廉价屋 还是会被“炒”

B40买不起的廉价屋,
失去了意义……

政府为了B40低收入群体建设廉价房屋,甚至提供补贴,但有时候最终却无法让B40受益,反而让投资客能大赚一笔。

PropertyGuru DataSense总经理祖托尔指出,在中低价房屋的二手市场中,至少有30%的买家是投资者。

不少人以比原价高出两倍的价格,在二手市场抢购这些为了B40群体而建的房屋,反而让这些低收入群体最终买不起。


高租给外籍人士

报道中指出,这些投资者们以高租金出租给外籍劳工,或甚至是非法外劳。

托尔引用PropertyGuru的数据指出,中低价位的房屋价值,通常在35年内可升值220%至230%,因为这些房屋有政府补贴,所以计算时的升值空间更高。

通常这类房子会禁止在首5年或首10年售出,但禁令期结束后将纳入二手市场就会迅速涨价,甚至看过一栋20年屋龄的房子,房价上涨了95%。

投机客也通过拍卖购买

而在马来西亚经济研究所高级研究员山卡兰南比尔看来,这就是廉价屋系统的“漏洞”,让补贴房屋最终让富人受益,而不是有需要的人民。如果情况持续,低价房屋的数量会越来越少。

报道还指出,一家房地产拍卖公司透露,槟城、森美兰和吉隆坡的许多中低价位房产已经被抢购一空,但买家并不符合B40的条件。

据拍卖师的数据显示,购买者是已经拥有多处房产的人, 他们中的许多人都是拍卖会上经验丰富的投标人。

柔佛今明年 迎5033可负担屋

柔佛州政府,
努力圆低收入群体的拥屋梦。

柔佛州务大臣拿督翁哈菲兹宣布,在今明年内,将会有5033可负担屋建成,价格最低为4万令吉,最高为15万令吉。

他在面簿发文指出,这些可负担屋是为了B40群体而建设,今年起会逐渐落成,让低收入购屋者能真正地负担得起。

他也指出,目前州政府也在完善着M40中等收入群体的房屋计划。

“柔州政府将在近期提呈一项更全面的房屋计划和政策,以确保柔佛人民能够拥有自己的房屋。”

你在申请房贷时面对困难吗?

要助国人真的达到“居者有其屋”,房贷是其中一项关键因素。

因为对B40和M40的中低收入群体来说,存钱来现金买房简直是天方夜谭,只能够通过房贷来买到房子。

但是也恰是这一群人,常常无法成功申请到房贷。

他们有些是信用记录不佳、属于高风险类别,或是从事零工经济或小本生意,没有文件来向银行证明自己的偿还能力。

为此,政府正式推介大马房屋融资计划(i-Biaya),今年就有至少59亿令吉供中低收入群体申请,助圆拥屋梦。

房屋及地方政府部长拿督斯里里查马里肯及财政部长东姑扎夫鲁主持推介礼时介绍,i-Biaya提供3项融资计划:

  • 房屋信贷担保计划(Skim Jaminan Kredit Perumahan,简称SJKP)
  • 我的第一间房屋计划(Skim Rumah Pertamaku,简称SRP)
  • 一马房屋计划(PR1MA)的先租后买计划(RTO)

料2.5万人受惠

里查马里肯指出,首两项融资计划分别由SJKP和马来西亚国家按揭机构(Cagamas)旗下的马来西亚国家按揭机构SRP有限公司进行,让中低收入群体的融资路更轻松。

财政部长扎夫鲁则说,SPR预料今年将发放59亿令吉房屋融资,凡是家庭收入不超过1万令吉,可购买50万令吉以下的房屋,料惠及2万5000名B40及M40申请者。

“在SRP担保下,银行可提供超过90%的房贷,这意味着SRP将担保高达20%的房屋融资。”

截至今年2月,SRP计划让约6万7000户家庭达成梦想,拥有他们的首间房屋。

副房长:不会特别分房给政党

政党竟可享“固打制”?!

