻人的一个压力,如果不及早买房,终有一天会因为负担不起房租,而被迫离开首尔。

曾在首尔一家化妆品公司做销售的26岁崔艺珍对《澎湃新闻》说,3年前还坚定想要在首都逐梦的她,去年和男朋友终于忍不下去,回到了家乡釜山。

“离开首尔是一个明智的选择。”

她2019年做销售时,完全存不了钱,因为近一半的薪水都用来支付房租。虽然想着打拼几年薪水涨了就好,但冠病疫情来袭,她连续几个月被要求每周3天无薪休息,收入大减。

撑到去年8月时,她租的一居室租期到期,房东不愿续约,周边的房屋租金也突然大涨。

修正租赁法 却推高租金

这是因为去年7月时,韩国通过《租赁法》修正案,要求全租和月租房的房东一次上调租金的幅度不得超过房租金额的5%,以保护租客的权益。很多房东立刻上调年租金的起始价,全租房的房源也大幅减少。

在《租赁法》修正案实行的一年间,新租房屋的价格较续租价格上涨32%。

崔艺珍想起电影《寄生上流》,主角一家蜗居的半地下,房间散发着霉味,一下雨墙面就哗哗流水。

主角说的一句话在她耳边回响:“当你无处可去的时候,最终就会到这种地方。”

韩国房地产研究公司Real Today在11月初公布的数显示, 2020年有57.4万人搬离首尔,而今年前9个月就有43.4万人加入了“逃离”首尔的行列。

其中,20、30岁年龄层离开首尔的趋势最为明显。2020年底,首尔市人口自1988年以来首次跌破1000万人。

在首尔买房,
只有“上流社会”才做到?

阶级主义,在韩国房市发挥得淋漓尽致。

澎拜新闻报道,几十年来,顶级大学的学历与首尔的公寓一直是韩国社会用于衡量中产阶级的重要标准,因此几乎四分之三的韩国家庭主要财富都在房产上。

在首尔犹如天价般的房价下,还能买得起屋子的年轻人,几乎都是“背后有靠山”。

韩国不动产院的数据显示,今年首7个月,韩国年轻人在首尔及首都圈地区购房比例增加,40岁以下的群体占约40%。

在他们中,不乏含着金汤匙长大、坐享其成的上流阶层孩子,越来越多不到20岁的青少年在父母的帮助下购买房产。

韩国共同民主党议员朴商赫从国土交通部拿到的首尔市提交购房筹资计划书的人口年龄分布资料显示,2021年1至5月,青少年购买房产的案例多达69例,是去年同期的近10倍。

当然也有一些是只能靠自己或父母,“拼死拼命”才赚到屋子的头期钱,之后还有贷款的压力在身。

比如说,现年33岁居住在首都圈京畿道的金亨硕每天乘车50分钟到首尔市区上班,眼看女儿要到上学的年龄,为了给孩子提供更好的成长环境,一家人考虑搬到首尔市内。

要在首都谋得一席之地,目的就是“不让孩子输在起跑线”,因为首尔的学校好、补习机构多,孩子们的素质普遍更高。

引发房产抑郁症

无奈,他却负担不起学区房的高价格。

金亨硕认为,虽然政府出台了政策废除精英高中、纠正教育不平等,但住房不平等问题也将是导致下一代教育不平等的重要因素。

韩国建设产业研究院高级研究委员斗成贵指出,“缺乏父母经济支援的年轻人会产生被剥夺感,这是引起房产抑郁症的一种类型”。

韩国经济与社会政策智库LAB2050总执行长李元宰更直言:“我们不可逆转地进入了一个‘新的阶级社会’,如果现在不进入上层阶级,下一代可能永远没有机会跨越阶层。”

在韩国,房产所有权正变成新阶级制度的关键分界线”。

在韩国认购新房需要凭借积分竞争,积分参考是否已婚、家庭人数、无房时长、工龄等多项指标。

“眼光太高,积分太低,光靠运气还是不行。”

