许多国人还是买不起房子,到底是谁的“锅”?

国家银行(Bank Negara)总裁丹斯里诺珊希亚就点出,对许多国人而言,房价还是太贵,而拥屋问题不能光靠融资来解决问题。

她在国内生产总值(GDP)汇报会上强调,必须要引入更多创新方案来解决问题,包括研究房屋供需不匹配、提高房价透明度、租赁市场等。

对于国内银行方面,她称各银行都高度支持政府的拥屋计划(HOC),但是去年批准给首购族的贷款额,就超过600亿令吉。

其中,有超过60%的贷款,房价低于50万令吉。

他透露,国行检讨的房贷方向,应着重在直接购买和先租后买(RTO),让中低收入群体更容易向金融机构申请到人民组屋(PPR)和可负担屋的房贷。

诺珊希亚指出,疫情已对房市带来改变,因此融资模式也需要跟着调整。

“举个例子,随着远程工作愈发普遍,潜在买家可能愿意购买市中心以外的房产。”

是收入太低、房价太高、贷款太难申请吗?

为了能让国人能真正“居者有其屋”,政府承诺过提供足够和高质的可负担屋,以满足人口扩大的需求。

首相拿督斯里依斯迈沙比里指出,房政部已经推介了拥屋计划(HOPE),确保打造一个更全面的房屋发展和融资生态系统,以及推出各种能帮助大马人拥屋的计划。

他在主持国家可负担房屋理事会(MPMMN)会议后发表文告指出:“政府也承诺为年轻一代,以及郊区和较小的城镇,发展更多可负担屋计划,让更多M40群体能圆拥屋梦。”

在第12大马计划中,政府、州政府和私人发展商,计划兴建共50万间可负担屋。对此,各方都需要扮演好自己的角色。

在银行让人民更容易申请房贷的同时,中央政府也计划提供补贴,并由州政府分配土地,协力确保人民组屋和可负担屋的价格合理。

他也透露,在MPMMN会议上,各方也同意,可负担屋的设计,必须要更具宜居性,即根据当前的生活需求来打造。

比如说,新的人民组屋(PPR)会备好光纤到户(FTTH)、公共交通网络、更经济实惠和舒适的设计。

对于“居者有其屋”,坊间一直有许多针对金融机构的声音,认为房贷审批太严谨,导致许多人“卡”在最后一关,而买不到房。

对此,首相拿督斯里依斯迈沙比里指出,政府已经要求国家银行(Bank Negara)重新检讨房贷模式,以帮助中低收入群体能拥有自己的房屋。

他透露,国行检讨的房贷方向,应着重在直接购买和先租后买(RTO),让中低收入群体更容易向金融机构申请到人民组屋(PPR)和可负担屋的房贷。

新PPR须装光纤网络电缆

网络关乎生计。

在政府迈向5G联通基建之际,同样关心低收入族群是否拥有网络连接。

对此,房屋及地方政府部长拿督斯里里查马里肯指出,未来新建的人民组屋计划(PPR),都必须要建设“光纤到房间”(FTTR,Fiber to the room)的设施。

他指出,网络是国人必备的基本设施,疫情期间越来越多人通过电子商务找生计,学生也需要通过网络居家作业。

对此,政府致力确保组屋的B40住户也能“数码化”,拥有良好的网络联通基建。

目前全马的154个人民组屋中,已经有80个设有光纤电缆设施,另外50个在建设中。

他在芙蓉新那旺人民组屋,为全马36个人民组屋区同步推展“加强组屋数字网络计划”(Jendela @PPR)时宣布,这些组屋的公共区域,会设置无线网络热点,约15万人可从中受惠。

这包括吉隆坡1717个、森美兰1个、霹雳州2个、砂拉越6个及沙巴州10个。

“财政部将在明年拨出3000万令吉作为人民组屋推动网络计划,全马154个人民组屋区,大部分已经移交给州政府及地方政府管理,只有11项组屋计划是直接由房政部管理,从过去的平民组屋演变至如今的人民组屋。”

他解释,早期的组屋单位面积仅有450平方尺,之后增加至650平方尺,现在已增至700平方尺,在明年将对组屋面积的提升有新的宣布。”

出席者有森州行政议员莫哈末道菲、高岛区州议员拿督阿华鲁丁、房政部秘书长拿督阿兹哈阿末及巫统林茂区部秘书拿督阿兹曼哈山。

可负担屋 会有新顶价?

如果你的答案是“不”,那可能将有好消息了!