国家诚信党莎阿南国会议员卡立沙末早前指出,在柔佛州选竞选期间,有政治人物表示若国阵胜选,要重新落实“政党固打制”(KMK),会把20%的可负担屋让政党分配。

过去,联邦直辖区也有巫统支部主席在拥有其他房屋的同时,也拥有廉价屋。

卡立沙末将此问题带上国会询问,并要求政府保证,彻底终止这类“颠倒政策”。

对此房屋及地方政府部副部长拿督斯里依斯迈阿都慕达立斩钉截铁否认,表示政府不曾落实政党固打制,也不曾听闻政府会根据政党来分配廉价屋的政策。

“政府向来是根据人民的资格和能力来分配房屋,并不会考虑人民的政治背景或宗教。”

他补充说,不管是B40低收入群体还是M40中等收入群体,只要符合资格就有机会获分配屋子。

“任何人都能说要落实固打制度来取得人民的支持,但这并非政府的政策。”

批贷率再跌 B40都借不到

槟城的房贷批准,从2019年的74.3%,
下跌至2020年的73.1%,萎缩1.2%。

疫情影响生计,进一步打击买房意愿,但能不能买房还受银行批放房贷而抑制。

槟州首席部长曹观友指出,尤其是B40群体在购买房屋时,面对更严峻的银行贷款问题。

他引述HousingWatch.my网站数据指出,去年银行房屋贷款批准率只有72.0%,比2019年的 73.1%,减少了1.1个百分点。

槟城的房贷批准,也从2019年的74.3%,下跌至2020年的73.1%,萎缩1.2百分点。

他日前出席Ideal Residency可负担房屋计划,配屋通知书移交仪式上,呼吁中央政府正视房屋贷款问题。出席者尚有宏升集团总营运长拿督吴侲赋等。

曹观友认为,居屋是基本需要,购买可负担房屋者应获得协助,因疫情已对经济领域带来冲击,直接影响家庭的收入,导致B40群体购房能力更受限。

他提到,中央政府要在第12大马计划下,全国兴建50万间可负担房屋;而槟州政府的目标是到2030年时,兴建22万间可负担房屋,目前已完成57.64%目。

中低收入族群,
一定要“居者有其屋”才行!

政府在刚公布的第12大马计划中,设下2025年内增建50万间可负担屋的目标,为低收入群体(B40)家庭和中等收入群体(M40)家庭提供购屋机会。

为了达到居者有其屋的目标,除了增建房屋,政府还会增加融资渠道和管理房屋的建设成本,同时善用政府地和宗教基金(Waqf)土地。

同时,政府也承诺改善现有的房屋贷款计划、继续提供可负担房屋基金和青年房屋计划,以资助首购族。

此外,政府还将扩大“先租后买”(RTO)计划,以涵盖价格不超过50万令吉的房屋,让租户可选择是否要在租房的5年内购买该房屋。

SPNB冼都推30万元房屋

吉隆坡冼都、沙巴亚庇和登嘉楼,
今年将迎国家房屋公司的项目。

去年9月接棒的国家房屋公司(SPNB)总执行长拿督斯里哈斯林依斯宁(Datuk Hasleen Isnin)指出,该公司继续帮助B40群组“居者有其屋”,计划在今年推出3房屋项目。

其中一个项目位于吉隆坡冼都(Sentul)的Kediaman SPNB,拥有916间面积806平方尺的单位,售价在30万令吉以下。

另外两个项目位于亚庇(Kota Kinabalu)的布达丹(Putatan),以及登嘉楼的瓜拉尼鲁斯(Kuala Nerus)。

哈斯林依斯宁接受The Malaysian Reserve访问时指出:“我们现在的目标是专注服务B40群体,为他们获得100%的融资,意味着买家不需要支付订金,只需要在一段时间内逐步还款。”

“这样一来,他们可以在没有负担的情况管理财务,也有更多时间来调整现金流。”

重塑品牌定位

SPNB如今重新定位其品牌,从“普通发展商”转变为“可负担发展商”,帮助低收入族群和预算不高的年轻人,减少他们的拥屋成本和负担。

他透露,该公司也会继续专注在主要城镇和市区外围提供房屋,尤其冠病疫情改变了人们的生活和商业模式,做生意不需要集中在吉隆坡,在怡保、芙蓉或马六甲一样能进行线上生意。