打击投机客政策 中长期不利

投机客,更是挤压了年轻人购房的空间,即便政府已经针对拥有两套房以上的家庭颁布“惩罚性”措施,不仅强化贷款限制,还大幅提高税率,但多套房产持有者依然能“见招拆招”,把房产赠予亲属,来逃过高额税金。

但这个政策,在韩国建国大学房产系教授沈教言看来,从中长期来看,高额税金“对平民将是一大灾难。”

金亨硕对于政府的调控政策已经不抱期待,称其从未靠政策获益过。“从租房到买房,再到考虑换购,工作之后,我的生活烦恼好像一直与房子有关。”

他自嘲是“young-gul”,意指倾其所有购房,甚至包括自己的灵魂。

直播“试睡“ 成功卖出凶宅

《北京青年报》旗下的北京头条报道,一间凶宅在经过试睡直播后,成功引起大量围观,最后还真的卖出去了! 

所谓凶宅,按照传统观念来说是指发生过非正常死亡事件的房屋,许多人都觉得“触霉头“,不愿意购买。

房产降价后开启第二次拍卖,经过16次延时后,最终以128.5万人民币成交。

报道中指出,江苏省苏州市吴中区法院的法官介绍,这次拍卖的房屋,位于苏州吴江区的房产,房主生前赌博欠下了一些债务,最后选择在自己的房子中烧炭自杀。“

这间房屋本来由逝者的妻儿继承,目前也居住中,但债主起诉到法院,所以才公开拍卖。

在11月9日时,先是举办了“凶宅试睡”直播,目的是为了营造“凶宅不凶”的氛围。

而后隔日开始,这处凶宅在司法拍卖平台公开拍卖,起拍价为120万人民币(约79.71万令吉),相当于市场价的三分之二。

整个拍卖过程有414人设置提醒,5.2万次围观,却始终无人报名参拍。

之后,该房产在降价后于28日开启第二次拍卖,最终以128.5万人民币(约85.36万令吉)成交。

法院工作人员指出,有的法院在处置‘凶宅’时打折力度很大,而这次只是按照正常的拍卖流程进行打折。

万科:中国地产界,混沌

中国房企“乱象”,
其实并非“乱”!

为了达到居者有其屋,中国政府宁可牺牲短暂的经济、承受阵痛期,严厉整顿国内房地产领域。这段期间也爆出了许多“乱象”,投资者、业者和买家都人心惶惶。

但知名大型发展商万科的董事会主席郁亮认为,现在行业的状态不能叫混乱,而是叫混沌。

他在股东临时大会上指出:“比如说有些行业看好的,仍然会举政策利好的消息说这个行业变好了,马上利好消息来了,要回到过去了。也有一些很看空的,比如未来房子还有人要吗?”

他解释,认为房市仍有前景的人,就会选择看好的数据来支持自己的论点,反之亦然;因此整个市场是处于混沌的情况。

“我对当前行业的看法,还是之前说的16个字:尊重常识、回归常态、阵痛之后、仍有机会。”

他补充说,未来是一个不同的时代,过去房地产黄金时代,卖东西都有好成绩;但在未来,人们需要的是好产品和好服务。

对于目前的万科而言,“赛道”基本上还算比较成形,在该股东大会通过分拆万物云,是一个开始,希望未来能陆续将旗下不同赛道的业务分拆上市。

同时,郁亮表示,整个领域仍然有机会,万科并不悲观。因为中国这么大的市场,整个发展不均衡、不充分的。比如说租赁住宅相比购房需求来看,租赁需求没被充分的满足。

别再乱建贵公寓了!

可负担房屋仅占滞销屋不到7.5%,
为何发展商却爱建高价房子?

槟城4638间滞销房屋,绝大部份都是豪华公寓,槟房屋及地方政府委员会主席佳日星也忍不住喊“别再乱建了”!