房政部副部长拿督斯里依斯迈阿都慕达立在国会下议院指出,目前国内可负担屋的顶价为30万令吉,但随着冠病疫情让很多M40(中等收入族群)变成B40(低收入族群),这个顶价有必要重新评估。

他说,房政部会请专才设立特别小组,讨论可负担屋的顶价。

同时,该部门也正在考虑执行人民组屋(PPR)的“先租后买”计划,让更多低收入族群都能拥屋。

他也透露,共有34项一马房屋(PR1MA)项目已经完工,高达2万6337个单位;还有27个项目正在兴建中,包含2万760个单位。

可负担屋,不止是要价格可负担,申请程序也一定让你“可负担”!

隶属槟城政府的槟州房屋局早在10余年前,已开发电子房屋登记系统(eRumah),让州民可轻易通过线上(https://erumah.penang.gov.my/)申请人民组屋或各类型可负担房屋。

由槟州发展机构(PDC)在直落公巴发展的Dua Residensi,其可负担房屋单位目前仍可通过eRumah提出申请。

其中,还包括房价不超过40万令吉的双层排屋!州政府目标是在2030年,兴建22万个可负担房屋单位,让槟城人“居者有其屋”。

根据eRumah系统所提供的资讯,该系统拥有22项人民组屋和可负担房屋项目供申请,其中包括人民组屋(PPR),以及可负担房屋计划,即B型(最高房价7万2500令吉)、C2型(最高房价20万令吉)、C3型(最高房价30万令吉)和4A型(最高房价40万令吉)。

其实家庭收入不超过1万2000的申请者,也可申请槟州政府所提供的可负担房屋,如果有意申请购置可负担房屋,可通过eRumah系统在线上提呈申请后,再将相关表格和文件提交政府部门。

由汇华产业集团发展的首个可负担房屋计划Tree O,属于C3型可负担房屋,房价最高30万令吉。

因此,通过eRumah系统申请槟城可负担房屋,只需要数个简单步骤便可完成申请程序

1.在eRumah系统首页,点击“申请者登录和状态检查”(Semakan Status & Login Pemohon),在点击进入后在“注册/申请检查”(Pendaftaran/Semakan Permohonan)中,填写身分证号码做出检查。

2.如果是首次使用eRumah系统,须先注册新用户账号。

3.申请者须填写所需资料,
-个人资料(审核是否符合申请条件)
-欲申请的房屋类型和地点
-申请人详细资料
-家庭成员资料
-所拥有的交通工具资料

4.在所需资料填写和检查完毕后,即可提交申请,记得保存系统所出现的申请记录,并连同PN1、PN4或PN3申请表格和所需证明文件,提交至槟州房屋局(Bahagian Perumahan Pejabat Setiausaha Kerajaan Negeri Pulau Pinang),即已完成申请可负担房屋程序。

5.在完成申请可负担房屋程序后,可定时登录eRumah系统查询申请审批状况,如果申请者幸运获得批准后,即可联络处理购买可负担房屋程序。

人民组屋的申请条件:

*申请者及其配偶须是马来西亚公民。
*申请者须居住在槟城至少5年。
*申请者须21岁或以上。
*申请者及其配偶须是槟城注册选民。
*申请者或其配偶的个人每月收入不超过750令吉,或每月家庭收入不超过1500令吉。
*不曾在槟城和其他州属拥有房产(即使房产已出售,申请者及其配偶不得申请)。
*须承担的家庭成员,包括配偶和孩子,至少达5人。
*特别考虑的申请者,包括残疾、单亲、在国家安全部队殉职的队员遗孀,或符合条件的非法房屋住户。

可负担房屋的申请条件:

*申请者及其配偶须是马来西亚公民。
*申请者须21岁或以上。
*槟城人或槟城居民。
*槟城注册选民。
*在槟城工作的居民。
*依据夫妻每月收入可申请的可负担房屋类型:
不超过2500令吉:A型(最高房价4万2000令吉)
不超过3500令吉:B型(最高房价7万2500令吉)
不超过8000令吉:C1型(最高房价15万令吉)
不超过1万令吉:C2型(最高房价20万令吉)
不超过1万2000令吉:C3型(最高房价30万令吉)
*针对A和B型可负担房屋,申请者及其配偶不可在任何州属拥有房产。
*针对C1、C2和C3型可负担房屋,申请者及其配偶可拥有1房产单位,惟房价须比有意申请的可负担房屋房价低。

人民组屋不得当员工宿舍

企业主们请注意,
人民组屋不能再做员工宿舍了!

房屋及地方政府部将颁出新条规,未来企业主要在住宅区申请员工宿舍,不可选择低成本、人民住房计划(PPR),以及包括公寓和人民组屋的可负担房屋。

该部已经草拟相关指南,会在全国地方政府理事会上提呈。

这项新指南也会建议员工宿舍的适当地区,比如说搁置的物业和一些新地区,以作为员工宿舍的长期解决方案。

在3月时,该部门已经批准州政府和地方政府采用短期员工宿舍程序,为期3年,直到2023年。而雪兰莪州政府已经在7月2日全面批准采用这套程序。