再者,政府在郊外和乡区持续投资基建和公共交通,让生活变得更加简易舒适。

7/7可申请延还房贷

延长偿债举措,
再次无条件惠及全民。

首相丹斯里慕尤丁昨日宣布“复苏配套”时指出,全民从7月7日开始可申请为期6个月的展缓偿债,只要提出申请就可自动批准,不附带任何条件。

自从在去年3月首次宣布全国管控令(MCO 1.0)时,政府和银行一度推行全民自动延偿债举措;而后在松绑管控令后,就把申请人局限于低收入群或因疫情而失业等条件。

他昨日宣布,从7月7日起凡低收入(B40)、中等收入(M40)、高等收入(T20)及微型企业,都可以直接向银行提出申请,在签名和同意修改贷款合约条件后,就会自动批准申请,无需提呈任何证明文件。

受影响的中小型企业,则胥视银行的审查及批准。

“我希望这措施能多少协助借贷者及中小企业,在这充满挑战的时刻管理他们的现金流。我建议要审慎善用这便利,不要增加其他额外财务承诺。”

900尺竟能5房4浴?

一间900平方尺的公寓,间隔出5房间4浴室的空间,可能吗?

陈志远:可负担房屋供不应求,但放宽房贷是B40和首购族一圆拥屋梦想的关键。

该基金会也与陈志远旗下的本地上市公司成功置地(BJLAND,4219,主板消费股)合作,配合这项举措设计了一个展示公寓,即一个单位面积900平方尺,5房4浴室的示范屋。另外,还有一间备有双钥匙,面积900平方尺的展示单位。

陈志远4月30日于“让马来西亚更美好”基金会推行B40家庭真正可负担房屋社会计划推介礼上指出,“让马来西亚更美好”基金会(前称为陈志远基金会)已向政府提出这个可负担房屋计划,等待政府的批准。

该计划包括建议在巴生谷一带建造面积由450、600及900平方尺起跳的公寓,其售价设在12万令吉至30万令吉之间。

根据目前的市场行情,在巴生谷,特别是吉隆坡郊区,一间建筑面积800平方尺3房2浴室的公寓,其价格从40万令吉起跳,这对要实现居者有其屋梦想的B40家庭来说,仍是可望不可及。

面积仅900平方尺的公寓,若妥善的运用空间和选用家具,可拥有相当舒适的居住与生活空间。

需拆叠式家具配搭

根据《南洋商报》记者实地采访,900平方尺的展示厅,确是建了5房4浴室,若要善用空间,就非有良好的拆叠式家具配搭不可。

据记者观察,展示厅的设计和摆设,经过良好的运用空间和家具的妥当选用,其可用空间还是相当舒适的。

如果此计划成功推行,对B40家庭而言,是一个天大的喜讯。

例如,使用可收纳的家具,把杂物收纳起来;或者,可折叠的家具,在没有使用时,可以收纳起来,就能释放和腾出更多的空间。

另外,还有一间备有双钥匙面积900平方尺的展示单位;拥有此单位者可轻易地把空房向外出租,以便增加额外收入。

公众人士可通过预约,在吉隆坡成功时代广场预览此单位。

再里尔看了展示屋才相信

900平方尺5房4浴室,即使是走马上任不久的成功机构(BJCORP,3395,主板工业股)总执行长再里尔自己初时也不相信,直到他看到展示厅之后,才相信这个点子是可行的。

再里尔在看了展示屋后,也对5房间4浴室的设计和呈现感到满意,并认为,适当的室内设计以及家具搭配是关键。

他在推特上贴文说:“我们要展示的是,通过良好的设计,是可以在一间900平方尺公寓里住进一家有4个孩子的家庭,每人有自己的房间和空间,而且还可以调整。”

再里尔在推特对网民针对此项目提出的质疑和疑问作出回答和解释时说,起初也是对此间隔感到怀疑,直至看了示范屋才相信。

再里尔说,在家具搭配上,该公司也有提供适当的家具给每个家庭,以便房子会有足够的空间。我们也会考虑屋主如何支付。

建议政府担保两代人还贷

陈志远建议,政府为B40群体提供贷款担保,银行则提供两代人,即40至60年的还款期,以让他们可以拥有自己的房屋。

他提出为期40至60年之间的“跨两代”贷款建议,即将贷款还款期限扩展到跨两个家庭世代,以确保每月还款额具可负担性及可管理性,并让贷款者仍有足够的可支配收入,维持家庭良好生活水平。