“可是,槟州这些滞销单位中,只有347间,或不到7.5%是30万令吉以下的可负担屋。”

他指出,槟州约93%滞销房屋都是超过30万令吉,而且以豪华公寓最严重。

他29日在州议会上,回答直落巴巷州议员祖基菲口头询时指出,州政府老早就劝导发展商不要再建高价房屋,可负担屋才是人民的需求所在。

“尤其是疫情后,人们买不起高价房屋。”

槟城滞销屋总值36.6 亿令吉,全国排第二,仅次于总值48.9亿令吉、有6000多间房子滞销的柔佛。雪州和隆市排在第三。

开卖9个月仍未售出

滞销房屋指的是那些已建竣及获合规证明(CCC),但开卖超过9个月仍未售出的房子。

佳日星也透露,为了缩短可负担房屋申请者的等候期,槟州房屋局的遴选委员会打算取消申请区域限制。

“过去东北县的申请者只能申请东北县单位,如今西南县和威省已发展迅速,尤其是威省,房屋存量充足。”

他也赞扬槟州房屋局遴选委员会高效,很快就获得配给,有些人甚至一提出申请,马上就获得分配房屋。

佳日星也提及,槟州开始采用工业化建筑系统(IBS)兴建可负担屋,更节省建筑成本和时间。

他说,州政府目前进行中的可负担屋计划共9项,另有5项社区重建计划。

“如果不能快速致富,
就是在走向贫穷。”

这一句在韩国年轻人圈子中非常流行的话,道尽了他们生活在首尔的无奈。

“鱿鱼游戏只有6关,而现实世界的竞争游戏远远不止。”

在首尔自行创业的朴灿玄,接受《澎拜新闻》访问时感叹,从考入名牌大学到创业成功,他本以为已经一只脚迈进了上层社会,但现实告诉他:还差得很远。

在月租房住了5年后,29岁的朴灿炫在首尔著名的富人区江南,买了一间房子。

但对于在屋价极高的首尔买下一间房子,他并没有太大的喜悦,更多的是“被迫的无奈”。

在这只有23平方米的屋子,他在4个月前拿到钥匙后,只简单添置了几件小家电就入住,除了睡觉,对他而言这间屋子没有其他的功能。

韩国首尔最时尚最富有的江南区。

现在不买,以后买不起

身为首尔一家小型设计公司的合伙人,朴灿玄收入在平均线之上,但创业初期没有多少存款,家庭也不富裕。

那为何要买屋子呢?答案是:“现在不买可能就再也买不起了。”

曾经,满心是工作的他,并不认为买房是当务之急;但在冠病疫情的居家隔离时刻,他开始这么想:“如果公司倒闭了,我好像就一无所有了,也失去了继续留在首尔的理由。”

但,首尔的高房价,让他只能买得起小小的屋子,并不是心中的梦想之屋。

受制于公寓的较高价格和收紧的房贷政策,朴灿玄只能把选择范围缩小到贷款政策相对宽松的商住两用房。在付清了1亿韩元(约36万令吉)的首付,他还得向银行贷款3.9亿韩元(约140万令吉)。

朴灿玄自知自己“上车”太晚,还上了一趟不太好的“车”。但好在,他迈出了这一步。

“如果你不能快速致富,那就是在走向贫穷。”朴灿玄说,这是大家经常挂在嘴边的话。韩国年轻人从前更偏向于及时行乐,但是他们已经意识到高房价来源于社会结构性原因,如果现在不买房,将来也不一定买得起,还要承担更高的房租。

五分之一人口在首尔

在被戏谑为“首尔共和国”的韩国,近五分之一人口住在首尔,约一半人口和大多数资源集中在以首尔为核心的首都圈,“一极化”造就了首尔对韩国年轻人极大的吸引力,同时催生了不断被推高的房价。

根据韩国KB国民银行的数据,今年10月首尔公寓的平均交易价格突破12亿韩元(430万令吉),按年上涨20%,若与2017年5月相比,则是则翻了一番。

韩国国民银行数据显示,今年首季首尔的房价收入比(PIR)为17.8倍,也就是说,普通市民在不花一分钱的情况下,持续17.8年将收入全部存进银行,才能在首尔购房。