“可负担性是一个关键问题,因为如果没有某种形式的经济援助,大多数的B40家庭将无法购置房屋。据我了解,每推出1000个可负担房屋单位,就有1万至6万名申请者竞相订购,目前的现状的确供不应求。

“此事唯有在政府的鼎力支持下才可实现,这包括针对可负担房屋发展项目收取较低的土地溢价和象征性的发展收费。”

他说,作为此项举措的主要合作伙伴,中央和州政府能以低价出售开发用地于发展商,以发展可负担房屋项目,特别是临近交通枢纽的城市地区,这将有助于转化为低收入户可负担得起的房屋售价。

60%贷款信用等级偏低被拒

陈志远说,据了解,多达60%的可负担房屋买家贷款申请,基于借贷人年龄和信用等级偏低,被银行和金融机构拒绝。

他说,许多B40群体的首购族皆无法支付头期付款,而无法一圆拥屋的梦想。如果银行或金融机构提供100%的房贷便利,便可解决此问题。

陈志远指出,如果一间900平方尺公寓的租金是800令吉,租客在付了租金后,却不能拥有房子。

“如果有贷款配套,以100%及60年期限的30万令吉贷款,购买一间面积900平方尺总价值30万令吉的房产,借贷者只需每月付款899令吉,对于一名B40购屋者是相对可应付的。”

提供100%房贷便利

陈志远说,银行和金融机构也应扮演其重要角色,即向B40群体的首购族提供100%的房贷便利。

“根据我们的调查,国内多家银行包括马银行、联昌银行、兴业银行、华侨银行、马建屋(MBSB)、人民银行、大马银行和艾芬银行已向月入介于2000至3000令吉的购屋者提供100%房贷便利。

“政府对此项举措的支持,将使银行界更加有信心地向B40群体的购屋者提供贷款便利。”

召集专业人士设“智囊团”

“让马来西亚更美好”基金会过去两年中召集了志同道合的专业人士加入这个新的社会企业计划,并成立了一个“智囊团”协助制定创新和永续的解决方案,以解决B40家庭所面临的负担能力缺口。

根据国家产业资讯中心(NAPIC)2020年次季统计显示,我国房产价位平均为29万5000令吉,而平均家庭总收入为5873令吉。

然而,评估显示,21万1000令吉及以下的房价才是此收入家庭能负担的范围 。

由此可见,大多数发展商所建造的房屋,对一般国人来说是遥不可及。


调查私企1700员工

陈志远说,“让马来西亚更美好”基金会还对一家私人企业的1700名员工进行了调查。 这些员工均属B40群体,即家庭每月总收入低于5000令吉。

这项调查着重在B40员工为租房或租屋所支付的租金。

“根据调查,我们确定,在雪隆区,这些B40员工每月平均缴交900令吉的房屋租金。”

根据上述例子,可见每月所支付的900令吉租金,是足以让这些员工支付贷款总额30万令吉(100%贷款),供期长达60年,每月还贷额899令吉的房贷。

“由此可见,其中关键要点是将每月租金转换成每月房贷,以便B40人士购买属于自己的房屋。

“因此,为期40至60年期限的100%贷款,可便于每月房贷的可负担性,而跨两世代的贷款期限将避免贷款者的收入总额度,成为批准贷款的阻碍。”

一马房屋购买条件维持不变

一个马来西亚人民房屋计划( PR1MA )机构主席拿督斯里沙希淡表示,现有的一马房屋购买条件将维持不变,不会受政府将于6月推动“先租后买”计划影响。

他说,目前PR1MA政策包括只能以个人或家庭(丈夫和妻子)的家庭收入在每月2500令吉至1万5000令吉之间的价格购买第一套房或第二套房。

他补充,购买PR1MA房屋的条件包括购买者必须是大马公民,单身或已婚,年龄在21岁以上。

“政府会继续遵循之前确定的标准,并保证B40群体可以负担得起所购买的项目。”

他说,该机构面临着一些挑战,包括项目延期,但是PR1MA致力于确保为该群体建造更多可负担房屋。

早前,住房和地方政府部长拿督祖莱达表示,涉及全国PR1MA住房单位的先租后买计划有望在6月启动。
